In the modern world, artificial intelligence is omnipresent. To be a part of this world, we interact with applications that utilize artificial intelligence. Essentially, AI is integrated into every aspect of our lives.
As Jamaity, we co-hosted an online seminar on August 9, 2023, alongside our partners: Promimpresa societa’ benefit s.r.l. (IT), Master Peace Foundation (NL), Lebanese Development Network (LB), Master Peace Morocco (MA), and Youth Power (SE), focusing on AI.
This seminar is a part of our project DARE4.0 (Digital Acceleration to empoweR young Entrepreneurs).
What is DARE? DARE is a project that aims to enhance intercultural dialogue, foster diversity and innovation, and bridge the digital divide by promoting inclusion and participation. It aims to develop interpersonal and intercultural skills, including critical and analytical thinking, creativity, and learning. We encourage individuals to think outside the box, as we believe that being different is an asset.
During the online seminar, we featured two distinct presenters. In the first session, Mr. Ibrahim Sobh introduced us to AI projects and elucidated their workings. Subsequently, in the second session, Mr. Elie Yaacoub discussed AI and Natural Language Processing.
Considering this information, we can observe that AI is becoming increasingly crucial to meet today’s requirements.
This leads us to question, “Can we live without AI?” or “Is it going too far?” What we can affirm is the need to align with the progress of the world and, consequently, to embrace advancements, even when we acknowledge that new technologies can be intimidating.
تكرارا لسيناريو العام الماضي˛ تونس تجد نفسها مجددا في وجه الحرائق التي اندلعت في مناطق مختلفة في شمال البلاد.
تسببت النيران في فقدان مساحات شاسعة من الغابات والمحاصيل كما الحقت ضررا وخيما بالمنازل وأدت الى هروب المواطنين من مساكنهم.
لقد تم اخماد الحرائق والسيطرة عليها بفضل أعوان الدفاع المدني بمساعدة من الجيش الوطني كما تم اجلاء العائلات وإيوائهم في المنشئات العامة بصفة مؤقتة.
في غضون هذه الأوضاع المؤلمة انطلقت مبادرات فردية من المواطنين ومن قبل المجتمع المدني لمؤازرة الأهالي بحمل المساعدات الغذائية ودعم عمليات الاجلاء.
في هذا الصدد قام أهالي طبرقة المتضررين بإطلاق حملة على موقع “شقاقة” بهدف جمع التبرعات لإعادة بناء المدينة وتعويض الخسائر والمساهمة في تغيير الوضع المزري الذي خلفته الحرائق.
يعد إطلاق حملات إعادة البناء بعد حدوث الحرائق تحديا كبيرا يتطلب التعاون والتضافر بين الجهات المختلفة. يهدف التحرك الجماعي نحو إعادة تأهيل المنطقة وتحسين الاستدامة البيئية إلى إعادة بناء المجتمع وتعزيز صموده واستعادة الجمال الطبيعي للبيئة المتضررة.
From June 9th to 11th, Carrefour de l’ESS event took place in Tunis, bringing together actors from the Tunisian and Maghreb Social and Solidarity Economy.
Establishing an Inclusive and Sustainable Environment, Carrefour de l’ESS event was held in the villas of Shanti, Bahja, ALwen, and Jamaity, offering a picturesque setting. The organizers prioritized sustainability, promoting clean and environmentally friendly practices. This inclusive event aimed to create a collective space where local production and consumption, collective management of time and common goods, sustainable transportation, and the empowerment of individuals were emphasized. Furthermore it provided an opportunity for participants to learn from one another, share best practices, and engage in interactive workshops, talks, and activities across various thematic areas.
Carrefour de l’ESS event showcased six distinct thematic domains, each dedicated to illuminating a particular facet of the social and solidarity economy:
Craftsmanship and design space :
In this space, visitors were treated to an exhibition showcasing a diverse array of artisanal products. The exhibition aimed to promote an appreciation for traditional and contemporary craftsmanship, highlighting the significance of preserving cultural heritage. Attendees had the opportunity to engage in meaningful exchanges with the artisans themselves, gaining insights into the intricate processes behind their work. Through interactive demonstrations and practical workshops, participants were able to delve deeper into the realms of weaving, pottery, and rattan crafts. These hands-on activities provided a unique experience, allowing individuals to learn firsthand from skilled artisans and gain a deeper understanding of the craftsmanship involved in these art forms. Overall, this space exalted the significance of safeguarding cultural heritage and advancing the production of locally made merchandise and served as a platform to celebrate the artistry and creativity of local artisans while encouraging the wider community to value and support their work.
