Background

TADAEEM project is implementing USAID’s Tunisia Accountability, Decentralization and Effective Municipalities. This 4-year governance project aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. The project, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team will work in 11 governorates, 33 municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country. The project has one headquarters office in Tunis, and four regional offices in El Kef, Kairouan, Gabes and Tozeur. The project seeks to recruit a Data Analyst for the headquarters office in Tunis.

Objectives

The Data Analyst will be responsible for implementing a strategy behind solving municipality problems through data. This involves creating a strategy for managing the collection, standardization, ingestion, digitization, and visualization of all pertinent project data into the project’s selected data software. The Data Analyst is also responsible for collecting the local counterparts’ data needs and making recommendation on data solutions that would support those needs. The Data Analyst will need to be able to think critically on how data can be used to solve municipal issues and improve municipal services.

Specific Tasks and Duties

As directed by the Chief of Party and/or his/her designee, the Employee shall perform, oversee, and support the performance of the following specific tasks:

  • Managing the collection, standardization, and ingestion of all pertinent project data
  • Liaising and coordinating data activities across multiple municipalities and regional teams
  • Enabling user adoption of data tools and resources by working with municipalities to see immediate results, automate functions, and standardize processes
  • Collecting business requirements to tailor technology and data solutions to the needs of specific municipalities
  • Building local data capacity within municipalities, to include developing or evolving data sources, institutionalizing data quality enhancements, and supporting the organizational maturity of municipalities into more data-driven entities
  • Developing and administering trainings to municipal staff on proper data collection, management, and use, as well as training applicable TADAEEM staff on project supported data systems, processes and procedures
  • Assisting municipal staff develop their data and information strategy
  • Helping municipalities to establish a data repository
  • Maintaining regular communication with Tunis Technical Director, Technical Support Team Lead, and HO Data Advisors on all activities, compliance, risk management activities, and any other matters as they relate to data or information management
  • Contribute to other deliverables as needed.

Reporting Requirements

The Tunis Data Analyst will report to the Technical Support Senior Manager and the Regional Data Officers will report directly to the Regional Manager under the technical guidance of the HO Data Advisors and Technical Director, relevant HQ technical team members and report project indicators to the Technical Director and MEL Director.

Critères d'éligibilité

  • Bachelor’s Degree in Computer Science, Management Information Systems, Economics, Finance, Statistics, Mathematics, Engineering, Business Analytics disciplines, or related area
  • 3 - 5+ year(s) of experience with data analysis, statistical analysis and/or modeling, visualizations, or related area
  • Strong verbal and written communication skills in English.
  • Intermediate understanding of data analytics principles (i.e. governance, compliance, versioning, etc.)
  • Intermediate understanding of data management principles (i.e. ETL, metadata, archiving, quality assurance, security, privacy, etc.)
  • Intermediate Microsoft Office skills, especially PowerPoint and Excel
  • Experience with projects related to data collection, storage, and analysis.
  • Analytical ability to delve into detail while maintaining a broader business perspective on issues
  • Intermediate to advanced knowledge of process documentation and low-level requirements collection
  • Must be very comfortable working independently in ambiguous environments, and must have the ability to strategically plan courses of action and execute on them
  • Strong problem solving and troubleshooting skills with the ability to exercise mature judgment
  • Previous USAID contract, consulting, and/or professional services experience (Preferred)
  • Experience with the ArcGIS Suite, specifically ArcGIS Online (Preferred)
