Background

The United Nations Human Settlements Programme (UN-Habitat) is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all, support the implementation of the Sustainable Development Goals as well as facilitate the implementation of the World New Urban Agenda.

National Urban Policy in Tunisia:

Current trends of rapid urban growth in developing countries imply a holistic approach to synergize urban planning and policy development efforts at the regional, national and local levels and generate sustainable urban environment. In this regard, National Urban Policy has been recognized as a substantive mechanism for governments to achieve a higher level of vertical and horizontal coordination and encourage transformative change, with the participation of all relevant stakeholders. By definition, a National Urban Policy (NUP) is a coherent set of decisions derived through a deliberate government-led process of coordinating and rallying various actors for a common vision and goals that will promote more transformative, productive, inclusive and resilient urban development on the long run. It promotes more compact, socially inclusive, better connected and integrated cities and territories that foster sustainable urban development and are resilient to climate change. Moreover, it contributes to the implementation and monitoring of the 2030 Sustainable Development Agenda, Sustainable Development Goals (SDGs) and the New Urban Agenda.
In this respect, UN-Habitat Regional Office for Arab States, in collaboration with the UN-Habitat Tunisia Office, the Regional and Metropolitan Planning Unit at the Urban Planning and Design Branch of UN-Habitat, and Cities Alliance aim to support the Government of Tunisia in the development of a sustainable, inclusive and evidence-based NUP for the country. This will be facilitated by a number of practices including stakeholder consultation, institutional capacity development measures, evaluation of country policy processes and exchange of experiences and knowledge. The NUP development process is composed of five overlapping and interrelated phases including the feasibility, diagnostic, formulation, implementation, and monitoring and evaluation. Throughout the five stages of the NUP process, three key pillars must be considered: inclusive participation, capacity development at all levels, and grounding policy through acupuncture projects, to enable the NUP to respond to the challenges and opportunities presented by urbanization.

Under the guidance and direct supervision of the Head of the Sub-Regional Office for the Maghreb, the incumbent assists in the effective and efficient management of the NUP project.

The Assistant Project Manager is based in Tunis (Tunisia) and works in close collaboration with the NUP Project team in the Country Office inTunis, Cairo (ROAS- Regional Office for the Arab States) and Nairobi (Headquarters).

Duties and Responsibilities

  • Undertake management and reporting assistance functions pertaining to the implementation of the project “National Urban Policy” in Tunisia;
  • Map and analyze key actors and stakeholders that should be involved in the NUP process;
  • Contribute to the identification and definition of problems and opportunities which the NUP will address;
  • Contribute to the development of discussion papers for the NUP thematic and regional workshops/meetings
  • Compile the outcomes of the regional and thematic consultations;
  • Provide inputs to guide or facilitate the delivery of the consultation workshops/meetings;
  • Undertake support and the logistical preparation of the project’s workshops/meetings/conferences and any other activity or event, including invitations, procurement of goods and services, administrative activities, travel, documentation, note-taking and post-event support;
  • Provide secretarial support for meetings, committees, conferences, etc.;
  • Assist in the preparation of presentations and communication materials;
  • Maintain project files and reports (both paper and electronic), databases and records on project administration (contracts, terms of reference, attendance records, etc.) for the UN Habitat Country Office;
  • Assist in monitoring budget expenditures and maintain a proper record of approved project budgets and their revisions;
  • Support in the administration of procurement activities for the project following established UN procurement rules and regulations.
  • Perform any other duties as assigned by the supervisor.

Critères d'éligibilité

  • Bachelor’s degree, preferably in Urban Planning, Architecture, Economic Geography, Public Policy, Public Administration or any related field.
  • At leat 5 years of relevant experience in project management support, preferably related to urban planning and/or sustainable development.
  • Experience in supporting a team is an asset.
  • Knowledge of the Tunisian context is an asset.
  • Knowledge of the project management cycle.
  • Experience with multi-tasking and working independently on administrative and project management tasks.
  • Ability to prioritize and meet deadlines; work well under time constraints while retaining attention to detail.
  • Good IT skills
  • Ability to manage data, documents, correspondence and reports information and workflow.
  • For the post advertised, fluency in oral and written French and Arabic is required.
  • Knowledge of English is an asset.
  • Good computer skills in Word processing, Spread sheets, PowerPoint and Oulook.
  • Knowledge of the United Nations rules and regulations. Experience in a multi-cultural setting is an asset.
