The Arab Institute for Human Rights (AIHR) is an independent Arab non-governmental organization based in Tunisia having regional liaison offices in Lebanon, Egypt and Morocco and Tunisia offices in Medenine and Bizerte. It was founded in 1989 at the initiative of the Arab Organization for Human Rights, the Arab Lawyers Union, and the Tunisian League for Human Rights and with the support of the United Nations Centre for Human Rights. The AIHR received the UNESCO International Award for Human Rights Education for the year 1992. The AIHR’s Board of Directors is currently composed of the three founding NGOs mentioned above in addition to the UNHCHR, the UNESCO, the UNICEF, the UNDP, the UNHCR and the UNFPA.

The Institute aims to promote a culture of human rights in the Arab region, as enshrined in the Universal Declaration of Human Rights and international conventions, through developing human rights education methodologies and tools, organizing capacity building programs, and participating in the institutions and public policies reforms by using the human rights based approach.

AIHR is looking for a Project Manager “Rule of Law and Death Penalty in times of war on terrorism”

Full time, starting on 1st of March 2017, duration of the position: 21 Months

Based in Tunis

Objective of the position

In close co-operation with the AIHR management and team, you will be in charge of supervising the AIHR project entitled “Containing the death penalty in times of war on terrorism”

You will lead the implementation of the project in Tunisia in tight coordination with the partners organizations in the project based in Italy, Egypt and Somalia as well as ensure close cooperation and coordination with relevant staff, researchers, consultants, actors and beneficiaries during all the project preparation, implementation and follow up steps.

 
Project coordination and implementation : 

Main tasks

The project manager will:

  • Since the first month, be in charge of the implementation of the specific activities of the project for AIHR in Tunisia, according to the distribution of roles and responsibilities between the four partners in the project.
  • Insure the supervision and coordination of tasks between the AIHR staff dedicated to the project.
  • Be part of the Project’s Steering Committee.
  • Organize or participate regularly on the virtual or on-site meetings with the partners, the staff dedicated to the project and with the stakeholders.
  • Be the prominent figure of AIHR within this project having the necessary experience on managing and strategizing projects as well as mobilizing key stakeholders and the human resources qualified for the diverse needs of the this specific project area.

The project manager will: MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING (MEAL):

  • Support in designing and implementing MEAL framework of the project with AIHR partners according to AIHR’s standards and donors requirements.

REPORTING:

The project manager will:

  • report regularly on the project progress and insure that the narrative reporting meets the contractual requirements with the donor.
  • work closely with the financial program officer to ensure that the project financial reporting and management are met in line with donor requirements and AIHR’ policies and procedures. You will also ensure that sound relationships with the donor and project partners at operational level are maintained and developed.
  • You will supervise proper registration and sharing of the project information and results internally (AIHR) and externally.

Critères d'éligibilité

  • Have completed an academic degree in a discipline relevant to the specific areas of the project: Law, human rights law.
  • Have demonstrated a relevant working experience in similar positions in the field in the Middle East and Maghreb region, ideally in Tunisia, and an affinity with international human rights Law and death penalty areas.
  • Have strong experience and knowledge of project cycle management (incl. ensuring budget oversight with support of finance staff).
  • Have excellent oral and writing skills in English, French, and Arabic.
  • Have excellent analytical and social skills and are a team player.
  • Have specific expertise and direct experience working with governmental and/or non-governmental institutions on similar issues.
  • Be familiar with integrating gender issues and using the rights-based approach in programming.
  • Have the ability and readiness to travel throughout Tunisia and in other Arab or European countries when required.
