À PROPOS DE CE GUIDE

Le guide de plaidoyer, est un document né d’une collaboration entre l’association JAMAITY et son partenaire la fondation CIDEAL dans le cadre du projet « Renforcement des capacités des réseaux, plateformes et autres collectifs pour la promotion des Droits Humains et des Libertés Fondamentales en Tunisie par la formation, l’échange d’expériences et la dynamisation» financé par la coopération Espagnole en Tunisie.
Ce guide vise à renforcer les connaissances des coalitions ciblées par le projet en plaidoyer ainsi de leur fournir des outils et des moyens pratiques pour leur faciliter la mise en œuvre des actions de plaidoyer efficaces.
Étant donné que le plaidoyer constitue l’une des grandes missions des coalitions dans leur travail quotidien, l’équipe du projet a pensé à créer ce document d’une manière simple et pratique, permettant aux membres d’enrichir leurs bases de connaissance mais aussi pouvoir pratiquer et appliquer ce qui est mentionner dans leurs activités ainsi que leur vie associative quotidienne.

Ce guide aborde les parties suivantes liées aux concepts du plaidoyer :

I. L’identification du problème : Cette partie met l’accent sur l’identification des questions clés à poser pour réaliser une bonne identification des problèmes.

II. La détermination d’un objectif de changement : Ce volet met l’accent sur la définition d’un objectif de changement précis et réalisable. Il explore les différentes approches pour formuler des objectifs clairs et mesurables, qui serviront de boussole tout au long du processus de plaidoyer.

III. L’analyse de contexte : Cette section se penche sur l’importance de comprendre le contexte dans lequel se déroule le plaidoyer. Elle explore les différentes dimensions du contexte, telles que les acteurs impliqués, les politiques en vigueur et les opportunités ou contraintes spécifiques, qui influenceront les actions de plaidoyer.

IV. La planification du plaidoyer : Ce chapitre examine les étapes essentielles de la planification d’une stratégie de plaidoyer efficace. Il aborde des éléments tels que l’identification des publics cibles, le choix des tactiques et des actions concrètes, ainsi que la mise en place d’un calendrier réaliste pour atteindre les objectifs fixés.

V. La mise en œuvre du plaidoyer : Cette partie propose un modèle d’exécution d’activité pour guider le processus de mise en œuvre du plaidoyer.

VI. Les outils de communication pour un plaidoyer efficace : Cette section examine les outils et les techniques de communication essentiels pour un plaidoyer efficace. Elle aborde des éléments tels que la rédaction de messages clés, la création de supports de communication percutants, l’utilisation des médias sociaux et des relations publiques pour atteindre les publics cibles.

VII. Faire le suivi, l’évaluation et l’adaptation : Cette dernière partie met l’accent sur l’importance du suivi et de l’évaluation dans le processus de plaidoyer. Elle explore les méthodes pour mesurer l’impact des actions de plaidoyer, collecter des données pertinentes et ajuster les stratégies en fonction des résultats obtenus.

En explorant ces différentes parties, ce guide fournit un cadre complet pour comprendre et mettre en pratique les concepts essentiels du plaidoyer.

Déclaration du réseau des partenaires de WeGov

Le projet WeGov! est un projet de trois ans cofinancé par l’Union Européenne et mis en oeuvre par GVC et ses partenaires entre 2015 et 2018, qui vise à soutenir l’implication de la société civile aux processus de prise de décisions politiques en Tunisie, Libye, Palestine et Jordanie.

Nous soussignés, partenaires du projet WeGov, sommes convaincus que le renforcement de la société civile est fondamental pour assurer une vraie participation citoyenne à la vie publique et pour construire un modèle de gouvernance ouverte, transparente et redevable. Pour cela, nous nous baserons sur une approche axée sur les droits Humains.

Nous sommes persuadés que les échanges entre OSC de différents pays sont un des moyens principaux pour améliorer notre travail associatif, car cela nous permet d’avoir des idées innovantes, discuter nos stratégies et envisager des nouveaux partenariats tout en appliquant le devoir de solidarité entre les différents activistes et associations signant cette déclaration .

Pour cela, nous exprimons notre souhait à rester en contact après la fin du projet WeGov, continuer à partager des informations sur nos activités, échanger sur les sujets qui nous intéressent, comparer les leçons apprises et les défis ainsi qu’éventuellement monter des initiatives communes.

WeGov is a 3-year project co-funded by the European Union and implemented by GVC and its partners between 2015 and 2018, which aims at supporting civil society participation in decision making in Tunisia, Libya, Palestine and Jordan.

We undersigned, partners of the WeGov project, are convinced that strengthening civil society is key to ensure real citizen participation in the public sphere and to build a model of open, transparent and accountable governance. To achieve this, we will adopt a human rights based approach.

We are persuaded that interaction between CSOs from different countries is one of the main ways to improve our civil society work, as it allows us to get innovative ideas, discuss our strategies and envisage new partnerships while applying a duty of solidarity among activists and CSOs signing this declaration.

For these reasons, we express our wish to stay in touch after the end of the WeGov project, continue sharing information on our activities, debate on the topics we are interested in, compare lessons learnt and challenges as well as possibly create common initiatives.

Report of the WeGov Final Seminar (Tunis, June 23rd -24th 2018)

WeGov is a 3-year regional project, cofinanced by the European Union, implemented by the Italian NGO GVC with its partners MAAN and HAI (Palestine), ACHRS (Jordan), ACCUN (Tunisia) and YaBasta (Italy). The overall objective of the project was to contribute to building a favourable environment aimed at achieving inclusive, democratic and sustainable development in Jordan, Libya, Palestine and Tunisia, by promoting the involvement of CSOs. As the project was coming to an end, the final seminar was the opportunity to present the project’s outputs and achievements, including those from the projects of the 15 CSOs which received a subgrant. It was also the opportunity for all the project partners from the 4 countries to meet and share their best practices and lessons learnt on citizen and civil society participation.

Below is a summary of the different sessions of the final seminar.

 

Expert presentations:

Public governance (Mr Karim Ben Kahla)

Governance is a tool to set limits, a mechanism to frame the field of actions of decision-making centres. It is about setting limits to power, decentralizing, and not giving more power. It is the management of management.
The literal definition of governance defines the relationship between superior and inferior actors. Whereas, in reality, there rarely is an ordering party. The broader definition hence includes different groups of interest (employees, unions, clients, providers,…). Governance then becomes a system of relationships and communications between the different groups of interest. The end product of these relationships would then be trust, within and among the organizations.

Good governance would then be a better management of power, following two main principles: respect of the interests of the different groups involved and avoid abuses of power.

To do so, certain myths must be clarified: transparency, participation and accountability alone do not lead to good governance. A structure and set of values need to be practiced. For instance, the respect of contracts is a major component, but also inclusion, representation, participation, conflict management, fairness, leadership and communication. Furthermore, in order to avoid abuses, integrity, transparency, accountability, competition, durability, justice, knowledge management and precautions are also essential.