Tourism and territory space :
Within this space, an array of engaging activities took place, showcasing solidarity-based tourism experiences. Visitors had the opportunity to attend presentations that shed light on various initiatives and projects centered around responsible and sustainable tourism. Additionally, there were tasting sessions where participants could sample local culinary delights, immersing themselves in the gastronomic heritage of the region. An exhibition provided a visual display of the diverse aspects of solidarity-based tourism, showcasing its benefits and highlighting successful case studies. To further enrich the experience, a documentary film was screened, offering a thought-provoking narrative that underscored the importance of ethical tourism practices.
Personal Care and Service Occupations space :
The space provided an opportunity for attendees to engage in exchanges with interactions with skilled individuals who shared their expertise and experiences in these important vocations. The space also hosted practical workshops that focused on technical skills such as hairstyling, sewing, and modeling. These workshops allowed participants to acquire knowledge and refine their abilities in these specialized areas. Through these activities, the space aimed to not only showcase the significance of Personal Care and Service Occupations but also empower individuals with practical skills that can contribute to their personal and professional growth.
Sustainable Agriculture and Responsible Food Practices space :
The space offered a marketplace where local farmers and permaculturists showcased their produce and products. The market celebrated the principles of permaculture and sustainable farming, emphasizing the importance of preserving diverse seed varieties. Attendees had the opportunity to explore and purchase items while engaging in informative discussions with the farmers about their cultivation methods. Additionally, there were interactive workshops and activities that aimed to educate and inspire visitors. These included the creation of self-sustaining cultivation boards, gardening workshops, and a session on soil-less cultivation techniques. Furthermore, the space featured a captivating climate mural that served as a visual representation of the impact of climate change on agriculture.
This space fostered a deeper understanding of sustainable farming practices and encouraged individuals to make responsible choices in their food consumption.
Sustainable Cities space :
This spaces offered a variety of engaging activities and exhibits. One of the highlights was the presence of cyclo-incubators, showcasing innovative initiatives and projects focused on sustainable urban development. Attendees had the opportunity to explore these stands and learn about various solutions aimed at creating greener and more livable cities. The promotion of cycling as a means of sustainable mobility was also a prominent feature in this space. Visitors could discover bicycle-friendly infrastructure, learn about the benefits of cycling, and even try out different bike models. A designated corner provided a platform for exchanging ideas and engaging in debates on urban sustainability, fostering dialogue among participants. Adding to the vibrancy, a captivating sustainable mobility mural drew attention to the importance of environmentally friendly transportation options. Together, these elements created an immersive experience that emphasized the significance of sustainable practices in shaping cities of the future.
Circular Economy space :
This space provided an immersive experience centered around sustainability and resource efficiency. An exhibition showcased innovative and inspiring examples of circular economy practices, demonstrating the transformative potential of converting waste into valuable resources. Participants actively engaged in practical upcycling workshops, where they learned hands-on techniques for repurposing textile, plastic, and glass materials. These workshops aimed to empower individuals with the skills and knowledge needed to breathe new life into discarded items, fostering a culture of reuse and reducing the demand for new materials. By encouraging participants to reassess their consumption habits and embrace circular principles, this space fostered a mindset shift towards a more sustainable and waste-conscious society.
Jamaity’s participation :
As part of the inaugural Carrefour de l’ESS, Jamaity opened its doors on Saturday, June 10th, to warmly welcome the Exchange and Innovation Space. within the space. This space boasted a multitude of engaging elements, including the captivating web platform “Restart Maghreb,” which served as an interactive hub for various animations and discussions. Moreover, attendees had access to a collective library and a media center, providing a wealth of resources for exploration and knowledge-sharing.
Jamity also hosted a series of enlightening master classes, providing valuable opportunities for knowledge sharing and skill development covering a diverse range of topics :

Studio Jamaity :
Notably, this event served as a occasion for Jamaity to introduce its new initiative, “Studio Jamaity,” where numerous interviews and testimonials took place throughout the event, adding depth and insight to the overall experience. Studio Jamaity aims to amplify the voices of various actors within Tunisian civil society, with a particular focus on associations, in order to address important societal issues.
