Organizational Setting

The post is located in Tunisia CO with frequent travels, and reports to the UNFPA Assistant Representative (Head of Office).

Main Tasks & Responsibilities

Working within a complex Country Office (CO) environment, the program analyst will support the effective management of UNFPA activities in the areas of population and development and sexual and reproductive health. Through substantive analysis and assessment of political, social and economic trends, he/she will contribute to project formulation and evaluation, joint programming initiatives and national development frameworks.
He /she will monitor results achieved during implementation, guiding the appropriate application of systems and procedures, and developing enhancements as required.
The Programme Analyst, Sexual and Reproductive Health and Population & Development will:
– In collaboration with Government counterparts, NGOs and other partners, contributing to the design and implementation of the country programme and its component projects in relation to SRH and Population & Development, aligning with Government priorities and UNFPA programme policies and procedures.
– Reviews the political, social and economic environment relevant to population and development, sexual and reproductive health and pursues opportunities for UNFPA assistance and intervention. Assesses implications of new policy developments and strategies on programme execution and ensures appropriate implementation.
– Ensuring appropriate monitoring and oversight mechanisms and systems are established and implemented.
– Analyzing and interpreting the political, social and economic environment relevant to Sexual and Reproductive Health and Population &Development, and identifying opportunities for UNFPA positioning, assistance and intervention .
– Analyzing policy papers, strategy documents and national development plans; preparing briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks in relation to Sexual and Reproductive Health and Population & Development
– Assessing implications of Sexual and Reproductive Health and Population & Development new policy developments and strategies on programme execution, and ensuring their integration.
– Establishing collaborative relationships and coalitions with executing agencies, experts, government counterparts to facilitate timely and efficient delivery of Sexual and Reproductive Health and Population & Development project inputs including in humanitarian settings.
– Assisting in implementing knowledge management strategies to capture lessons learned and best practices on Sexual and Reproductive Health and Population & Development programs, sharing these with management for future planning supporting training needs of project personnel
– Supporting the advocacy and resource mobilization strategy of the CO, by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related meetings and public events.
– Position UNFPA to maximize support for population issues and to advance SRH&RR agenda according to the ICPD PoA
– Collaborate closely with UN counterparts to building national capacity to address population, and sexual and reproductive health and reproductive rights issues including their integration in the preparedness and humanitarian response plans
– Support national efforts to analyze, disseminate and use population-related data from all sources, including the production of sex and age disaggregated data, and the integration of these data into national and local planning processes.
– Identify and use experiential knowledge, research and evaluation findings to build a solid evidence base for UNFPA engagement in national policy dialogue .

Knowledge and Experience:

  • Minimum of 5 years of professional experience in the field of SRH related activities, with experience in programme/ project management
  • Experience in advocacy and design, monitoring and evaluation of development projects

Languages:

  • Fluency in French, Arabic and English.