 

Role of civil society on the local level (Mr Mondher Bousnina)

Some key issues related to local governance are:

  • when we vote for local officials we need to bring people together; municipalities need to give gradual power to local communities.
  • local communities are not used to work with government, the gap is being bridged over the past years to work on decentralisation projects.
  • municipal revenues are very low in Tunisia compared to other countries (4% vs 10-30% of the national budget). INGOs should help by bringing revenues because municipalities are going bankrupt preventing them from implementing programs.

The lack of internal auditing and autonomy of spending in municipalities led to 274,5 billion dollars being available but not spent. Furthermore, in order to overcome the financial difficulties, communications between communities should be improved allowing resources to be shared more freely (ex. common markets, vehicles, …).

The key here seems to reside in not only funds, but mainly in the support and empowerment of human power to localities. This would prevent the circumstances faced today, where for example only a handful of architects and engineers work outside of big cities.

The development index is suggested as a tool to allocate funds in accordance to local needs. Fairness, and not equality is necessary to respond to the needs of the least developed municipalities.

 

Participation: research, analysis and advocacy

Debate

Researchers should work with field project executives and research should not be disconnected from concrete work in the field. CSO must play an intermediary role between research centres, donors, the private sector and local communities in order to enhance local development and push forward the multiple interests involved. A lot of work is still needed to bring closer the different actors.

It is important to question ourselves on the enrolment and participation of academics and the public administration in local projects, given the importance of local appropriation by all actors. But the question remains if academics are actually interested and open to a more collaborative relationship, and if research centres have the necessary resources. Because for now, many international and local research centres do not share their results to local communities. Furthermore, research centres are often located very far away from field workers, which is a major obstacle. There is indeed a great need for tools and forums in order to share information and knowledge between researchers and CSOs. The role of CSOs tends to include more and more the vulgarization and sharing of studies.

A major issue in Arab countries is the limited culture of access to information. Not only legislations need to change, but also the culture and ways of doing, because it happens too often that executive powers refuse to address or publish certain topics in fear of destabilizing public order: even if access to information laws do exist, they are often not enforced.

There is a strong desire to use new technologies for advocacy purposes, but other problems emerge in relation to human and technical resources with the lack of expertise and materials available. It all depends on competencies and capacities, as well as preferences of the target groups: if it is the youth then social networks are the best channel, but if we are targeting public institutions then traditional means are more suitable. The main objective for now remains to gain more knowledge on the different and more modern ways of doing advocacy.

Participation: monitoring of funding and services

Debate

This panel was initially directed towards monitoring of public financial expenditure and services, however it was later generalized to monitoring public policy in three of its formats: expenditure of development funds, access to services, and legislative reform.
Monitoring of public policy is key in two phases: immediate, as a form of accountability, and future improvement of the process of public policy implementation.

Two important issues at stake are how to generalize experiences of monitoring and influence on public policy, in different regions and sectors, through knowledge sharing and developing tools; and the relationship between the State and civil society in terms of questioning whether civil society is replacing the State and contributing to sustaining the status quo.

The final debate was centred around the role of law in driving change in society, inspired by the Jordanian experience, and the Tunisian experience in helping create new political players on a local level, and the impact monitoring can have on public expenditure policy in other countries, as the Palestinian experience suggested.

 

ICT at the service of participation

Presentation by Jamaity (Tunisia)

 

Debate

Jamaity is a CSO created to contribute to an enabling environment to the development of Tunisian civil society and in response to the lack of permanent access to information of good quality, but also, to gap of communication among associations and between associations and donors. Jamaity established a partnership with GVC to create the WeGov platform as a tool to share information and knowledge among project partners.

An issue at stake is whether e-participation is efficient and to what level. Civil society needs to take greater involvement in online platforms in order to ensure they are useful, in particular by sharing more information on their projects.

As the WeGov project comes to an end, the platform will remain active and its durability beyond the project duration was key in the partnership between

GVC and Jamaity, with a particular engagement from Jamaity to keep it updated.

It was suggested that Jamaity could get more directly involved with CSOs, for example with technical support in future projects. Concerning the possibility to add a forum/debate section in the WeGov platform, it is important to point out that while it is positive to stimulate CSOs to debate, experience shows that this sort of tools are seldom used by associations.

Debate

It is very important to monitor projects targeting youth and evaluate their results in order to follow them through their progress. Among the changes perceived in youth thanks to the presented projects was the higher level of interest and involvement in politics (i.e. advocacy on Facebook) as well as strengthened capacities in mediation, public speaking and self-control.
Two levels of activities were mentioned to be necessary when working with youth: entertainment (to attract them) and then the actual work. But how to maintain the initial enthusiasm, when more often than not, youth tend to lose interest, especially regarding a political system that has deceived them? One key may reside in the quality of dialogues and the trust built that has led to openness and friendships between the youth and other actors.

The importance of having project in less stable regions (i.e. Kasserine, Tunisia) is key to help prevent the spread of extremist ideas. In order to bring real changes, activities must also touch other spheres than politics, including migrations, drugs, and many more, especially in this era of deception of the youth towards the lack of employment and the depicted uncertain future.
It is also crucial to enhance coordination among the many projects focussing on youth, in order to share experiences and build networks so as to improve the impact of the projects. Of much importance is also to continue increase the gender focus of such projects.

Debate

The main challenges of participation to the management of local affairs in partnership with local authorities are the identification of the actors who can participate and establishing on what (and to what extent) they can participate. The dilemma of participatory approach is that citizens demand for quick service delivery and at the same time for participation in the management of such services, but the latter requires efforts, time and resources. The regions most in need of participative approaches are often also the ones in need of emergency interventions, which makes dialogue more difficult.
CSOs should consider, since project conception, how to sustain project by establishing institutionalised relationships with local actors.

Local authorities tend to be perceived as just the decentralised version of national authorities. However in the context of certain areas, like the Southern regions of Tunisia, relationships with authorities are not only limited to the government, but extend to a broad range of border actors.
Since public authorities often mistrust CSO monitoring activities, it is key to propose a positive message highlighting that monitoring is a win-win exercise which can enhance mutual trust. Authorities should also understand that sharing information means sharing power and that this leads to public trust, which they can benefit from. The challenge is to find the best way to present information to the public.
The seminar was closed by the signature of the “WeGov Partners Network Declaration” by all civil society participants.

يقدم لكم فريق منصة نحن نحكم هذا الدليل وهو عبارة عن بعض التفسيرات و النصائح لتفعيل حضور جمعياتكم وأنشطتها  في المنصة وكذلك في منصة جمعيتي. كما يلخص هذا الدليل المراحل و إمكانيات المشاركة في المنصة.

 

للتذكير، نحن نحكم هو مشروع يمتدّ على 3 سنوات بتمويل من الاتحاد الأوروبي و تشرف على تنفيذه مجموعة التطوع المدني بالتعاون مع شركائها من عدة دول وهي:

  • جمعية أكون من تونس
  • منظمة يا باستا من إيطاليا
  • مركز العمل التنموي معا و هيئة الأعمال الخيرية من فلسطين
  • مركز عمان لدراسات حقوق الإنسان من الأردن

و يتمثل الهدف الرئيسي من مشروع نحن نحكم في المساهمة في بناء محيط ملائم يضمن التنمية الشاملة و الديمقراطية و الدائمة في الأردن، ليبيا، فلسطين، و تونس من خلال تعزيز مساهمة و عمل منظمات المجتمع المدني.

