Context:
Under overall guidance of the chief of mission, and the direct supervision of the Senior operations officer, the incumbent will provide specialized assistance in the implementation and monitoring of all construction projects in Libya. Activities will include providing technical advice and assessment, coordination, responding to the needs of the program, both large scale and high visibility and small scale infrastructure projects throughout the assigned geographical area.
Core Functions / Responsibilities:
- Provide technical support for the implementation of engineering components related to the Community Stabilization Portfolio’s construction projects implemented in the provinces, including the monitoring of 3er party field engineers work and dealing with selected contractors.
- Participate in the preparation and evaluation of technical design, architectural and structural drawing works, bills of quantities (BOQ) and material specifications lists in coordination with the field engineers and identify basic and/or special project needs.
- Provide pricing to BOQs and other technical documentation relating to infrastructure programming.
- Advise the Procurement and Logistics unit and field engineers on activities related to the BOQs and tendering construction projects.
- Suggest appropriate mechanisms to adapt structures and to tender bids to contractors or local labour.
- In coordination with Contracting Officer, participate in bid opening ceremonies in the provinces and advise the tender committee and Community Stabilization team in the field.
- In coordination with the Procurement and Logistics Department, negotiate contracts with contractors.
- In collaboration with field engineers, track and assess technical progress of infrastructure projects vis-à-vis work plan and schedule.
- Provide regular weekly report regarding the status of projects, both technically and financially.
- In collaboration with field engineers, be able to identify early warning signals for potential work adjustments and/or contract variations.
- Assist field teams in liaising with provincial government and community leaders in identifying and prioritizing community needs from technical / engineering perspective.
- In collaboration with field teams, maintain working relationships with provincial / district engineering authorities and draw up, when required, Memorandum of Understanding with relevant government bodies and other potential partners.
- Conduct market survey of construction materials at provincial level and gather information on market conditions.
- Advise program management on ways to proactively manage impact on the project of potential fluctuations in the supply chain arising from different market uncertainties.
- Evaluate and suggest improvement to program planning, programming, implementation and monitoring in connection with the field of expertise.
- Perform such other duties as may be assigned.
