Background:

The findings of focus groups conducted by The Carter Center in 2020 on the participation of women in civic and political life confirmed the fact that the participation of Tunisian women in public life in general remains low, despite the efforts made by government institutions and civil society. Women still face many barriers to their participation to civic and political life. However, it is clear from the research that participation of women in civil society remains, altogether, more accepted by society and more accessible for women than politics. In this context, TCC suggests implementing a program aiming at increasing women’s participation in public/civic life. 

Given the role played by Tunisian CSOs in promoting women rights in general, and women participation in particular, TCC believes that participation in associational/civic life could be an efficient mechanism through which women can learn more about their rights and freedoms, develop their skills in different areas, exercise their right to be active, and participate in the democratic process in the country at the same time. 

In this context, TCC suggests training leaders of the regional CSOs who are working on women issues and civic participation on the use of innovative and direct outreach approaches to increase public participation and social advocacy. TCC proposes also to assist these CSOs in developing and consolidating their communication and organizational skills, so they can reach out to women and encourage them to join their respective CSOs and be active. 

In order to increase the number of women active in regional CSOs, the workshop will collaboratively develop innovative approaches to attract women in their areas and encourage them to join their organizations and be active. It is important for CSOs to enhance their communication and organizational skills and use direct and proximity methods to sensitize women about the importance of civic work and educate them on the goals, objectives, and activities of CSOs that can enhance their quality of life.

 

The Carter Center is seeking a Trainer / Facilitator in civil society strengthening to take part in this capacity-building activity that will take place in December 2021. 

 

This capacity-building activity will enable the participating CSOs to organize, in turn, trainings for their own members on how to mobilize women in their areas in their outreach efforts.

Once trained, the CSOs will mobilize their trained members to conduct outreach activities to mobilize women in their areas to join and become active in CSOs.

 

 

Terms of reference and responsibilities:

Under the direct supervision of the Acting Country Director and the Program Officer, the Trainer/ Facilitator in civil society strengthening will be responsible for the training part relating to social advocacy and enhancing organizational skills for civil society. In this context, he/she will:

  • Liaise with the communication trainer to finalize the training agenda.
  • Elaborate effective training materials, handouts, and presentations in Arabic.
  • Deliver the training for CSOs’ leaders.
  • Produce an activity report about the delivered training.
  • Follow the subsequent trainings provided by CSO representatives to their members and provide feedback.

Duration of the assignment:

The trainer/ Facilitator will be contracted for the duration of the training session.

The Carter Center in Tunisia:

The Carter Center established a field office in Tunis in July 2011 to observe the first democratic elections following the Arab Spring, monitor the constitution-drafting process and the establishment of the electoral framework, and promote the inclusion of international standards for elections, democracy, and human rights in the new constitution. In 2012-13, the Center conducted training for civil society partners engaged in election observation. In 2014 and 2019, it observed the legislative and presidential elections, providing Tunisian authorities, electoral stakeholders, and international actors with recommendations to improve election administration and the legal framework.

Since then, the Center has continued to support progress in Tunisia’s legislative framework by monitoring the work of the parliament, holding meetings with key decision-makers to engage and advise on issues, and publishing public statements with recommendations on key legislative issues. The Center has also used its convening authority to organize regular meetings with the civil society organizations in support of joint advocacy campaigns on developing legislative issues. The Center regularly provides technical assistance on election standards and supports Tunisian CSO partners in identifying areas of agreement and forming joint recommendations regarding key legislation governing elections and democratic governance in Tunisia.

 

 Eligibility criteria:

  • Master’s (preferred) or bachelor’s degree in development, management, social sciences, international relations, or related field.
  • At least 7 years’ experience in facilitation and training for CSOs.
  • A significant experience with international organizations.
  • Strong knowledge in civil society organizations’ management and social advocacy.
  • Proven experience in the fields of gender issues, women rights, and civic participation.
  • Excellent facilitation and training skills.
  • Experience writing activity reports.
  • Strong interpersonal and organizational skills.
  • Strong ability to communicate effectively in Arabic and French both oral and written.
  • English is considered an asset.
  • Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc.).