كما يهدف المشروع خصوصا إلى:

  • دعم اندماج منظمات المجتمع المدني في مسار اصلاح السياسات و ذلك لتحسين دورهم من خلال الوسائل و الأدوات التي ترفّع من مساهمتهم استنادا إلى برنامج متكامل في دعم القدرات
  • تقوية دور منظمات المجتمع المدني في البرامج الإصلاحية من خلال تحسين آليات دعم القدرات و خلق شبكات تواصل بين هاته المنظمات على المستوى المحلي و الجهوي.

منصة نحن نحكم المنجزة بالشراكة مع جمعيتي هي منصّة الكترونية تسعى للاجابة على العديد من الأهداف :

  1. ضمان وجود آلية حوار بين الجهات الفاعلة في المجتمع المدني بخصوص الحوكمة الرشيدة والديمقراطية والإصلاحات السياسية
  2. ضمان تقاسم المشاريع و الإطلاع عليها من قبل شركاء ‘نحن نحكم’ في البلدان الأربعة
  3. تأمين تقاسم الممارسات الجيدة و المعارف المكتسبة بين منظمات المجتمع المدني من خلال التفاعل المباشر و النفاذ للمصادر اللازمة في عملهم
  4. إشراك منظمات المجتمع المدني التونسي والبلدان الأخرى للمنطقة في أعمال مشتركة

الملف الشخصي للجمعية :

كل جمعية متواجدة في قاعدة بيانات نحن نحكم ، تتمتع ببطاقة تعريفية لها موجودة على هذا الرابط، وهي عبارة عن صفحة خاصة تعرض فيها عدة معلومات خاصة بها. الهدف منها هو تمكين الزائرين للمنصة للتعرف على الجمعيات وعلى مختلف انشطتها.  و تتمثل هذه المعلومات في :

  • أسم الرئيس؛ الهاتف الشخصي ، البريد الإلكتروني

نصائح عامة:

  • من المهم جدا أن تكون البطاقة التعريفية للجمعية كاملة و حاملة لجميع المعلومات المطلوبة لتعزيز وجودها في المنصة وذلك لتسهيل عملية التعريف بها لدى زوار الموقع .
  • من المستحسن تقديم تعريف في شكل فقرات متناسقة ومتكاملة تلخص مجالات تخصص الجمعية وأنشطتها السابقة، كما يمكن إضافة صور أو فيديوهات تعريفية للجمعية.
  • يرجى من المسؤولين عن تقديم المعلومات ، التثبت من صحة المعلومات وخاصة من وسائل الإتصال كالهاتف والبريد الإلكتروني

نصائح عامة:

  • من المهم جدا أن تكون البطاقة التعريفية للمشروع كاملة و حاملة لجميع المعلومات المطلوبة لتعزيز وجودها في المنصة وذلك لتسهيل عملية التعريف به لدى زوار الموقع.

هي عبارة عن قاعدة بيانات لجل أخبار المشاريع المسجلة في مشروع نحن نحكم ، وهي تهدف للترويج لما تقوم به الجمعيات من أنشطة و جهود في مجال الحوكمة. من المهم جدا أن تشاركنا جل الجمعيات المشاركة في المشروع بأخبارها وذلك عن طريق كتابة تقارير مصغرة تقدم فيها لمحة عن النشاط .يحتوي كل خبر على المعلومات التالية :

  • عنوان الخبر
  • محتوى الخبر
  • إسم الجمعية المعنية بالخبر
  • إسم المشروع المعني بالخبر

نصائح عامة:

  • عنوان الخبر: هو تلخيص وجيز جدا للخبر، يكون معبرا عن محتوى وفحوى الخبر
  • محتوى الخبر: من الأفضل أن يكون المحتوى في شكل فقرات متناسقة، يتم شرح التفاصيل بصفة موضوعية و واضحة. وهو يجيب عادة عن الأسئلة التالية : من ؟ ماذا ؟ متى ؟ أين ؟ و كيف ؟
  • يمكن للخبر أن يحتوي على عدة صور أو فيديوهات ، لكن يجب أن تكون هاته العناصر معبرة و متناسقة مع موضوع الخبر وذات جودة محترمة  .
  • يمكن إضافة رابط الخبر سواء على الموقع الرسمي للجمعية أو عن صفحتها في وسائل التواصل الإجتماعي

مكتبة نحن نحكم

تحتوي هذه المكتبة على عدة مراجع ، تقارير و دراسات نشرت من طرف جمعيات أو منظمات فاعلة في ميدان الحوكمة بصفة عامة . و قد اختارها لكم الفريق من بين مئات المراجع الموجودة حسب أهميتها و مواضيعها وخاصة لكونها تهتم بالشأن المحلي للبلدان التي يهتم بها مشروع نحن نحكم .يمكن لزائر هاته المكتبة قراءة الملف مبشارة أو تحميله.

قد تفتقر هته المكتبة لبعض المراجع من البلدان الأخرى التي يهتم بها المشروع وذلك لعدد من الأسباب التي تمنع الفريق من جمع المعلومات وخاصة التحقق من صحتها و فعاليتها . لذا نعتمد كثيرا على مشاركتكم لنا لكل ما قد يكون نافعا ومهما في هذا المجال.

يمكن للمشاركين في البرنامج أن يمدوا الفريق بأي نوع من الوثائق سواء كانت تقارير أو دراسات أو غيرها من الملفات التي تهتم بالحوكمة والتي قد تفيد مستعملي المنصة بطريقة أو بأخرى .

The New Model for Social Protection in Jordan

 

Jordan signed the International Convention on the Rights of Persons with Disabilities on 3/3/2007 and, after almost a year,on 31/3/2008 it was ratified, showing Jordan’s commitment to the implementation of all the provisions of this Convention. Moreover, having been published in the Jordanian Official Gazette, it is enforceable, binding and it has become an integral part of the Jordanian legislation.

In accordance with the provisions of this Convention, the Kingdom is obliged to harmonize its laws and legislation in accordance with the international standards set out in the Convention, although its legislation does not conflict with the provisions.

Article 33 of the Convention states that the signatory and ratifying States of this Convention shall be bound by the provisions of this Convention at the domestic national level.

The Kingdom took this real commitment to develop its laws in accordance with the terms of the Agreement, with international human rights standards and in line with the Convention on the Rights of Persons with Disabilities. This shall be realized through the implementation of the national strategy for the overall objectives of persons with disabilities, their integration in public life providing rewarding opportunities and non-discrimination on the base of disability or because of considering persons with blocking part of the nature of human diversity. It should be provided a reasonable accommodation within specific time frame, to enable them to access facilities, buildings and public places to receive services smoothly and control specific criteria for the exemption of Persons with disabilities from many obstacles to their integration into society. A new draft law, entitled “Law on the Rights of Persons with Disabilities”was issued for the year 2016, which was approved and ratified by the National Assembly. During the discussion of the bill, the name of the law was questioned. Is it the same name or the law of the rights of persons with special needs? The end resort to the first name, in line with international names and terms, and with the title of the international agreement.

