Project: Fiscal and Accounting System of Tunisia (FAST) 

Position: Tax Advisor, LTTA 

Level of Effort: LTTA 

Background: 

FAST project is aiming to enhance and upgrade the Government of Tunisia’s  integrated public financial management information system (PFMIS) to increase the  efficiency, transparency, and predictability of public finances, and strengthen the  Government’s capacity to carry out fiscal, budgetary, and revenue collection  mandates (Objective1). The project is working closely with the ministry of finance  and other counterparts to improve the business enabling environment particularly  by improving business registration and introducing e-services solutions for taxpayers  (Objective2). This will optimize business processes, reduce the cost and time of  doing business and improve tax revenue. Finally, FAST will identify and assess the  existing GoT platforms and forums to expand opportunities for public-private  dialogue. FAST will work to strengthen communications between policymakers and  the public to build a common understanding of the constraints to—and opportunities  for—economic expansion (Objective3). 

Purpose 

The tax advisor will support FAST objective 2 team to assess tax system weaknesses,  design and implement tax reform strategy. He will participate in reforms & e-services  selection, prerequisites and requirements preparation, and their implementation process. 

Responsibilities and Key Tasks 

The Tax Advisor will work closely with FAST objective 2 team lead to achieve the key responsibilities described below:  

  • Conduct tax administration assessments and provide recommendations for improvements related to the Tunisian tax system. 
  • Assist with the development of a plan to improve tax compliance and  increase tax revenue through administrative reforms and software systems. Identify the key weaknesses of taxpayer services in Tunisia particularly for  business and tax registration, registration of acts/documents, tax filing and  payment processes, withholding tax transactions, taxpayer financial  reporting, audit risk management, tax arrears recovery and automation of  taxpayer notifications. 
  • Propose and provide input to the design of e-services to simplify taxpayer  compliance. 
  • Promote the use of different communication channels between the MoF and  taxpayers to educate taxpayers and improve voluntary compliance. Work closely with Objective 2 Team Lead to support the design and  implementation of tax reforms and planned software development projects
  •  Participate in business process reengineering as well as drafting functional  requirements specifications for software development.
  • Propose legislative and regulatory changes or other essential prerequisites  to implement suggested reforms/e-services. 
  • Ensure additional tasks as assigned by the Chief of Party/ team lead. 

Qualifications and experience requirements: 

  • At least master’s degree in economics, accounting, finance, or related field. Strong knowledge of Tunisia’s tax laws and tax administration procedures. At least 7 years of experience in the tax field, including tax reforms or  private sector experience.  
  • Experience in writing business and/or technical specifications is an  advantage. 
  • Good analytical skills and experience in dealing with complex business  processes. 
  • Demonstrated experience in preparing high quality reports. Fluency (oral and written) in English, French and Arabic is required. 

Reporting:  

The selected candidate will report to the FAST Objective 2 Team Lead who  is reporting to FAST CoP.
