TADAEEM Tunisia Accountability, Decentralization and Effective Municipalities is a project funded by USAID and implemented by Deloitte. This 4-year governance project aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. The project, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team will work in 12 governorates, 33 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country.

Tasks and Objectives

The Technical Operations Manager will assist the Technical Operations Senior Manager (TOSM) in providing oversight and management of project technical operations in the four regions where TADAEEM operates. Specific tasks include but not limited to:

  • Assist the (TOSM) in developing regional teams’ capacity to undertake the implementation of overall technical activities in the regions.
  • Ensure regional teams maintain regular relationships with municipal leaders and governors.
  • Assist the TOSM in developing regional workplans and in following up regularly on the implementation of technical activities.
  • Ensure the submission of regional reports to TADAEEM’s management is timely and that the quality of the reports is up to project’s standards.
  • Manage regional teams’ demand for technical support, as directed by the TOSM.
  • Ensure regional teams are well versed in the use of TADAEEM PALME methodology to develop and implement Service Delivery Improvement Plans (SDIPs).
  • Assist the TOSM in coordinating with the Technical Support Senior Manager during the development of SDIPs to ensure technical support supply to the regions.
  • Assist the TOSM in coordinating with the Intergovernmental team to resolve policy and service delivery challenges that need to be determined at the national level.
  • Assist TOSM in reviewing SDIP reports, calendar of events, and work plan implementation activities (bench mark reports)
  • Work with Technical Support Team and Event Manager in developing and reviewing training materials
  • Perform any other related task as directed by the TOSM.

Reporting Requirements

The Technical Operations Manager will report directly to the Technical Operations Senior Manager.

Place of performance

The Technical Operations Manager operates from Tunis office but will allocate a significant amount of time in target municipalities.

Critères d'éligibilité

  • Bachelor’s degree in management or equivalent and relevant to the position.
  • Minimum 5 to 10 years of experience in project management of complexed projects;
  • Experience working with institutional entities and counterparts;
  • Demonstrated knowledge and understanding the decentralization context and local governance;
  • Fluency in French and Arabic required, Fluency in English is desired.