Carrefour de l’ESS event provided a platform for Tunisian and Maghreb actors and actresses in the social and solidarity economy to come together, learn from one another, and promote sustainable practices. By emphasizing collaboration, inclusivity, and the exchange of knowledge, the event aimed to inspire individuals and communities to embrace more socially responsible and environmentally sustainable lifestyles. The thematic spaces allowed participants to explore different aspects of the social and solidarity economy, fostering innovation and promoting the importance of collective action for a better future.
Pièces de théâtre, films documentaires et de fiction, festival de l’humour, rencontres-débats, ateliers de bande dessinée, etc. : l’édition 2023 des Journées de la Francophonie en Tunisie nous réserve de belles surprises tout le long du mois de mars.
Célébrer la création culturelle francophone, sa diversité et la nécessité de valoriser sa « découvrabilité » sont autant d’enjeux cruciaux pour l’avenir de la langue française. À cet effet, « 321 millions de francophones, des milliards de contenus culturels » a été choisi par l’Organisation Internationale de la Francophonie (OIF) comme thème de la célébration de la Journée internationale de la Francophonie (20 mars 2023).
Autour de cette date, en Tunisie comme dans le reste du monde, une riche programmation culturelle est organisée par diverses organisations tunisiennes et représentations de pays membres de la Francophonie. Le Canada, la France, l’Autriche, la Suisse, l’Argentine, le Burkina Faso, le Sénégal, Wallonie-Bruxelles, l’Égypte, la Grèce ou encore les Alliances Françaises de Tunis et de Kairouan proposent ainsi tout le long du mois de mars des ateliers, master classes, projections, spectacles et rencontres-débats autour du cinéma, de l’humour, du slam, du théâtre, de la littérature, de la bande dessinée, etc. Tout un programme !
La Semaine du film francophone du 13 au 18 mars 2023
Organisée dans le cadre des Journées de la Francophonie, la Semaine du film francophone est un rendez-vous incontournable des cinéphiles. Cette année, 14 films -courts, longs et documentaires- seront projetés du 13 au 18 mars 2023 à l’Institut Français de Tunisie. Autant de films de 11 nationalités différentes qui permettront d’assouvir sa soif du 7 e art tout en saisissant la diversité des cultures francophones. Et de plus, l’accès est libre et gratuit !
Chaque année, les activités des Journées de la Francophonie sont organisées autour du 20 mars, qui marque la Journée internationale de la Francophonie. Une date qui vient nous rappeler que la diversité et la richesse de la communauté francophone est faite de tout ce qui nous rapproche mais aussi de tout ce qui nous distingue.
Face à l’essor des événements publics et privés depuis 2011, il est urgent d’intervenir afin de lutter contre l’impact écologique de l’événementiel en Tunisie. Dans ce sens, la Fondation Heinrich Böll, l’association Zero Waste Tunisia et Ftartchi, ont élaboré ce guide complet et précis pour encadrer et aider les acteurs de l’événementiel.
Prenant en compte les conséquences concrètes des activités économiques, culturelles et politiques, à une échelle nationale et internationale, ce manuel vise à sensibiliser aux enjeux écologiques et à proposer des solutions durables et efficaces pour l’organisation d’événements dits “eco-friendly”.
Mais qu’entendons-nous par “eco-friendly” ? Il s’agit d’approches durables et rentables qui permettent aux individus, aux organisations et aux institutions de minimiser l’impact de leurs événements sur l’environnement. Les activités événementielles peuvent être polluantes de diverses manières, de la production élevée de déchets (alimentaires et non alimentaires) à l’utilisation excessive de l’énergie. Mais encore, la pollution climatique par les émissions de gaz à effet de serre et celle causée par les déchets ne se limite pas à l’environnement lorsque ces derniers ne sont pas éliminés correctement.
S’il existe une certaine conscience des enjeux environnementaux et de la nécessité d’agir en conséquence, les acteurs de l’événementiel rencontrent plusieurs difficultés.Qu’il s’agisse d’identifier les sources de pollution ou de mettre en place des plans d’action efficaces, ces organisateurs manquent de moyens, d’informations et d’encadrement. De plus, en tenant compte des limites réelles de chacun des facteurs cités, à des degrés divers selon les régions et les villes de Tunisie, nous nous trouvons confrontés à plusieurs défis, notamment le manque d’accès aux matériaux biodégradables, aux infrastructures de recyclage ou à des services efficaces de transport en commun. Les coutumes culturelles et les stratégies économiques peuvent également entraver ou ralentir les actions environnementales.