One of the basic reasons for the development of this new legislation is to create a society in which people with special needs have a decent and sustainable life that will enable them to participate effectively, based on equity and equality, because of the lack of community awareness in dealing with people with disabilities and lack of skills and know-how, although the presence of institutions concerned and capable of dealing with the disabled.It was necessary to have a law obliging the members of the society to participate, work to accept and integrate, involve people with special needs in society and to deal with their disability on the principle that it does not prevent their participation in the building and development of the country. They are also an integral part of the process of construction and participation and they have the right to exercise their normal and normal life outside their homes and in all places and all facilities in a natural, easy and smooth manner. Everyone should blow their energies and do not tie them by teaching them, training them and rehabilitating them and providing them with facilities and care so that they can contribute to the construction process and not be burdensome in the society.

  • The law is keen to respect the rights of persons with disabilities and preserve their inherent dignity, freedom of choice, individual independence and non-discrimination on the base of disability and the provision of equal opportunities and equality between men and women with disabilities in the rights and duties, their integration into society and their participation in the formulation of policies, plans, programs and decisions of their own. Thus, sharing national plans and programs in the public budget, guarantee the rights of children by developing their abilities and skills, and reduce physical barriers and barriers to their integration into society (Article 4).

  • Emphasize the development and inclusion of policies in terms of the rights and acceptances of persons with disabilities as part of the nature of human diversity and provide all means to achieve the highest academic level and provide qualified cadres for this educational and educational purpose and suitable infrastructures.
  • To develop the foundations that admit persons with disabilities in institutions of higher education to ensure respect for their choices and desires and without any form of discrimination on the base of disability or because of it.
  • Obligation of universities to reduce university fees so as not to exceed the maximum of (10%) of fees imposed on students.
  • Compelling the Ministry of Health to provide a special care to people with special needs and exempting them from medical fees and issuing health insurance cards to them free of charge.
  • Under the new law, no person may be excluded from work or training on the base of disability or because of it, so that the disability itself does not constitute a barrier to the advancement, promotion and promotion of a job or job.
  • Compelling governmental and non-governmental entities, which have more than 25 employees and not more than 50, to employ a person with a disability, and if the number exceeds that, allocate 4% of their vacancies without prejudice to scientific qualification.
  • A person with a disability may not be placed in residential care homes without his personal consent unless he is not privileged and poses a danger to himself or to others.
  • Developing national strategies for loans and poverty alleviation for people with disabilities to help them reach small and productive projects.
  • Providing psychosocial and health support programs for people with disabilities, and programs to prevent violence and exploitation, ways and means of reporting any exploitation or violence, protecting and maintaining the confidentiality of their identity.
  • Failure to permit licenses for public and private buildings or any establishment providing services to the public unless they are compatible with the accessibility and use of people with special needs.
  • Compelling all means of public transport of all types and forms to be in the use of people with special needs and exempting these means from customs duties.
  • The law imposes punishment on whomever aggresses persons with disabilities. Moreover, it considers that the deprivation of work or education of persons with disabilities is a form of violence punishable because many families and under the burden of shyness hides the isolation of one member and isolates them from society. The new law considers that this act is a crime punishable by imprisonment and fine.
  • It is clear that this law is meant to put deterrent penalties for those who stand in the way of integration of people with special needs in society and also for those who do not comply with the rates prescribed for the work of people with special needs and decided by the law and protected the whistleblowers and informed them to protect them to encourage people to report without fear or shame because there are relatives, friends or neighbors who cannot report an attack on the freedom or the body of the disabled under the influence of the literary impediment or the relationship or friendship or neighborliness, maintaining the confidentiality of the identity. We have participated with the Amman Center for Human Rights Studies and the Arab World Network for Election Observation, funded by the Civil Volunteer Group (GVC) to support the adoption of this law and the Council of Representatives and its members have been mobilized to lobby for this law. Indeed, we succeeded in what we sought and the bill was passed in the House of Representatives after he obtained an absolute majority vote and was approved and now is in the final legislative stages of its issuance.

المقدمة:

تعتبر السياحة من أهم القطاعات في اقتصاد البلاد حيث تشكل نسبة لا بأس بها من الناتج المحلي الإجمالي وتصل عائداتها إلى مبالغ تكاد تصل إلى المليا ا رت.

تعتبر مدينة مادبا واحدة من أكثر المدن الأردنية المليئة بالآثار الرومانية القديمة، وتقع هذه المدينة الساحرة على بعد 30 كيلو متر جنوب غ رب العاصمة عمان ترتفع عن مستوى سطح البحر بحوالي ٧٧٠ م. مساحتها 939.7 كم 2 وعدد سكانها في عام ٢٠١٥ حوالي ١٨٩١٩٢ نسمة. يوجد بالمدينة أيضاً آثار ترجع إلى عصر الخلافة العثمانية . وعدة كنائس قديمة وقصور مزينة ومزخرفة بالأحجار الكريمة ويعرض متحف مأدبا الوطني تاريخ المدينة في كل العصور . وتعتبر مدينة مأدبا البوابة الرئيسية لجبل نيبو وللبحر الميت ومن السهل الوصول إليها باستخدام حافلات المواصلات بين المدن أو سيا ا رت ففي هذا العام ارتفع عدد السياح بنسبة وصلت إلى 52 % بالمقارنة مع العام الماضي، وفق احصائيات مديرية سياحة مأدبا. وحتى نهاية شهر اب وصل عدد السياح إلى 123 ألفا، عكس العام الماضي الذي وصل فيه عدد السياح إلى 81 ألفا. اما نسبة الزوار خلال شهر ايلول من العام الحالي فقد كانت 28,2 % لمدينة مأدبا و 45,5 % لجبل نبو و 1,5 % للمغطس .

على بعد 30 كلم من عمان وفي موا ا زة طريق الملوك الذي يزيد عمره عن 5000 سنة، تقع إحدى الأماكن الأبرز في الأرض المقدسة و التي تنطبع في ذاك رة ال ا زئرين، إنها مدينة مأدبا .

الاهداف:

  • معرفة واقع الحربة السياحية في محافظ مأدبا ودور الجهات المختاة في الإهتمام بالقطاع الوياحي فيها.
  •  إع ا بعض التوايات والحيول المقترحة من وجهة ظر بعض افراد المجتمع المحيي في مأدبا .

