Title: Operations Officer

Base: Tunis, Tunisia

Description: The Institute for War & Peace Reporting (IWPR) is seeking a Tunis-based Operations Officer for 6 months. The position is renewable pending funding. The position will support all projects and the day to day office work. 

Reporting to: Finance Manager 

Type of Contract: Employee


  • Coordinates with the auditors and tax consultant to ensure taxes are prepared and paid on a monthly basis
  • Ensures the maintenance of accounting database per Tunisia accounting requirements
  • Prepares payment request documents packages for check and wire payments and submits to Finance Manager for review with further submission to the Country Director for approval
  • In charge of the daily data entry to the FOMERS for submission to the Finance Director on the last day of the month. 
  • Maintenance of the filing of the hard and soft copies of the monthly expenses reports (FOMERS)
  • Supports on internal and external audits
  • Procures goods and services in accordance with policy and standards of the association, its funders and host governments.
  • Analyzes procurement requirements and selects the most appropriate methods based on interpretation and assessment of established policies, practices and experience.
  • Plans, organizes, and leads the bid solicitation process including drafting and issuing RFQ, RFP, developing bid evaluation criteria and guiding staff on all processes involved.
  • Chairs bid evaluation committees ensuring the integrity of the competitive process
  • Facilitates bidder debriefings and exercises appropriate judgment and tact while ensuring to protect confidential information.
  • Assists in preparation of contractual agreements ensuring appropriate terms and conditions are included to protect the company’s interests.
  • Monitors and reviews progress of contractual agreements; reviews invoices for payment resolving any problems that arise and performs post contract evaluations.
  • Creates and maintains procurement records including electronic records in the Google Docs system and other systems, ensuring accuracy and integrity of data.
  • Assists with required written authorizations and prepares/issues instructions and imports/exports documentation to suppliers, freight forwarders, and/or carriers, to ensure timely and safe arrival of goods and compliance with domestic and international shipping regulations, customs regulations.
  • Provides administrative or programmatic support when needed.
  • Performs other tasks as required. 

Critères d'éligibilité

  • A BA or equivalent is business management and administration, finance, accountancy or equivalent.
  • Equivalent combination of education and experience, Bachelor’s degree in relevant field preferred.
  • In depth knowledge of US, UK and EU procurement, finance and compliance practices rules and regulations.
  • A minimum of two years’ experience in accounts or operations (procurement, accounts, compliance).
  • Ability to work effectively to meet goals in a deadline-driven environment.
  • Proven ability to manage operations, logistics, forwarding and clearing.
  • Proficient in Excel and Word and using internet search engines.
  • Experience working with vendors and contractors.
  • Strong analytical skills and ability to perform job specific calculations.
  • Strong understanding of resource allocation.
  • Excellent interpersonal and problem-solving skills.
  • Proactive and highly organized working style.
  • Ability to work effectively in a diverse team or independently.
  • Accuracy, attention to detail.
  • Excellent written and spoken English and Arabic communication skills.
  • Strong and proven understanding of the Tunisian accounting systems and regulations.
  • Diligent and proactive.
  • LANGUAGE: English, French and Arabic
  • TRAVEL: Minimal
