THE ORGANIZATION

The United States Institute of Peace is an independent quasi-federal institution established and funded by the U.S. Congress to:

– Prevent and resolve violent international conflict;
– Promote post-conflict stability and development;
– Increase peacebuilding capacity, tools, and intellectual capital.

The Institute accomplishes its mission through direct engagement in peacebuilding efforts around the world, and by empowering others with knowledge, skills, and resources.

SUMMARY

We seek a person to serve as the Regional Finance Manager (FM) for USIP’s Middle East and North Africa Program. The FM should be based in Tunisia, and able to travel throughout Tunisia and MENA as needed. The position requires oversight of finances, procurement, administration, and logistics. As the FM, the contractor is responsible for oversight of finances, coordination of logistics for program implementation, and contract management, including ensuring USIP compliance with procurement and financial policies and procedures.

This financial management position is supervised by the Director for MENA and Senior Program Manager for MENA.

 

MAJOR DUTIES AND RESPONSIBILITIES

In particular, the FM will:

  • Manage all accounting and finance functions including bank and cash management, procurement of goods and services, management of grants or subcontracts from funders, and implementation of financial policies and procedures.
  •  Ensure proper internal controls are observed at all times.
  •  Responsible for security of safe cash, checks, and bank accounts as well as the inventory of furniture, equipment and other assets.
  •  Manage all activities related to event logistics and finances.
  •  Ensure the continuous compliance and development of necessary policies and procedures for finance and logistics and the streamlining of office processes to increase operational efficiency and productivity.
  •  Require the development and maintenance of respectful and strong working relationships with all staff and partners.
  • Balancing USIP’s petty cash fund on a biweekly basis.
  •  Receiving and logging occasional cash deliveries from USIP.
  •  Providing payments to USIP staff and contractors, as required.
  •  Travel to USIP events to assist with financial management, or delegation and management of such tasks.

Performs other duties as assigned.

 

QUALIFICATIONS

In addition, the successful candidate must have

  • In-depth knowledge of accounting and business administration practices especially with regard to managing the bookkeeping and administrative details of a small office. Strong computer skills are needed in word processing, database, Excel, HTML, and Internet navigation.
  •  Attention to detail.
  •  Excellent communication and analytical skills.
  •  Ability to operate with high levels of autonomy and responsibility in a fast-paced and transitional environment is highly desired.
  •  BA or equivalent experience in accounting and/or business administration.
  • Minimum 3 years of experience in managing accounting operations up to and including the preparation of monthly and yearly financial statements.
  • Prior experience working with a complex budget and managing databases is desired.
  • Demonstrated ability to operate independently in complex and difficult situations.
  • Excellent oral and writing communication skills, including the ability to deal with counterparts on both the lowest and highest political, social and economic levels.
  • Familiarity with U.S. Institute of Peace programs and operations.

    This position is subject to the availability of funds. The initial term of the position will be determined subject to the availability of secured funding, and is eligible for renewals based on continued funding.

All USIP contract and employee positions are contingent upon the favorable completion of a suitability background investigation.

Compensation is commensurate with qualifications and experience.

  • You must be a Tunisian citizen or currently residing in Tunisia to be considered. Ability to write and speak English and Arabic is required. (Applicants with language ability should indicate their fluency levels)
