Call for Trainers on Training & Election Observation

 

Background:

As part of its post-election activities, The Carter Center intends to arrange a series of training sessions for Tunisian Lawyers on International Standards and Best Practices for Election Observation throughout the entire electoral cycle in order to effectively carry out their roles as election observers, if need be. 

Training lawyers on election observation involves providing them with a comprehensive understanding of international standards and best practices for election observation, as well as the specific legal requirements for observing elections in Tunisia. It also involves training them on how to effectively document irregularities and report their findings, and how to maintain impartiality throughout the observation process.

 

Call for Trainers:

The Carter Center Tunisia is seeking an experienced and qualified trainer on Training Techniques and Election Observation to conduct a 3-day Training of Trainers (ToT) session. This training will enable the participants to grasp the required training techniques as well as the technical knowledge in International Standards and Best Practices for Election Observation.

Once trained, the lawyers will be able to deliver regional training sessions for their fellow lawyers in several regions of the country on the same subjects.

 

Terms of reference and responsibilities:

Scope of Work:

Under the direct supervision of the Acting Country Director and the Program Officers, the trainer will be responsible for conducting a three-day ToT for a total of 10 participants. The training will focus on the following areas:

  1. Electoral Cycle.
  2. International standards and best practices for election observation.
  3. Election observation guidelines in the Tunisian legal framework.
  4. Training techniques and for the best outcomes. 

 

Objective of the Training:

The main objective of the training is to equip trained lawyers with the necessary knowledge and training skills to effectively communicate essential concepts exposed in the ToT and to ensure a fruitful transfer of knowledge in the regional training sessions. The trainer will support the trainees in preparing for and delivering the regional training sessions in the regions.

 

Deliverables: 

The trainer will be expected to deliver the following:

  1. Develop training materials, handouts, and presentations in Arabic on International standards and best practices for election observation. 
  2. Conduct interactive training sessions for participants.
  3. Provide guidance and support to trainees in preparation for the regional training sessions.
  4. Evaluate the effectiveness of the training and provide feedback to improve future sessions.
  5. Produce an activity report about the delivered training and the training sessions delivered in the regions.

 

Duration of the assignment:

The trainer will be contracted for the duration of the training preparation, sessions, and follow-up. The project activities will end by October 31st at the latest.

 

Eligibility criteria:

  • Master’s degree (preferred) or Bachelor’s degree in law, political sciences, or a related field.
  • At least 7 years of experience in facilitation and training for civil society organizations (CSOs), with significant experience working with international organizations.
  • Proven experience in training, election observation, elections, politics, and democracy. Accreditation on democracy, governance, and elections is an asset.
  • Desirable to have previous experience working with civil society organizations or election observation.
  • Excellent facilitation and training skills.
  • Experience in developing training materials and resources, and ability to write activity reports. 
  • Strong interpersonal and organizational skills.
  • Strong ability to communicate effectively in Arabic and French, both orally and written.

English proficiency is considered an asset.

  • Experience in using computers and office software packages such as MS Word, Excel, PowerPoint, etc.

 

 

The Carter Center in Tunisia:

Following its international election observation of 2011, The Carter Center retained a presence in Tunisia to monitor the constitutional drafting process and observe the legislative and presidential elections of 2014. The Center remains in Tunisia to monitor the process of harmonizing existing domestic legislation and new legislation with the ideals of the 2014 constitution. 

Since then, the Center has continued to work with Civil Society Organizations on capacity-building issues. In 2018, the Center held focus groups in partnership with CSOs. The Center also strengthened their capacity and shared best practices with CSOs preparing to observe the municipal elections. The Center fielded an international observation mission to observe Tunisia’s early presidential and legislative elections in 2019 and the referendum and legislative elections in 2022/2023. Currently, the Center is conducting projects on fact-checking and women’s participation in civic life.
