FHI 360 is currently recruiting for the position of Director of Administration and Finance for an anticipated five-year USAID project in Tunisia that is expected to be awarded in January 2023.  The overall goal of the Civil Society Activity is to empower Tunisian citizens to act and advocate for specific issues and effect change at the local, regional, and national levels in advancing Tunisia’s development and to build the legitimacy and sustainability of the civil society sector. Interventions will be focused on five to ten thematic areas decided through a participatory approach, over the course of the award, that reflect national priorities and strong potential to make tangible improvements in the daily lives of citizens.

This activity has three main objectives:

Increase the engagement and agency of citizens to act and advocate for specific issues of public interest;

Strengthen the institutional capacity of civil society organizations to promote positive change on citizen and constituent priorities (based on the organizational mission); and

Promote effective partnerships (intra- inter- and multi-sectoral) at local, regional, and national levels (e.g., government, civil society, citizens, private sector) to advance shared development objectives.

Job Summary:

The Director of Administration and Finance will oversee all project-related finance, procurement, and operational activities and work closely with FHI 360 Tunisia’s financial and operational platform to ensure that CSA is using all systems and templates and are following country office protocols.  They will be responsible for providing direction and managing a team of personnel supporting HR, Operations/Security and Grants/Finance functions. This individual will report to the Chief of Party.

Primary Responsibilities:

  • Provides strategic leadership to the budget and finance staff and sets project operational plans, goals and policies.
  • Liaises with senior management on the development of administrative plans, projects, performance and initiatives to ensure the efficiency and effectiveness of all administration departments.
  • Able to work with country finance department and generate “best practices” for budget and finance projects. Leverages support and buy-in for major initiatives.
  • Supervises and supports budget and finance managers to establish strategic workflow plans. Oversees the project budget.
  • Strategically partners with internal and external stakeholders and contributes to sharing and implementing best practices
  • Designs and executes the project’s operational plan and is responsible for the performance and group’s achievement of goals.
  • Collaborates with members of senior leadership including the Chief of Party, Technical Directors and HQ stadd on critical and complex aspects of budgetary and financial reviews and makes operational recommendations.
  • Has significant experience with automated financial reporting, government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) systems.
  • Expert level knowledge and past experience with Generally Accepted Accounting Principles (GAAP), practices and reporting guidelines
  • Drives leading edge efficient operations, processes and technologies to improve safety, quality, delivery, and reduce costs.
  • Oversees the establishment of applicable performance metrics and monitors performance against those metrics. Manages and evaluates department leadership to ensure efficient operation of these functions.
  • Demonstrates competency in setting negotiation strategies and planning for execution.
  • Identifies opportunities to improve and refine services.
  • Provides direction in accomplishing the organization objectives and guides the development of related policies and procedures.

Critères d'éligibilité

  • Master’s Degree or its international equivalent is preferred. Work experience can replace educational qualifications
  • Typically requires a minimum of 10+ years of relevant business and people management experience; 6+ years managing a finance department is required.
  • Fluency in speaking, reading and writing in English and Arabic and/or French required
  • Ability to provide innovative and strategic leadership to multiple divisions and is able to gain cross functional support for improvements or changes.
  • Experience working in a Non-governmental organization (NGO) preferred. Experience working with a global, international organization preferred.