En modifiant les méthodes d’organisation et de mise en place des événements, la pollution et le gaspillage s’en trouvent drastiquement réduits. Les organisateurs qui adoptent les bonnes mesures garantissent la protection de l’environnement, tout en encourageant les participants à en faire de même dans leurs propres domaines d’activité. Un événement respectueux de l’environnement s’organise et s’exécute en prenant en considération la chaîne complexe et interconnectée de “production/service” du début jusqu’à la fin. C’est en partant d’une compréhension réaliste de l’impact environnemental et de la dimension de l’événement en question, que l’on peut opérer les changements nécessaires pour réduire tout impact néfaste.
Nous avons organisé ce guide en fonction des possibles difficultés rencontrées concernant la préparation de l’événement, la communication, le choix du lieu, la restauration et la gestion des déchets.
Nous nous sommes aussi basés sur les divers facteurs à prendre en considération:
La conscience environnementale de la direction et des employés concernés,
La volonté de valoriser son évènement.
La sensibilisation et l’implication des participants dans la cause environnementale. Leur engagement étant un atout de plus.
La disponibilité de choix en ce qui concerne les produits, les prestataires de services, les lieux, etc.
L’existence et la fiabilité des infrastructures urbaines nécessaires (par exemple les transports publics et la sécurité),
Le soutien des gouvernements locaux et centraux, des institutions publiques locales et nationales en terme de réglementation, administration, etc.
En rédigeant ce manuel, nous nous sommes engagés à respecter les principes de précaution et de prévention dans le traitement des questions environnementales.[1] De ce fait, nous avons élaboré des politiques et des stratégies de planification permettant d’empêcher tout risque de dommages pour l’environnement. En prévenant les dégâts par des solutions immédiates, le pollueur évite les dépenses exorbitantes que peut lui coûter la réparation des dommages causés. Et ce processus est lui-même potentiellement polluant.
La concrétisation de certaines des approches proposées dans ce guide pourrait prendre un certain temps; elle demanderait aussi des ressources conséquentes. Toutefois, les organisateurs et les participants – particulièrement de la jeune génération – portent de plus en plus d’intérêt à la question environnementale, et se tournent vers des fournisseurs de produits engagés dans la protection de l’environnement et du climat. Enfin, ce Guide sera revu, révisé et mis à jour en fonction des changements importants des facteurs que nous avons mentionnés, dans le contexte tunisien.
[1] La précaution et la prévention sont des principes centraux du droit international de l’environnement et du militantisme. Le principe de précaution exige que si une activité présente un potentiel de pollution, il est impératif d’agir dans l’immédiat au lieu d’attendre de constater concrètement ces dégâts. Agir selon le principe de prévention c’est réduire les coûts et les méfaits, anticiper les dommages plutôt que de réagir a posteriori par des actions qui compensent plus qu’elles ne réparent.
أثبت التعاون المشترك بين البلديات ومكوّنات المجتمع المدني نجاعته في عديد المناسبات ونجاحه في تحقيق نتائج إيجابية سواء لفائدة المؤسسة البلدية أو للمتساكنين. ولتسهيل العلاقة والتعاون بين البلدية وجمعيات المجتمع المدني، تمّ إنشاء منظومة إلكترونية ومعلوماتية جديدة تحمل إسم “دفتر” تمّ تطويرها من طرف خبراء منظمة “الحركة الجمعياتية” وبدعم من الوكالة الإسبانية للتعاون الدولي من أجل التنمية.
تطبيقا لفصل 30 من مجلة الجماعات المحلية، تلتزم البلديات بمسك سجلّ بلدي يتضمّن مكونات المجتمع المدني بمختلف إهتماماته. كما ينبغي على الجمعيات الراغبة في التعاون مع البلدية والمشاركة في
“دفتر” التي تسهّل عملية التسجيل عن بعد وبكل شفافية وتساهم في تطوير التعاون بين البلدية والجمعيات وتثمّن المشاريع والأنشطة المشتركة بينهما.
رقمنة السجلّ البلدي وتسهيل التعاون
كل جمعية ترغب في التعامل مع بلدية منخرطة في منظومة “دفتر”، يكفيها أن تدخل على موقع www.daftar.tn وتقوم باختيار البلدية التي تريد التسجيل فيها وتتوّجه الى موقعها في منظومة دفتر وتتبّع مراحل التسجيل المنصوص عليها في الموقع بكل شفافية، وهي عملية سهلة وسريعة وفي متناول الجميع. وعند الانتهاء من عملية التسجيل تصل كل البيانات الى البلدية في كنف احترام و حماية المعطيات الشخصية.
