(3)Long-term national consultants for the National Authority for Access to Information (INAI) – Council of Europe Retour vers les opportunités

In the framework of the joint project “Support for Independent Bodies in Tunisia (PAII-T)”, co-financed by the European Union and the Council of Europe and implemented by the latter, the Council of Europe accompanies and supports the setting up of the independent bodies in Tunisia provided for in the 2014 Constitution, as well as other independent non-constitutional bodies. One component of the project includes technical support to the INAI team. In this context, the Council of Europe calls on consultants – experts specialising in the fields mentioned below – whose task will be to strengthen the INAI team and increase its operationalisation:

• A trainer-expert specialized in the field of access to information in charge of drawing up INAI’s internal and external training plan (including managers and employees of public bodies subject to Law 22/2016 of 24 March 2016 on the right of access to information);
• An expert specialized in scientific production in charge of the elaboration of research and documents related to access to information and the dissemination of knowledge and know-how to target audiences;
• A community manager who is an expert in online and offline communication responsible for developing and promoting the Authority’s communication tools relating to the various programmes and INAI’s visibility among the various stakeholders.
