THE ORGANIZATION

The United States Institute of Peace is an independent quasi-federal institution established and funded by the U.S. Congress to:

– Prevent and resolve violent international conflict;
– Promote post-conflict stability and development;
– Increase peacebuilding capacity, tools, and intellectual capital.

The Institute accomplishes its mission through direct engagement in peacebuilding efforts around the world, and by empowering others with knowledge, skills, and resources.

SUMMARY

We seek a person to serve as the Program Officer (PO) for Monitoring, Evaluation, and Reporting to support the United States Institute of Peace Middle East and North Africa Program. The PO should be based in Tunis, and able to travel throughout the MENA region as needed. The PO oversees and manages the successful implementation of USIP’s monitoring and evaluation planning, especially related to work conducted in the field. The PO will work in coordination with the MENA Program Management team to uphold USIP’s monitoring, evaluation, and reporting requirements, including using multiple methodologies to evaluate and analyze progress in meeting indicators of USIP projects throughout the region.

This program management position is supervised by the Director for MENA.

MAJOR DUTIES AND RESPONSIBILITIES

In summary, the Program Officer (PO) for Monitoring, Evaluation, and Reporting will:

– Implement a field level framework and schedule of delivery for all components of the M&E strategy, including working in coordination with programs to monitor and evaluate progress in implementing agreed M&E frameworks.
– Promote a culture of lessons learned and best practices of all monitoring and evaluation activities, ensuring that data and processes are discussed in appropriate forums and in timely fashion for effective use in field activities.
– Evaluate whether the monitoring and evaluation plan is designed to address the strategic objectives on an institutional, regional; and country level where relevant.
Serve as a contact between USIP and civil society, especially potential and current USIP grantees, when directed my USIP management.
– Ensure effective and meaningful coordination related to USIP’s M&E outreach with the US Embassy and other local and international actors when appropriate.
– Prepare and disseminate timely reports to MENA Core Management Team and to other entities as appropriate.
– Travel across the MENA region to coordinate and implement USIP’s monitoring and evaluation strategy.
– Perform other duties as assigned.

Critères d'éligibilité

  • You must be a Tunisian citizen or currently residing in Tunisia to be considered
  • Ability to write and speak English and Arabic is required (Applicants with language ability should indicate their fluency levels). Applicants may be asked to provide writing samples to demonstrate English competency in reporting
  • Ability to write and speak French is also highly desirable (Applicants with language ability should indicate their fluency levels).
  • Experience working across multiple thematic and geographic teams is critical. Knowledge of civil society networks and grantee processes is also highly desired
  • Creativity, excellent communications and analytical skills and the ability to operate with high levels of autonomy and responsibility in a fast-paced and transitional environment
  • The sensitive nature of the work, the importance of good presentation skills, the ability to maintain morale among project team members and partners in a difficult work environment and the need to work closely with a variety of local and international interlocutors will require excellent teambuilding skills, quick judgment, and negotiation skill
  • An MA or equivalent experience in social sciences, humanities, or international relations/conflict management
  • Minimum 5 years of experience in at least 2 of the following areas: monitoring and evaluation, organizational development, program design, proposal writing, grants management, mediation/arbitration, conflict resolution, conflict management
  • Program management experience
  • Demonstrated ability to operate independently in complex and difficult situations
  • Ability to manage programs in transitional environments
  • Excellent oral and writing communication skills, including the ability to deal with counterparts on both the lowest and highest political, social and economic levels
  • Familiarity with U.S. Institute of Peace programs
