Background

The Tunisia Accountability Decentralization and Effective Municipalities (TADAEEM) program is funded by the United States Agency for International Development (USAID). The program aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. The project, alongside a team of subcontractors, works on enhancing citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team works in 12 Governorates, 33 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country. Outside of Tunis, the project holds 5 regional offices.

Objectives

The USAID funded TADAEEM Project is seeking to hire four Regional Grants Assistants, one in each of the regional hubs ─ Kef, Gabes, Kairouan and Tozeur ─ to provide support with the overall Grants Program in each Hub. The Grants Assistants will be responsible for: working directly with technical staff in each regional hub to generate well-articulated Requests for Applications (RFAs); engaging and training local civil society organizations, e.g. nonprofits, for profit firms, universities, and associations, among others, to generate impactful concept notes aligned to TADAEEM activities; collecting the information needed to develop RFAs and process grants; liaising between Washington D.C., Tunis, and other regional hub-based staff, TADAEEM and grantees. TADAEEM is seeking someone who is team-oriented, with excellent attention to detail, organizational skills and communication skills, who is experienced in developing civil society interest into impactful grants in a compliant manner.

Specific Tasks

  • Assist the overall Grant Program;
  • Provide support to the Regional Hub technical staff in developing SOWs and concepts for Requests for Applications (RFAs), as applicable;
  • Engage civil society to build interest in the TADAEEM grants program and mentor civil society organizations to develop impactful projects for a grant;
  • Liaise between the Washington D.C. and Tunis-based grants teams and his/her regional hub;
  • Serve as principal contact for all Grant Recipients in the Regional Hub;
  • Participate in post award kick off meetings;
  • Monitor the smooth implementation of grants by Grant Recipients;
  • Monitor Grant Recipient compliance with USAID rules and regulations during the implementation of grant activity;
  • Conduct site visits to grant recipients, as applicable;
  • Develop clear recommendations based on site visits to project sites, project implementation challenges and grantee inputs;
  • Collaborate with grantees to provide project management support, as well as guidance on USAID rules and regulations;
  • Daily communication with grantees, to optimize the relationship between TADAEEM and its grantees and to ensure timely organization and facilitation of activities related to the grant’s projects implementation;
  • Ensure that grants are progressing in a timely manner, and with the required level of quality;
  • Making suggestions to improve the Grants processes and systems;
  • Follow up with the grantees for submission of contracts, reports and other necessary documents and information;
  • Provide support in logistical arrangements, including Grant Information Sessions planning and implementation;
  • Support Tunis-based Grants Officers in all reporting and compliance activities, coordinate with the data needs of the Monitoring, Evaluation, and Learning team, and perform all other duties assigned by the Regional Manager; and,
  • Provide support with Grants-related vendors relations and procurement activities.

Reporting Requirements

The Regional Grants Assistants will report directly to his/her Regional Hub Manager, and take guidance from the Tunis-based Grants Team, as needed.

Critères d'éligibilité

  • Fluency in English, French, Arabic;
  • BA/BS degree;
  • Strong project management and time management skills;
  • Previous experience with USG/USAID grants management is preferable;
  • A demonstrated ability in support to development projects and in liaising and cooperating with Government officials, NGOs, media and other stakeholders;
  • Self-motivated and availability to work under pressure;
  • Team-oriented, possesses a positive attitude, and work well with others;
  • Flexible attitude and willing to work as required; and,
  • Excellent communication skills, including inter-personal.
