TADAEEM Tunisia Accountability, Decentralization and Effective Municipalities is a project funded by USAID and implemented by Deloitte. This 4-year governance project aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. The project, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team will work in 11 governorates, 31 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country.


The Operations Manager will oversee TADAEEM operations with specific attention to the following areas of operation:

Specific Tasks and Duties

  • Coordinate administrative tasks and operational activities including development and execution of project-supported specific events/initiatives;
  • Oversee project inventory, event planning, vendor relations and assist project procurement activities;
  • Coordinate activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees;
  • Maintain records, prepare reports and correspondence relative to the work;
  • Support sourcing and hiring of local resources;
  • Assist the Finance Director to track local staff compliance with time and expense policies and procedures ensuring timely and accurate time and expense submissions;
  • Ensure HR policies are followed within the office by all staff;
  • Assist the team/project in housing/office search; check and coordinate executing property leases;
  • Manage project operations staff;
  • Assist the Finance Director in maintaining admin. files for all national staff including but not limited to emergency information, employment agreement, leave approvals, and signed policy agreements;
  • Maintain files for each expat, including but not limited to residency visas, work permits, passports, and apartment leases; and supervise leave tracker for all national staff;
  • Negotiate agreements and manage project’s relations with hotels, travel agencies, car rentals, and such activities; and
  • Performs related work as assigned.

Reporting Requirements

The OperationsManager will report directly to the Chief of Party or the Deputy Chief of Party.

Critères d'éligibilité

  • Knowledge of the principles of office management including organization, work flow, forms, supplies, equipment, and procedures relating to filing, record keeping, correspondence, mail, procurement, stock keeping, and duplicating
  • Ability to communicate effectively
  • Ability to maintain favorable public relations
  • Ability to take initiative and make decisions
  • Past experience with donors’ projects is preferred
