Job Summary

Ma3an is a seven-year (2018-2025) USAID-funded project with the goal to increase Tunisian youth civic engagement and economic empowerment to advance progress towards sustainable, inclusive development in Tunisia.  Ma3an’s objectives include: (1) Youth have improved access to skills, services, and opportunities for civic engagement and economic empowerment, and (2)  Tunisian youth lead and meaningfully participate in activities to address youth and community priorities. In its remaining three years, Ma3an will capitalize on the strong foundation of youth leaders, safe spaces, and local partners in its 33 communities and will engage more youth and partners who can offer additional assets to ensure that a wide representation of Tunisia’s most underserved youth can benefit from skills, services, and opportunities they need to secure their livelihoods and contribute to their communities. This includes working with local partners to set up and support a network of youth leaders who can cascade essential skills to their peers and who can propose and lead initiatives that respond to the challenges they are facing. Ma3an will also continue to build the capacity of youth system actors – including safe spaces, youth-serving and youth-led organizations, and youth-community collaboration mechanisms – to better prepare them to not only meet the needs of young people, but to effectively engage them as partners in their work. Ma3an will work with Tunisia’s Ministry of Education (MoE) to update and enhance its Civic Education program in primary and secondary schools and to adapt and apply a Youth Community Service (YCS) program in school civic education clubs that is designed to support young Tunisians to gain civic knowledge, values, and skills by applying them on a community problem that they have prioritized.

 

The Technical Expert Youth Civic Engagement and Leadership will directly work with and report to the Technical Component Lead on PYD and YLN on all activities related to youth civic engagement and leadership under Ma3an.

 

Main Responsibilities and Tasks:

  • Work with the Technical Component Lead on PYD and YLN on supporting the Youth Leaders Network (YLN) activity that Ma3an is launching in its fifth year, including supporting selected local partners to design the methodology for implementing YLN in their respective governorates and providing technical assistance to these partners as they select and support youth leaders to plan and execute YLN activities.
  • Support the capacity building process for youth-serving actors, particularly the youth safe spaces, including supporting the adaptation and use of the Youth Programming Assessment Tool (YPAT), training youth leaders on its application, and providing technical assistance to safe spaces as needed.
  • Work with the Technical Component Lead on Civics on supporting the work with the MoE on revising and piloting an updated Civic Education Curriculum across Tunisia and implementing the YCS program in civic education clubs, including conducting site visits and providing technical assistance to Civic Education Inspectors and educators as they work with Ma3an, conducting analysis of collected data, organize learning workshops and exercises to inform future planning, and contribute to drafting lessons and recommendations reports on each of the civic education revisions process and YCS activity implementation.
  • Support the monitoring, evaluation, and learning (ME&L) team and program staff in integrating a Collaborating, Learning, and Adapting (CLA) approach into program activities.
  • Contribute to the production of quarterly progress and annual reports and other reporting documents as needed.
  • Ensure that activities are infused with principles of Do No Harm / conflict sensitivity.
  • Conduct technical research and improvement of methodologies, as needed.

Other Responsibilities

  • Perform any other reasonable duties as assigned by the DCOP
  • Respect and abide by all the internal regulations of FHI 360 platform office

 

Travel Requirements: 25%

Critères d'éligibilité

  • BS/BA or its international equivalent in youth development and leadership, civic education and engagement, international relations, social sciences, or a related field.
  • A minimum of A five years’ professional experience with at least two years in a senior technical role on donor-funded programs related to civic education and engagement, community development, youth leadership, peacebuilding, local governance, or civil society strengthening.
  • Knowledge of and relationships with local actors who are working on youth leadership, civic education and engagement (government or civil society) is a plus.
  • Experience with designing and facilitating trainings for community-based facilitators and/or youth and experience in delivering training of trainers or providing coaching and support for community-based facilitators is a plus.
  • Knowledge of or experience with designing curricula or technical material; curricula/material for youth or civic education is a plus.
  • Knowledge of or experience with facilitating monitoring, evaluation, and learning exercises is a plus
  • Demonstrated capacity in producing reports or knowledge products to document and share outputs.
  • Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable.
  • Excellent intrapersonal skills and proven ability to manage large and diverse professional relationships.
  • Excellent verbal and written communication skills; Fluency in English and Arabic and excellent writing skills.
