Background

Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) is a USAID program implemented by Deloitte Consulting, which aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy.  Deloitte, alongside a team of partners, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize.  The project works in 12 governorates, 33 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country.

Job Description

The Safety and Security Officer will assist the Operations Risk Manager to provide safe, secure and effective operations. With supervision by ORM, the position assists in managing and coordinating safety protocols, security, logistics and fleet management, and administration.

Specific Tasks

  • Track project activities and keep the operations log updated
  • Tracking national events and prepare a daily report
  • Issue and inspect access badges as appropriate
  • Prepare logistics plans and fleet movements according to the project activities and present them to ORM for approval
  • Record all incidents and gather the required information
  • Assist in Project office space management and ensuring the building meets Health and Safety requirements
  • Keep training equipment in good conditions and good working status
  • Monitor emergency procedures and evacuation planning in the event of any health or security emergency in the absence of ORM
  • Assist in maintaining, updating and testing staff telephone tree
  • Work with facility management to keep all power, water and communications services on line and in proper working order
  • Prepare driver weekly roster in coordination with the senior driver and present it to ORM for approval
  • Assist in managing driver administrative paperwork
  • Oversee project vehicle maintenance
  • Inform ORM of driver issues; including complaints, disciplinary issues, hygiene, accidents and other incidents
  • Check Fire Extinguishers and First Aid kits monthly and report to ORM
  • Other tasks and responsibilities that may become evident throughout the course of the project

Critères d'éligibilité

  • At least 10 years of experience in similar position;
  • A good command of the English language [spoken].
  • Good writing skills [both in English and own language].
  • Law enforcement or military background is an advantage.
  • A mature and balanced individual, with a measured and thoughtful approach.
  • Good fleet management and administrative skills and qualifications.
  • Able to work with both leaders, peers and subordinates in an effective and polite manner.
  • Honest, hardworking, timely, professional and loyal.
  • Ability to understand and follow directions effectively
