Background

The Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) is a project funded by the United States Agency for International Development (USAID). This 4-year governance project aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. The project, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team will work in 11 governorates, 31 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country.

Objectives

The Procurements Officer will provide support to the TADAEEM Office Team (technical, finance, administration and operations) in identifying and executing all program procurement needs.  organizing of office procurements as well as providing administration support in maintaining vendor files as well as supporting the coordination of project events.

Specific Tasks and Deliverables

  • Work with the technical leads to identify procurement needs, specifications and vendors;
  • Identify qualified vendors in the local market by conducted local market research (internet, phone calls and visits);
  • Manage process of Requests for Quotations (RFQ) for procurements including developing bidders list, developing statements of work, analyzing proposals and making recommendations for awards with justification;
  • Ensure that all procurement templates are used and processes are followed;
  • Liase with Operations Manager and Finance Manager to procure all needed office consumables including drafting purchase orders, signing for goods received, receiving invoices and managing the procurement;
  • Update the project inventory registry list and conduct regular inventory check and semi annual physical verification check for all program procurement in Tunis and the field;
  • Maintain files for all TADAEEM vendors including but not limited to purchase orders, invoices, and amendments to agreements;
  • Deliver checks for vendor payments and obtain vendor receipts;
  • Provide support to the Operations Manager in maintaining schedule and arrangement for Project events;
  • Ensure all procurement are in compliance with USAID rules and regulations, and Deloitte’s procurement manual;
  • Ensure adherence to procurement policies and procedures, including coordinating the implementation of contracts/procurement/grants policies and procedures, participating in bid-openings and technical and cost evaluations for all subprojects, and performing due diligence for awarded procurements;
  • Responsible for appropriate supplier selection/bidding processes for selected purchase requests, and supplier and contract pricing validation for all purchase requests. Prepare for bidding conferences and price comparative tables;
  • Check all bidders’ proposal documents, including verifying completion certificates and confirming the accuracy of registrations;
  • Work with the Operations Manager to develop, update and monitor a master deliverable calendar for all purchase orders;
  • Work with the COP and Operations Manager to identify purchase orders that may require modifications or cancellation due to financial or administrative non-compliance;
  • Close out each contract or PO once completed, according to established policies and procedures;
  • Actively contribute to information sharing and updates within the Project; and
  • Perform other duties as assigned by supervisor or project leadership.

Reporting Requirements

The Procurement Officer will report to the Procurement Manager, Director of Finance and Operations  and  Deputy Chief of Party (as needed).

Critères d'éligibilité

  • Minimum Years of Experieince: 4 years
  • Minimum Degree Required: Bachelor’s Degree in relevant field
  • Knowledge of procurement best practices
  • Past experience with international donor organizations
  • Good customer service skills
  • Good communications skills
  • English language proficiency (reading, writing, spoken)