نبذة تاريخية:

محافظة مأدبا هي إحدف محافظات ااردن والتي لها م زلة مرموقة في تاريخ ااردن. تضم داخيها العديد من المعالم ااثرية وال بيعية، ويرجع تاريخها الى العار الحديدي ) 1200 – 1160 ) قبل الميلاد . اسسها المؤابيون في القرن الثالث عشر قبل الميلاد، حيث با ت جز ا من مميبتهم الممتدة شرق هر ااردن . توالى عييها العديد من الحضارات التي حبمت الم قة . سب ها قبائل غسان في القرن السادس الميلادي، وتوسعت في الفترة الروما ية، و ازدهرت في الفترة البيز ية والأموية، واشتهرت بفن الفسيفسا ، و ابحت من اهم المرابز الدي ية والتجارية في بلاد الشام .

اثارها تع ي ا فبرة عن حضارات الشعوب القديمة التي عاشت عيى ارضها، فتعطينا فكوة عن المواحل يالحقب التارجخي المختلف يأشكالها، يطبيعتها، يطبيع حياة الاجيال التي عاشت فيها جقما ما. يقع في محي ها البثير من المواقع ااثرية والأمابن المقدسة المتمثية بمواقع الحج المسيحي مثل المغ س، جبل يبو، مباور، ام الرااص، المخي ، اللاهون، ذيبان، وجيول. من ابرز معالم ااثار التاريخية فيها : خار ة الفسيفسا ، مسجد الحسين بن لال، ب يسة الرسل، ب يسة الشهدا ، دير اللاتين، مقامات وادي جديد . بااضافة الى المياه المعد ية العلاجية الحارة والتراث العمرا ي الذي يشبل حيقة وال بين الماضي والحاضر، ويساهم في تعريف ال اس في حضارة ااجداد وتاريخهم، مما يسهم في معرفة المواين لتاريخهم وحفظه من خلال ت اقيه بين ااجيال . فالبيوت ااثرية هي وجهة ليعديد من السياح لما تحميه من روعة في الب ا وسحر في التمازج مع المبا ي الحديثه . وايضا تضم مادبا عدة متاحف تحبي تاريخها، م ها متحف مادبا ااثري ومتحف الحباية التراثي في جبل يبو وم تزه مادبا ااثري .

تعرضت مادبا ليعديد من الزازل وبان اع فها الزلزال الذي لحق بها عام ٧٤٩ م والذي ادي الى دمارها. ثم اعيد إحيا ها من خلال القبائل العربية المسيحية القادمة من م قة البرك ابتدا ا من عام ١٨٨٠ م . تضم محافظة مادبا في مب و ها العديد من المعالم السياحية وااثرية والتي تقدر بابثر من 46 موقعا سياحيا واثريا م ها:

  • خار ة الفسيفسا والتي هي عبارة عن ب يسة فيها لوحة فسيفسائية عملاقة، بان يبيغ حجمها ١٦ × م ٦ م، وتظهر فيها مواقع القدس فيس ين وااردن وسوريا ولب ان ومار، ومعظم اليوحة دمر ولم يبقى سوف ثيث مساحتها ااايية.
  • دير اللاتين وتسمى ب يسة ومزار ق ع راس يوح ا المعمدان، وتعود ااولها إلى العار البيز ي، وتعد احد اهم واقدم ب ائس المدي ة، اعيد ب اؤها في عام 1883 .
  • ب يسة العذرا والتي تعد احدف اهم واقدم ب ائس المدي ة، ب يت في القرن السادس الميلادي فوق ا لال معبد روما ي، واعيد ابتشافها في عام ١٨٨٧ ، وارضيتها مزخرفة بالفسيفسا
  •  مسجد الحسين بن لال والذي هو احد اببر مساجد المميبة، تم ب اؤه في الم قة التي ايى فيها الخييفة عمر بن الخ اب ع دما مر بمادبا في ريقه لفتح القدس، اختفى المسجد في عام ١٩٢٩ ، وتم ب اؤه عيى الشبل الحالي في عام ٢٠٠٧
  • ب يسة الرسل وهي ب يسة بيز ية تقع ع د المدخل الج وبي لمدي ة مادبا، اسست س ة ٥٧٨ م، وابتشفت عام ١٩٠٢، وتزين ارضيتها لوحات من الفسيفسا .
  • متحف مادبا ااثري وهوعبارة عن مجموعة بيوت متلااقه شبيت المتحف، ارضيته من الفسيفسا ويحتوي عيى العديد من الق ع ااثرية الفسيفسائية، وعيى ااوا ي الفخارية والبرو زية ااسلامية، والملابس التقييدية والمجوهرات القديمه.
  • مت زه اثار مادبا وهو ا لال لمجموعة من الب ائس ااثرية مثل ب يسة العذرا ، وب يسة الشهدا ، والقار المحترق، وقاعة هيبوليتس، ا شي عام ١٩٩١ م.
  • الحديقة ااثرية ويعود تاريخها ليقرن السادس الميلادي وتحتوي عيى ب يسة العذرا ، قاعة هيبوليتوس، ب يسة ال بي ايييا، وقبو القديس اليا وس وجز من الشارع الروما ي الذي يعود الى هايات القرن الثالث الميلادي.
  • القار المحترق ويحتوي الموقع عيى ارضيات فسيفسائية تمثل الحياة اليومية واورة الهة ال ار ) تايبي( وجز من الشارع الروما ي المتال بالحديقة ااثرية ، وعيى ب يسة الشهدا .
  • موقع مباور ويبعد – ٣٢ بم ج وب غرب مدي ة مادبا ومن اهم اثاره قيعة الميك هيردوس الببير التي تعود الى فترة القرن ااول قبل الميلاد والقرن ااول الميلادي حيث ارتب شهرة المبان بقاة سيد ا يوح ا المعمدان مع الميكهيردوس ا تيباس الذي ق ع راسه وقدمه عيى بق هدية ليراقاة سالومي.
  • تل مادبا ااثري والذي حوله يوجد ب يسة القديس يوح ا المعمدان اللاتي ية والسرايا العثما ية المتأخرة. جبل يبو يعد من اهم المعالم السياحية والدي ية في محافظة مادبا، ظرا احتوائه العديد من اامابن ااثرية والدي ية ولوجود مقام ال بي موسى، بااضافة الى اعتماده احد مواقع الحج المسيحي.
  • حمامات ماعين وهي عبارة عن م تجع سياحي مياهها المعد ية شافية لبعض اامراض، وحرارتها ال بيعية وخوااها العلاجية جذبت اليها العديد من السياح، ويمبن ااستمتاع بمياه الشلاات او استخدام ال ين الماخوذ من البحر الميت ليعلاج، او التوجه إلى إحدف المرافق المخااة ليتدليك العلاجي.
  • برتا تبعد الى الغرب من مربز لوا ذيبان حوالي – ٣٠ بم، وتمتاز بجمال بيعتها الخلابة و بشلال وله حوالي 60م، ويتم الواول اليها سيرا عيى ااقدام.
  • بابور حين القاار يتم تاهييه وت ويره من خلال مديرية السياحة في مادبا وذلك ليمحافظة عيى ال ابع التراثي القديم ليمب ى وايجاد م تج سياحي جديد، وا شا متحف متخاص يتحدث عن القمح و رق ا تاج الخبز البابور.
  • ي يق عيى مادبا يضاً اسم مدي ة الفسيفسا ، تشتهر مأدبا بالفسيفسا البيز ية والأموية، وتضم خار ة فسيفسا تعود إلى القرن السادس تشمل القدس والأراضي المقدسة .