تتمتّع الجمعيات المسجّلة بمنظومة “دفتر” بعدّة خدمات منها تنظيم عملية مشاركتهم في الإجتماعات والأنشطة التي تنظمّها البلدية بمختلف دوائرها ولجانها. كما يتيح “دفتر” الفرصة للجمعية المسجّلة ضمنه لكتابة مقال عن أنشطتها ونشره للعموم للتعريف أكثر بعمل الجمعية في المنطقة البلدية. ويوّفر “دفتر” أيضا مساحة خاصة بالجمعية يمكن من خلاله الاطلاع على كل المقالات والاجتماعات والأنشطة التي شاركت فيها والحفاظ بهذه الطريقة على ذاكرة التعامل بين الجمعية والبلدية.
منظومة “دفتر” متاحة لكل البلديات لتسهيل عملية تشريك مكوّنات المجتمع المدني في العمل البلدي لفائدة المؤسسة البلدية وكل المتساكنين. وهي مفتوحة لكل الجمعيات الراغبة في التعامل والتعاون مع المؤسسة البلدية.
بلدية المرسى وبلدية بن عروس تتبنّى منظومة “دفتر”
يمثّل برنامج “دفتر” أداة أساسية للديمقراطية التشاركية على الصعيد المحلي يمكّن الجمعيات من اختيار مجالات تدخّلها وتسهيل علاقتها مع البلدية بأسلوب حديث وتفاعلي في كل ما يتعلّق بالاتصالات والمراسلات والدعوات والمشاركة في أخذ القرار وتثمين الأنشطة المشتركة. وإيمانا بهذه الآلية،قررت كل من بلدية المرسى وبلدية بن عروس الإنخراط في منظومة “دفتر” والعمل بها من أجل التمتّع ببرنامج الكتروني حقيقي لإدارة العلاقة بين البلدية والجمعيات. وقد أكّد السيد معز بوراوي رئيس بلدية المرسى أنّ :”هذه المنظومة تعتبر مكسبا مهمّا جدا على مستوى إرساء الشفافية وفسح المجال للتعرّف على الجمعيات الناشطة ومجالات اختصاصها وتسهيل العلاقة معها”، معتبرا أنّ” تظافر قوى كل الأطراف المحلية الناشطة من جمعيات ونقابات المتساكنين مع السلطة البلدية المحلية من شأنه أن يخلق قوّة حيّة فاعلة في مسارالمشاركة فيأخذالقرار علىالمستوىالمحلّي”.
ومن جانبه أكّد السيد لطفي الزاير رئيس لجنة الإعلام والتواصل والتقييم ببلدية بن عروس أنّ” منظومة دفتر هي آلية رقمنة لا بّد منها لمزيد الشفافية في علاقة البلدية بمكوّنات المجتمع المدني تضمن مبدأ الحوكمة الرشيدة، وتتيح الفرصة للجمعيات للمشاركة في الاجتماعات وفي مسار أخذ القرار وكتابة مقالات حول أنشطتها والإطلاع على بقية أنشطة الجمعيات الأخرى”.
يمكن لكلّ بلدية تريد الإنخراط في منظومة “دفتر” أن تتّصل بفريق المنظومة من خلال موقع www.daftar.tn وسيتمّ مرافقتها وتكوينها حتى يتسنّى لها الإستفادة من كل خدمات هذه المنظومة الجديدة
Dans le cadre de son projet sur la Justice environnementale, Le Forum Tunisien pour les Droits Économiques et Sociaux a publié une “Revue semestrielle de la justice environnementale”, le 16 Septembre 2022. Ce rapport vise à souligner la souffrance de toutes les régions tunisiennes et surtout l’absence des conditions d’une vie digne à cause de la pollution aiguë.

La problématique des margines et ses impacts environnementaux et sanitaires
Le problème des déchets dans la ville d’Agareb
La crise des déchets dans la ville de Redeyf
L’eau potable à Redeyef et ses impacts sur l’intoxication des dents par le fluor
2022 marque les 50 ans de la Conférence de Stockholm de 1972. Avec la Suède comme pays hôte, le slogan de la Journée mondiale de l’environnement 2022 est “Only One Earth”, qui met l’accent sur une vie durable en harmonie avec la nature. La conférence a déclaré le droit de vivre dans un environnement sain comme un droit humain fondamental.
