Position: Financial/Liaison Officer
Duty Station: Tunis
Preferable commence date: 1st July 2018
Duration of the contract: 6 months renewable
In the frame of its operation in Tunisia and Libya Cesvi ONLUS is looking for a Financial/Liaison Officer to be assigned to the Tunis Country Office.
Main tasks and responsibilities:
- Administrative tasks:
- Weekly reconcile cash and bank accounts.
- Manage and update Cesvi accounting system on daily basis.
- Manage the petty cash,
- Prepares supply, work, services and HR contracts in compliance with Tunisian law and Cesvi policies and procedures
- Prepare invitation to bid, request for quotation, purchase requests, purchase orders, payment requests to ensure compliance with Cesvi and donor procurement guidelines and project budgets.
- Make sure that all supporting documentation is prepared and filed according to Cesvi guidelines and Donors procedures.
- Preparing, checking and filing of the related financial and administrative project documents: invoices, payment vouchers, bank documents, providers’ and staff contracts etc.
- Assist the Country Administrator in responding to audit inquiries and requests for financial information.
- Ensure monthly payments to service providers, staff payroll and partner.
- Management of VAT and taxes related issues
- Ensure compliance of Cesvi operation with Tunisian Law
- Prepares the bank transfer orders
- Liaison with the public administration
- Follow up the registration process with the lawer appoined by Cesvi in coordination with the Country Administrator and the Head of Mission
- Follow up the visas and residence permits for expatriate staff
- Follow up the relations with the relevant ministries and local authorities
- Support the Head of Mission and Head of Programme in the identification of key stakeholders for development of the mission in Tunisia.
- Represent Cesvi with local authorities, donors, partners and stakeholder when required.
- Education
- University degree in economics, political science, finance, public administration, or other related field. 5 years additional working experience in lieu of university degree will be considered.