تزخر الخار ة ببم هائل من الأحجار المحيية ذات الألوان المشرقة، وتعرض رسوماً ليتلال، والأودية، والقرف،والمدن التي تال إلى دلتا ال يل .

تغ ي خار ة الفسيفسا في مأدبا رض ب يسة القديس جورج ليروم الأرثوذبس البائ ة شمال غرب وس المدي ة، وقد بُ يت الب يسة عام 1896 م عيى قاض ب يسة بيز ية قديمة جداً من القرن السادس، ويبيغ ول اليوحة التي تتضمن خار ة الفسيفسا حوالي 15.6 متر مربع وعرضها 6.94 متر مربعاً، غير ه لم يبق محفوظاً عيى مر الزمن سوف ما يقارب ربعها ، وتظهر ق ع ف ية خرف وُجدت في ب يسة العذرا وب يسة الرسل وفي مت زه مأدبا الأثري رسماً لبمية ببيرة من الأزهار وال باتات الشابة، وال يور، والأسماك، والحيوا ات، بالإضافة إلى مشاهد من عيم الأسا ير والم اردات اليومية لايد ال يور والأسماك، والعمل بالزراعة، بذلك ت تشر مئات من الفسيفسا الأخرف من القرن الخامس حتى القرن السابع في ب ائس مأدبا وبيوتها ويجمع متحف مأدبا وم تزه مأدبا الأثري بقايا ب ائس بيز ية متعددة بما في ذلك الفسيفسا الرائعة التي عثر عييها في ب يسة العذرا وفي قاعة هيبوليتوس، وهي جز من دار فخمة تعود إلى القرن السادس .

اهم الاماكن السياحية في مادبا:

  • جبل يبو: وهو يع يك ية با ورامية رائعة يمبن استبشاف الفسيفسا الرائعة في بعض الب ائس الأثرية الموجودة في مادبا.
  •  حمام قايب او شلال برتا في ذيبان حيث ستجد عيون من المياه الحارّة والباردة
  •  المعاار الحجرية القديمة.
  •  السوق القديم
  •  الأ ااب الحجرية الدولم ز “حجر الشواهد” في وادي جديد
  •  ريق الميوك
  •  م الرااص : وهي مدي ة اثرية تستحق الزيارة حيث يوجد فيها برج ال اسك
  •  المتحف الأثري
  •  سد الموجب ، سد الوالة ، الشارع السياحي

ويوجد عدة مقامات للصحابة والأنبياء مثل:

  •  مقام ال بي يحيى في جبل مباور
  •  مقام الاحابي الجييل بي ذر الغفاري
  • مقام ال بي موسى عييه السلام في جبل يبو
  •  قيعة الزعفران
  •  محمية الموجب
  • مدرسة الفسيفسا في مأدبا بالقرب من ب يسة العذرا تقع مدرسة مأدبا ليفسيفسا التي تقوم بمهامها التعييمية برعاية وزارة السياحة. تدرب المدرسة حرفيين عيى فن ا اعة، وإالاح وترميم الفسيفسا ، وهي المشروع الوحيد منوعه في الشرق الأوس .
  • مكاور : عيى بعد مسافة ا تتجاوز الساعة من مأدبا عيى ول خ ريق الميوبي الغ ي بالم اظر الخلابة، تقع عيى التل قيعة مباور المعروفة يضاً بقيعة هيرودوس العظيم. بعد موت هيرودوس، ورث اب ه هيرودوس تيباس القيعة، وفي هذا المبان بالذات مر بق ع ر س يوح ا المعمدان بعد الرقاة التي دتها سالومي .
  • جبل نيبو : في الم قة عي ها يوجد جبل يبو وهو موقع مقدس ليمسيحيين والمبان الذي دفن فيه ال بي موسى عييه السلام. شيد
    المسيحيون الأوائل ه اك ب يسة اغيرة مربعة، فتحولت فيما بعد إلى ارح واسع. وفي ث ا زيارته إلى الأردن عام 2001، قام البابا يوح ا بولس الثا ي ايوات في الموقع شارك فيها حوالي 20 لف مؤمن . قف عيى الم اة المواجهة ليب يسة وتتمتع بالم ظر المدهش. إ ه يشرف عيى وادي الأردن والبحر الميت وي ل عيى قمم تلال القدس وبيت لحم: مشهد يخ ف الأ فاس .
  • حمامات ماعين : تقع حمامات ماعين ج وب مأدبا وهي مشهورة بمياه بعها المعد ية الدافئة التي تستق ب ال اس وتحثهم عيى المجي إلى هذا الموقع وغمر فسهم بالمياه العلاجية الدافئة. ه ا، تجد م تجع و ف دق خمس جوم يوفر لك حواضاً ساخ ة داخيية وخارجية، وحوض سباحة، وتسهيلات للاستجمام والراحة .

المادة 3 من قا ون السياحة:

تهدف الوزارة بالتعاون مع الق اع الخاص وبالت سيق مع الجهات الرسمية المختاة ذات العلاقة إلى تشجيع السياحة وت ويرها وت مية الموارد السياحية واستثمارها لزيادة مساهمتها في دعم ااقتااد الو ي و شر التفاهم بين الشعوب وتحقيقا لذلك تتولى المهام والالاحيات التالية :

  • المحافظة عيى المواقع السياحية ، وت وير هذه المواقع واستثمارها باورة مباشرة وغير مباشرة ، بما في ذلك ت ظيمها وإدارتها والإشراف عيى ت فيذ الب ى التحتية والإ شا ات الأساسية فيها .
  • ترخيص المهن السياحية وتا يفها وفقاً لأحبام هذا القا ون والأ ظمة الاادرة بموجبه، والإشراف عييها بقادت ظيمها وت ويرها لرفع مستوف الخدمات التي تقدم ليسياح.
  • تسهيل المعاملات المتعيقة بالسياح بالتعاون مع الجهات المختاة والم ظمات السياحية داخل المميبة وخارجها وتوفير وسائل الراحة والرعاية لهم.
  • وضع برامج شامية متبامية ليدعاية السياحية وت فيذها والإشراف عييها وتسويق السياحة وترويجها إلى المميبة بالتعاون مع الجهات المع ية.
  • عقد ااتفاقيات السياحية مع الم ظمات والهيئات السياحية الإقييمية والدولية بموافقة مجيس الوزرا .
  • ت ظيم ااستثمار ورعايته وتشجيعه في ق اع السياحة وفقا ليسياسة العامة التي يضعها المجيس .
  • تشجيع السياحة الداخيية وااستثمار السياحي وت ظيمه ورعايته وت ظيم برامج سياحية لهذه الغاية بهدف تعريف الموا ين بمعالم المميبة.
  • العمل عيى توفير القوف البشرية والإمبا ات الف ية اللازمة ليمهن السياحية لرفع مستوف الأدا والبفاية في عمال هذه المهن بالتعاون مع المؤسسات والم ظمات والهيئات المحيية والدولية المختاة.
  • إعداد الدراسات والأبحاث الخااة لت وير المهن السياحية وت ميتها.
  • القيام بأية عمال خرف تتعيق بالسياحة يقررها المجيس.