Nous célébrons cette étape historique, malheureusement, avec une planète confrontée à de multiples crises allant du changement climatique à la perte de biodiversité et à l’augmentation des émissions de carbone.
Cet événement est un rappel que les ONG, les associations et toutes les autres composantes de la société civile ne sont pas seulement des acteurs de la gouvernance, mais aussi une force motrice pour une plus grande coopération internationale à travers la mobilisation active.
Dans ce contexte, divers événements environnementaux ont été organisés en Tunisie, pendant le mois de septembre.
Le Forum Mondial de la Mer – Bizerte
Face a la destruction de l’écosystème marin, Bizerte a accueilli la 5ème édition de son forum annuel de la mer, le 23 septembre 2022.
Il y a de plus en plus de niveaux élevés de pollution anthropiques dans de nombreuses mers du monde. Dans le Méditerranée, la densité des déchets a plus que doublé en trente ans. D’ici 2050, il y aura plus de plastique que de poissons. En effet, autour du thème « 2050, L’OCEAN? », ce sont des leaders, des experts, des créatifs et des « mériens » internationaux et tunisiens engagés qui se sont réunis pour réfléchir ensemble à ce que sera l’Océan en 2050.
Les interventions ont porté sur cinq thèmes clés, à savoir : la gouvernance, la géopolitique et la sécurité dans les océans et les mers, Climat et biodiversité et leur impact sur les peuples, la connaissance, la science et l’innovation scientifique, l’économie bleue, la technologie et énergies renouvelables, et « quelle Méditerranée voudrions-nous à l’horizon 2050.
L’édition 2022 a pris un format hybride, avec cinq cents intervenants venant de quarante pays, et des milliers departicipants sont attendus en ligne.

Village Eco-tech
Le forum Insaniyyat انسانيّات a organisé un village environnemental “Village Eco-tech” en partenariat avec El Space Social Innovation Hub, qui vise à promouvoir de nouvelles attitudes éco-responsables. Le village a eu lieu du 20 au 23 septembre au sein de l’École Supérieure du Commerce ESC.
Village Eco-tech se présente sous la forme d’une exposition environnementale collective des start-uppeurs, des entreprises et des associations du secteur pour promouvoir les innovations dans le domaine GREEN TECH. Les activités du village ont inclus des ateliers, des démonstrations et des expositions qui s’inscrivent parfaitement dans le cadre d’une recherche purement sociale, économique et environnementale en temps de crise.
Dans le cadre de la Journée mondiale du Nettoyage le 17 septembre 2022, l’Union des Randonneurs Tunisiens a organisé une une campagne de propreté à El Haouaria.
L’initiative accueille toutes les personnes désireuses de participer au nettoyage des plages et marécages. Ces efforts de nettoyage des espaces naturels pollués sont très importants pour réparer les dégâts qui ont déjà été causés, mais c’est aussi important d’aller vers la source du problème.
Les groupes et organisations de la société civile ont contribué de manière significative à l’agenda environnemental mondial et à l’élaboration de conventions environnementales mondiales. La société civile fournit un agent puissant pour promouvoir un objectif et des valeurs environnementales partagées.

يمثل فقدان المياه او نقصانها أحد اكبر التحديات التي تعيشها المنطقة العربية على وجه الخصوص وهو ما نعبر عنه بشكل أكثر دقة بالفقر المائي او شح المياه والذي بدوره تغير مفهومه حيث استخدم حتى تسعينات القرن الماضي للتعبير عن توفر إمدادات مياه كافية لتلبية متطلبات سكان بلد معين ليتحول الى الأمن المائي للفرد.
و بالرجوع إلى عديد المؤشرات الدولية و الوطنية، تصنف تونس من الدول التي تعاني من الفقر المائي. فعلى الرغم من أهمية الجهود المعتمدة لمواجهة هذا الإشكال منذ عقود عبر سياسات مائية تمت بلورتها و تنفيذها، الا ان هذا لم يردع الفقر المائي الذي بدأت بوادره بالظهور في السنوات القليلة الماضية.
