The initial assignment will be for 50-60 working days, spanning from March (upon signing the contract) to September 2017, while additional days can be processed based on the satisfactory performance and the business needs.

As of now, the World Bank team estimates that 10-15 days would be required in March 2017 to start reviewing existing materials and to participate in meetings in Tunis to discuss with the World Bank team and the government. The actual work schedule will be determined based on the consultation between the consultant and the World Bank team and the counterparts, factoring in the project implementation and preparation schedule.

Background and Objectives

The World Bank is supporting the Government of Tunisia in the strengthening of its social protection and labor systems and programs through two projects as following.

Social Protection Reform Support Project (TF15956-P144674) is an ongoing grant project financed by the MENA Translon Fund that supports capacity building and institutional strengthening for social protection reform. Activities are executed by the Ministry of Social Affairs (MAS), CRES (Centre des Recherches et des études Sociales), and social insurance funds (CNSS, CNRPS, CNAM), under oversight of Ministry of Finance, Office of President, and Ministry of Development and International Cooperation (MDCI). The project consists of three components as follows:

• Improvement of social safety net system, including establishment of MAS’s Management Information System (MIS) for social assistance programs, implementation of social inquiry, and development of targeting tool
• Integration of social protection system, including implementation of unique social identifier and interoperability of social insurance funds’ MIS and MAS’s social assistance programs, and upgrading information system for user friendly service (e.g., customer relations management tool for social insurance fund)
• Project management, monitoring, and communication, including support to the project implementation unit for project implementation, and communication and citizen grievance redress procedure/mechanisms

Productive Inclusion of Vulnerable Youth (P158138) is a new lending project which is currently under preparation. The project aims to improve jobs opportunities of targeted vulnerable groups. The project implementation will be led by the Ministry of Employment, under close collaboration with other ministries, including MAS, Ministry of Youth, and Ministry of Industry. Below is the proposed components.

• Identifying and Connecting Target Groups to Inclusive Jobs through (1) targeting and profiling of target groups, and (2) connecting target groups to wage employment through counseling, training, job-search assistance, stipends to support on-the-job training and complementary financing and support services.
• Supporting Job Creation through (1) support services to develop job opportunities in value chains and social enterprises, and (2) productivity and job fund.
• Building Effective and Accountable Program Delivery through (1) capacity building and communication, (2) improving monitoring and feedback mechanism, and (3) improvement of MIS and information sharing across agencies, and (4) implementation support to the PIU.

Based on these project components, it is clear that dedicated /IT expertise for the projects is essential to support ongoing efforts under the SP reform project as well as to conduct MIS/IT assessment for the new lending project.

Scope of work and Deliverables

IT/MIS expert will be a technical focal point of the World Bank teams in reviewing and providing the technical assessment of the IT/MIS related activities supported under the projects. Broadly, the work would cover the following.

Under the SP reform project (component 1 and 2): The consultant will conduct a technical assessment of ongoing activities related to the MIS improvements in social protection programs and social insurance funds. The assessment aims to identify the strengths and weakness and summarize recommendations for the discussion with executing agencies (i.e., MAS, CRES, CNSS, CNRPS) to improve the quality of the MIS/IT system and the integrity of the data, which are the basis for managing social assistance programs and social insurance funds more effectively and transparently.

• Review the existing processes and planned activities on how the counterparts plan to improve
• Identify the issues and the areas for further improvement
• Based on the assessments and discussion with the counterparts, prepare the recommendations, together with potential options and the requirements

For the Productive inclusion project (component 1 and 3), the consultant will assess the IT/MIS systems existing within the multiple Ministries, and support Government counterparts to define the specific MIS/IT requirements to operationalize for the Project.

For that, the consultant shall:

• Identify the existing processes to serve the Project’s target populations;
• Define the processes needed to deliver the activities and services under the Project with a view to increase the coverage and efficiency of activities, including the use of internal IT systems, MIS, and databases to manage the Project activities, and of online and mobile-based tools to interact with Project beneficiaries; and
• Based on these assessments, identify the various requirements (covering multiple aspects, including as human resource, capacity, financial resources, and specifications [functional requirements]) of the IT systems required to support Project activities.

The consultant shall be expected to base their assessment and design proposals based on the analysis conducted by the World Bank team in collaboration with the Government agencies.

Deliverables will include technical reports/notes on the above analyses and assessments [specifically on activities 1-6 above], comments on the documents provided by the Government counterparts, and files and briefing materials that were prepared when providing technical assistance to the government counterparts. Deliverable can be also in the forms of more process-oriented, such as regular short emails to report the World Bank team on the updates on the status of activities/assessment and summary of main issues for attention. The consultant shall, at all times, work collaboratively with Government officials, staff, and agencies to undertake this work, also with the intention of providing capacity building as needed (also based on discussions with the World Bank team).

Reporting

The candidate will report and submit payment request to the Task Team Leaders (Carine Clert and Mohamed Hisham El Shiaty for the Productive Inclusion Project, and Carine Clert and Yuko Okamura for the SP Reform Project) of the World Bank teams, while closely working with the team members and the government counterparts.