المادة 4

ليوزارة إ شا بييات ومعاهد لتدريس العيوم المتعيقة بالسياحة وذلك وفقاً لأحبام ومت يبات قا ون التعييم العالي المعمول به وت ظيم الأمور الإدارية والمالية وسائر الشؤون المتعيقة بهذه البييات والمعاهد بموجب ظمة تادر بمقتضى حبام هذا القا ون والقوا ين الأخرف المعمول بها.

لغايات ت بيق حبام هذا القا ون يعتبر حامل الترخيص بممارسة و تميك ية مه ة سياحية مخالفاً التزاماته الم اوص عييها في هذا القا ون وواجباته المه ية في ي من الحاات التالية وذلك سوا با ت تيك االتزامات والواجبات والخدمات متعاقداً عييها و با ت من الأمور المتعارف عييها :

  • إذا تخيف عن القيام بواجباته و دا خدماته اتجاه عملائه و احاب المهن السياحية الآخرين و اخل بها و قار في دائها.
  • إذا دخل في م افسة غير مشروعة مع الغير و مضرة بااقتااد الو ي.
  • إذا ارتبب عملاً ماسا بمايحة و سمعة السياحة الو ية و المهن السياحية بما في ذلك ممارسة المه ة باورة تت افى مع الأخلاق والآداب العامة وال ظام العام والعرف السياحي وائحة الآداب والسيوك الخاص ببل م ها .

المادة 14

ت شا في المميبة هيئة تسمى )هيئة ت شي السياحة( تتمتع بالشخاية ااعتبارية ذات ااستقلال الإداري والمالي، وتهدف إلى ت شي السياحة وتسويقها والترويج لها، داخل المميبة وخارجها، وتحدد مهامها بموجب ظام يادر لهذه الغاية بمقتضى حبام هذا القا ون وت بق عيى تشبيلاتها وعيى سائر الأمور المتعيقة بها الأحبام التالية:

  • تتألف العضوية في الهيئة من الوزارة ومن المؤسسات الرسمية العامة المع ية بالسياحة ومن الجمعيات والهيئات السياحية و احاب المهن السياحية المرخاة التي يحددها ال ظام الذي يادر لهذه الغاية بما في ذلك بيفية تحديد سبة بل م ها في الهيئة.
  • تحدد بموجب ال ظام الأحبام والإجرا ات الخااة باجتماعات الهيئة العامة وبيفية عقدها واتخاذ القرارات فيها ومساهمات الأعضا من الق اعين العام والخاص في مواز تها ورسوم اا تساب إليها ورسوم ااشترابات الس وية فيها.
  • يبون ليهيئة مجيس إدارة يحدد ال ظام الأحبام والإجرا ات الخااة ببيفية تشبييه وبيفية ا تخاب الأعضا فيه والالاحيات والمهام الموبولة إليه وبيفية عقد اجتماعاته واتخاذ القرارات فيه، وسائر الأمور الإدارية والمالية المتعيقة به.

المادة 15

  • يعاقب بالحبس مدة ا تقل عن ستة شهر وا تزيد عيى س ة و بغرامة ا تقل عن ثلاثة اف دي ار وا تزيد عيى عشرة اف دي ار و ببي ا هاتين العقوبتين بل من:
    • امتيك و مارس مه ة سياحية قبل الحاول عيى ترخيص بذلك وفقاً لأحبام هذا القا ون.
    • مارس ي مه ة سياحية و دارها باورة ت وي عيى م افسة غير مشروعة و مضرة بسمعة السياحة الو ية وليا اعات والمهن السياحية و ااقتااد الو ي.
    • إذا دين ي شخص بارتباب ي من الجرائم الم اوص عييها في الب د ) 2( من الفقرة ) ( من هذه المادةفييمحبمة ن تقرر إغلاق المحل و المبتب الذي تمارس فيه تيك المه ة.

القضية الرئيسية

أ تعريف وتحديد المشكلة:

في عام 2016 حايت مأدبا عيى لقب المدي ة العالمية ليحرف اليدوية وجا ذلك تيجة الإرث التاريخي الذي تحتض ه المدي ة عيى مر العاور و بد خبرا سياحيون ن حاول المدي ة عيى هذا اليقب سيضعها تحت ظار العالم لما تحتويه من لوحات فسيفسائية جميية جد اً. واعتبر المسؤولين في المدي ة ن هذا الفوز هو جهد اً و ي اً ليترويج وتحفيز الق اع السياحي في الأردن بأحد الموارد ااقتاادية في الدولة. ه اك مشابل تواجه السياحة في المحافظة بو ها ا اعة متبامية تتمثل من دخول اي زائر او سائح ليمحافظة الى لحظة خروجه ويتم التعامل مع بل زوار مأدبا سوا جا ب و عرب و رد يين عل ا هم سياح.

حيث ا عا ي من قاور الفهم في آليات التعامل مع السائح لمأدبا وبيف تقدم هذه المدي ة بالقالب السياحي الذي تستحقه من خلال ضرورة وجود مربز زوار متبامل يقدم الخدمات الترويجية والتعريفية ويشبل ق ة ا لاق لبل الزوار، ومن المآخذ عيى السياحة ا ه ا توجد سياحة لييية في مادبا حيث ا يست يع السائح التحرك داخل مادبا للاستمتاع بسبب عدم وجود بر فاات شعبية وتراثية مثل الرقاات والأهازيج التي تمثل تراث مادبا الشعبي والتي تمثل موح السائح وبيف عرض تراث ا الشعبي الغ ي والذي يستحق م ا ااهتمام والتقدير والذي يشبل هويت ا بأهالي مأدبا.

بالإضافة لعدم توفر ماداقية بين السائح ومقدمي الخدمات في مأدبا مثل البوفي شوب والم اعم ومحلات التحف الشرقية حيث يتم استغلال السائح ب ريقة غير ملائمة من خلال رفع الأسعار ب ريقة غير معقولة. بما ويجب العمل عيى إ الة إقامة السائح في مأدبا من اجل ااستفادة م ه في المآبل والمشرب شر ن تبون الأسعار م اسبة. وضعف التعاون بين الجهات المع ية مع هيئة ت شي السياحة اتخاذ بافة الإجرا ات و التدابير اللازمة، فيجب إعادة ال ظر في بعض القوا ين و الضرائب المفروضة عيى ااستثمارات السياحية و معاميتها بغيرها من الق اعات الا اعية التاديرية و م حها بعض الإعفا ات في سبيل ا عاش هذا الق اع العتيد، وإيجاد تعاون ما بين الق اعات السياحية لخيق م ظومة برامج تراعي الم افسة الإقييمية.