إمكانيات تونس المائية
تقدر الإمكانيات المائية المتاحة في تونس بحوالي 4,865 مليار متر مكعب سنويا وتتوزع بين المياه السطحية و الجوفية و التساقطات المطرية. و أمام ضعف الكمية المتاحة و تزايد الطلب الفلاحي و الصناعي و السياحي والخدماتي عموما فإن نصيب الفرد من الماء في تراجع مستمر إذ يقدر حاليا ب400 متر مكعب سنويا مرشحة للنقصان في السنوات القادمة إلى 350 متر مكعب سنويا وهو أقل بنسبة 50% من الكمية المطلوبة للفرد وفقا للمعايير الدولية و المقدرة بين 750 و 900 متر مكعب سنويا حسب تقرير التقييم المواطني للماء في تونس لجمعيّة نوماد 08.
كما أن نسبة التساقطات التي تراجعت أثرت على امتلاء السدود و التي بلغت في سبتمبر 2020 حوالي 40% فقط حسب تصريحات وزارة الفلاحة. مما يعني أن مخزون السدود شهد تراجعا ملحوظا مقارنة بنفس الفترة من السنة الماضية .
كل هذه المؤشرات تعني وجود تونس تحت خط الفقر المائي و المحدد عالميا ب500 متر مكعب سنويا و هو ما يعني عجز الدولة على توفير المياه العذبة في كل الجهات و لكل المواطنين و المنتفعين في كل القطاعات الاقتصادية و الفلاحية و الخدماتية .
أسباب تراجع مخزون المياه في تونس
إن الأسباب الأساسية التي جعلت تونس تحت خط الفقر المائي متعددة رغم تشابهها في باقي الدول العربية التي تعاني نفس الازمة و هي بالأساس : المناخ و الكثافة السكانية و سوء التصرف في الموارد المائية و السياسات المائية غير الملائمة للوضع.
أثرت التغيرات المناخية بشكل كبير على الموارد المائية و ذلك بارتفاع درجات الحرارة خاصة في الجنوب التونسي و ساهمت بشكل كبير في تبخر المياه. كما ساهم الاحتباس الحراري بشكل أكبر في خفض نسبة التساقطات السنوية للأمطار ما جعل سنوات الجفاف تتوالى وهو ما زاد في انخفاض المياه السطحية و في مستوى امتلاء السدود و البحيرات الجبلية .
إن ازدياد عدد السكان أو التضخم السكاني في عديد المناطق في تونس أدى الى تزايد طلب استهلاك المياه وهو ما سيزيد العبئ على الموارد المائية المتاحة و المتسمة بالشح.
بالإضافة إلى هذا، الفساد و سوء التصرف في الموارد المائية من قبل المصالح المختصة ساهم بشكل كبير في تعميق أزمة الفقر المائي. ويرجع هذا أساسا للمؤسسات العمومية الموصومة بعديد الاخلالات وأهمها البيروقراطية و مركزية صنع القرار الذي فتح الباب أمام الفساد وسوء التخطيط و البرمجة و الإهمال و جعلها غير قادرة على التصرف بشكل رشيد في الموارد المائية ما أساء الى جودة المياه و طريقة ايصاله للمواطن.
كذلك فان الاصلاحات البطيئة و غير الجوهرية لا تتماشى مع تسارع التغيرات المناخية و تفاقم مشكلة الاحتباس الحراري وأثرها على مصادر المياه.
لم تضع الدولة التونسية برنامجا استراتيجيا مواكبا للتغيرات المناخية و للفقر المائي الحالي وما زالت تعمل بنفس نسق السنوات الماضية دون تجديد او تغيير في سياساتها خاصة في سياسة صنع القرار و هذا ما سيعمق أزمة المياه الحالية أكثر لتتواصل مع الأجيال القادمة.
إهدار المياه في القطاع الفلاحي يعد عاملا من عوامل الفقر المائي خاصة مع نظم الري المعتمدة سواء في زراعة الخضار أو في نظام الري في الواحات و الذي لم يتغير من القدم وهو ما تسبب في إهدار كميات هامة من المياه و الذي له أضرار كبيرة حتى على النخيل مع مرور الزمن…
أقرت الجمعية العامة للأمم المتحدة حق الإنسان في الحصول على كفايته من المياه وأن تكون متاحة في كل زمان و مكان و هذا ما أكده الهدف السادس من أهداف التنمية المستدامة و الدستور التونسي كحق أساسي للمواطن .
لكن بين سوء توزيع و سوء رقابة لجودة المياه و جفاف متواصل لمدة سنوات نتوقع تفاقم الوضع الاقتصادي و الاجتماعي و البيئي و كل المجالات المحيطة بحياة الإنسان.
