Background

TADAEEM project is implementing USAID’s Tunisia Accountability, Decentralization and Effective Municipalities. This 4-year governance project aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. The Project, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team will work in 11 governorates, 31 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country.

The TADAEEM IT Manager will work with teams in Tunis and four regional hubs to improve the quality of services Tunisians receive from their government.  The project team the IT Manager will work with a team of dedicated and talented experts with decades of international and local experience to achieve this project goal.

Objectives

The IT Manager will provide technical support to the TADAEEM Offices both in Tunis and the project hubs. The IT Manager will provide support to all staff member to ensure their proper use of all project IT equipment. The IT Manager may support project components in their implementation of IT solutions with Project counterparts as requested by Component Leads.

Specific Tasks and Duties

As directed by the Chief of Party or his/her designee, the Employee shall perform, oversee, and support the performance of the following specific tasks:

  • Configure and maintain all office IT equipment including but not limited to laptops, printers, scanners, copiers, server, and wireless connections;
  • Establish and maintain project office and hub office MS Exchange network and Active Directory;
  • Develop and implement Project Office Data Disaster Recovery Plan including conducting regularly back-ups of server;
  • Implement and enforce in tandem with the Data Manager the CIMP, PII, and all information security and privacy trainings/materials
  • Support staff in the effective use of all TADAEEM Project software including installation, configuration and troubleshooting;
  • Manage the IT setup for new employees including laptop configuration, printer driver installation, Microsoft Suite installations, etc.;
  • Research, install, develop processes for, and socialize encryption protection on all project laptops;
  • Maintain compliance with USAID IT policies and define/implement TADAEEM IT policies;
  • Provide consultation for all TADAEEM IT procurements;
  • Maintain inventory records for all IT equipment;
  • Test and install software upgrades, and new hardware;
  • Identify recurring problems and implement strategic and procedural solutions;
  • Set-up and maintain TADAEEM shared drives, and Sharepoint as needed;
  • Troubleshoot hardware issues and follow-up warranty agreements;
  • Identify and consult on future IT business needs for the TADAEEM Office;
  • Other duties as assigned

Additionally, the TADAEEM IT Manager may support the technical components of the Project by assisting project advisors to:

  • Assess counterpart IT systems;
  • Gather functional and technical requirements of counterpart IT systems;
  • Support the testing of counterpart IT systems;
  • Assist in the writing of operation manuals for Project counterpart IT systems;
  • Support delivery or deliver IT training to Project counterparts.

Reporting Requirements

The IT Manager will report directly to the Deputy Chief of Party.

Critères d'éligibilité

  • 3-5 years of relevant work experience in IT administration, databases, programming, and general project management, etc.
  • BA/BS in IT related degree
  • Ability to think and problem-solve creatively
  • Excellent independent troubleshooting skills, specifically as pertaining to hardware and networking issues
  • Desired work experience with USAID Projects or other donor projects
  • Desired experience in IT procurements and inventory management for donor projects
  • Good working knowledge of French,English and Arabic