وا بد ن الأوضاع السياسية التي تعاف في الم قة ثرت بشبل ببير عيى هذا الق اع و دت إلى تراجع عداد السياح. ومبالغة وسائل الأعلام وعدم تحريها الحقيقة، مما دف لخيق اورة مخيفة ومرعبة ليم قة عموما حيث دف إلى دفع بعض الدول و سفارتها في الم قة بتحذير رعاياها من زيارة الم قة ببل. وفيما ييي بعض المشابل والأخ ا التي تقع فيها الم شا ات السياحية:

  • عدم القدرة عيى تحمل المتدرب خلال فترة التدريب واستيعاب فبرة با ه متدرب يخوض العمل لأول مره وبحاجه إلى وقت لتعديل بعض الأفبار والتارفات المه ية الغير احيحة.
  • استغلال المتدرب خلال فترة الحاجة له فق ثم العمل عيى ارف المتدرب من خلال الضغ عييه بشبل اببر من قدرته عيى التحمل.
  • عدم وجود شرو و عقوبات تترتب عيى الق اع الخاص في حال عدم الرغبة في استبمال تدريب ي متدرب. واع البرامج التدريبية في معهد مأدبا:
  • مهارات ف ادق والضيافة / شهرين تدريب في بل قسم إ تاج عام خدمة ال عام والشراب التدريب الف دقي. ثم بعد ذلك ( 6) شهور تدريب في احد الف ادق .
  • اهي عمة غربي / مضيف م عم بواقع ) 6 ( شهور تدريب داخل المعهد و) 4 ( شهور في حد الف ادق
  • باتب استقبال ) 6 ( شهور تدريب في المعهد و ) 4 ( شهور في احد الف ادق . قية الوعي والثقافة المه ية ع د خريجي المدارس بشبل عام مما يشبل اعوبة في القدرة عيى توجيههم وإرشادهم مه ي اً.

بعض المشبلات التي تواجه المتدرب خلال فترة تواجد المتدرب في المعهد هي قية توفر الوقت اللازم لتأهيل المتدرب حيث ن فترة شهرين ليمستوف الأول غير بافي، لذلك يجب ن يتم التربيز بشبل ببير عيى التدريبالميدا ي وإلزام الق اع الخاص بوضع خ وضح و بثر دقة لإ تاج عامل ف دقي مه ي ومتخاص وبفا ة عالية .
الحوافز التي يقدمها المعهد ليم دوب خلال فترة التدريب:

1 . مبافاة تدريب ) 85 ( دي ار مقسمة عيى شبل ) 60 ( مبافاة مالية / ) 25 ( بدل مواالات
2 . ملابس مه ية متخااة في مجال التدريب
3 . بتب تعييمية متخااة في مجال التدريب.
4 . تجهيزات ف دقية متخااة في جميع الأقسام
5 . مواد ولية لتسهل عميية التدريب.
6 . شهادة معتمدة من قبل وزارة العمل .

ومن المشاكل : ضعف الحربة السياحية في بازارات المحافظة وارتفاع تبيفة الم تج وارتفاع الضرائب والتي بالتالي تؤثر عيى سعر الم تج ، ضعف دور وزارة السياحة وااثار في عميية التسويق والترويج السياحي بشبل يجذب السائح ويشجعه لشرا الم تجات، تراجع الحربة السياحية والشرائية في مادبا تيجة ااوضاع السياسية ليدول المجاورة، وايضا من المشابل التي تؤثر عيى اامابن ااثرية والتراثية في المحافظة الزحف العمرا ي عيى الم ا ق ااثريه، ا يوجد ترويج ليمواقع ااثرية المؤهية، وا يوجد قا جذب تجذب السائح مثل الم اعم، وايضا يوجد استغلال ليسائح مادبا، تفتقر المواقع ااثرية ليخدمات ااساسية وتواجه اهمال، وا يوجد ارشادات ولوائح ارشادية من وزارة السياحة مفاية عن اامابن ااثرية، ااحاب المبادرات ااجتماعية والذين يعميون عيى ت فيذ مبادرات تهتم بالسياحة ا يتم تحفيزهم ودعمهم، يوجد معوقات ليمستثمرين من اهالي المحافظة ، ضعف الموارد المالية وعدم استبمال المشاريع وغياب تام من قبل وزارة السياحة وااثار عن اامابن السياحية وااثرية، الدليل السياحي له سي رة واضحه عيى السائح ااج بي ، واجباره عيى التسوق في مبان معين وتوجيههم حسب ماالحهم الشخاية، من معوقات السياحة غياب الشرابة ، وغياب التمويل، والميبيات الفردية ، وغياب الوعي ، وضعف ااشراف ااداري ، وااعتدا عيى اامابن ااثرية، تقاير وزارة السياحة وااثار والبيدية في تعبيد الشوارع المؤدية الى بعض المواقع ااثرية، قية عدد السياح الذين يزورون بعض المواقع ااثرية لقية الخدمات الخااة بالسياح من حمامات وم اعم واستراحات، ا يوجد لوحات ارشادية لزوار بعض المواقع ااثرية وهذا تقاير من وزارة السياحة وااثار وبذلك بعض المواقع ااثرية غير مشمول باامابن السياحية وااثرية التي يزورها السائح ع د قدومه لمحافظة مادبا .

المعلومات المتاحة عن المشكلة:

يمبن تقسيم المشابل التي لها تاثير مباشر في تفاقم مشبية ضعف الحربة السياحية في محافظة مادبا بااتي:

  1. قص التمويل: يضعف دور الجهات المختاة ليقيام بمهامها المتمثية في الترويج يالتسويق السياحي بشبل يجذب السائح المحيي وااج بي، توفير الخدمات ااساسية ليمواقع ااثرية بالحراسة والتسييج وتعبيد ال رق المؤدية للامابن ااثرية والتراثية، بااضافة لتوفيرالخدمات الخااة بالسياح من م اعم واستراحات.
  2. ضعف القوا ين الرادعة ليعبث باامابن ااثرية والتراثية: والذي يدفع افراد المجتمع المحيي استمرارية العبث باارث التراثي ذو القيمة المادية والتاريخية والو ية.
  3. ضعف التوعية السياحية: والتي يمبن القيام بها من خلال المحاضرات والدورات وورش العمل ووسائل تثقيفية اخرف من قبل الجهات المختاة الرسمية والمجتمعية افراد المجتمع المحيي ، اومن خلال الم هاج الدراسي والذي يجب ان يتضمن اهميه ااثار والتراث، وضرورة التربيز عيى اهمية المحافظة عيى المواقع السياحية في الم اهج المدرسية والجامعية.
  4. الوعي المجتمعي: والذي له الدور الببير في دفع بعض افراد المجتمع المحيي ليحفر في اامابن ااثرية وسرقة ب وزها ودفائ ها اث ا غياب الجهات المسؤولة عن حمايتها، وبيعها بسهولة وباسعار زهيدة.
    .5 تقايرااعلام في موضوع توعية الموا ين باهمية ااثار وباهمية المحافظة عيى المواقع السياحية في المحافظة.
