Job Summary


Ma3an is a seven-year (2018-2025) USAID-funded project (now in Year 5) with the goal to increase Tunisian youth civic engagement and economic empowerment to advance progress towards sustainable, inclusive development in Tunisia.  Ma3an’s objectives include: (1) Youth have improved access to skills, services, and opportunities for civic engagement and economic empowerment, and (2) Tunisian youth lead and meaningfully participate in activities to address youth and community priorities. In its remaining three years, Ma3an will capitalize on the strong foundation of youth leaders, safe spaces, and local partners in its 33 communities and will engage more youth and partners who can offer additional assets to ensure that a wide representation of Tunisia’s most underserved youth can benefit from skills, services, and opportunities they need to secure their livelihoods and contribute to their communities. This includes working with Tunisian youth-serving and youth-led organizations to implement promising youth economic empowerment models in Tunisia and to design and apply a youth-led social entrepreneurship program. Ma3an will also work with local partners to design and implement a youth-led youth economic empowerment (YEE) collaborative action planning process that will result in supporting priority solutions within target governorates to improve the economic enabling environment and access to services that empower and expand youth access to economic opportunities.


 


The Youth Economic Empowerment Technical Lead will work with the Technical Expert on Youth Economic Empowerment and other key team members on all activities related to youth economic empowerment under Ma3an. S/he will report to the Deputy Chief of Party



Main Responsibilities and Tasks:


  • Lead and coordinate the “Promising YEE models implemented in Ma3an communities for Tunisia” activity, including contributing to the mapping of promising approaches, designing and coordinating a grants program to select partners to apply models, supporting selected partners to implement and report on their models. Including monitoring the work of YEE potential model partners at Governorate and community level.


  • Lead and coordinate the “Youth-led Social Entrepreneurship activity” including working with Ma3an team members and experts to design the activity, select a partner and support them to co-design the social entrepreneurship model, apply it, and learn from this experience to disseminate the model to additional partners.


  • Support other team members to design and implement the YEE collaborative action planning method with selected local partners.


  • Support the identification of YEE stakeholders and activities to connect them to youth-community collaboration mechanisms and youth safe spaces that Ma3an is supporting in 33 communities.


  • Identify opportunities for Ma3an youth and partners to connect with, benefit from, and collaborate with existing YEE resources, programs, and opportunities, including government or donor-supported programs.


  • Identify and document Ma3an YEE success stories and highlights that emerge from the successful Models implementation.


  • Support the monitoring, evaluation, and learning (ME&L) team and program staff in integrating a Collaborating, Learning, and Adapting (CLA) approach into program activities.


  • Contribute to the production of quarterly progress and annual reports and other reporting documents as needed.


  • Ensure that activities are infused with principles of Do No Harm / Positive youth development/conflict sensitivity and Gender Equity and Social Inclusion (GESI).

Other Responsibilities


  • Perform any other reasonable duties as assigned by the Deputy Chief of Party

  • Respect and abide by all the internal regulations of FHI 360 platform office


 


Travel Requirements: 25%

Critères d'éligibilité

  • BS/BA or its international equivalent in youth development and leadership, economic development and livelihoods, international relations, social sciences, or a related field.
  • A minimum of eight years’ professional experience with at least two years in a senior technical or management role on donor-funded programs related to economic development and livelihoods, youth economic empowerment, community development, youth leadership, local governance, or civil society strengthening.
  • Demonstrate knowledge of the Tunisian labor market, entrepreneurship and youth services ecosystem.
  • Knowledge of and relationships with local actors who are working on youth economic empowerment and/or economic development and livelihoods (government or civil society) is a plus.
  • Experience in coordinating and managing project activities – including managing tasks and workplans, coordinating logistics, and communicating and reporting to various stakeholders – required.
  • Knowledge of, or experience with, facilitating monitoring, evaluation, and learning exercises is preferred.
  • Demonstrated capacity in producing reports or knowledge products to document and share outputs.
  • Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable.
  • Demonstrated understanding of sociopolitical and cultural issues in Tunisia.
  • Excellent intrapersonal skills and proven ability to manage large and diverse professional relationships. Excellent verbal and written communication skills; Fluency in English and Arabic and excellent writing skills in English.
