Title: Strategic Investments Advisor 

Length of Assignment: Short-Term (recurring short-term advisory services) Reports to: Chief of Party 

  1. BACKGROUND 

The USAID-funded Visit Tunisia Activity is a 5-year project designed to enhance Tunisia’s  tourism potential, with the goal of generating revenue and jobs, particularly for women and  youth, and for populations in underserved regions of the country. The overall vision behind  USAID’s investment in Tunisia’s tourism sector is to capitalize on Tunisia’s natural, cultural,  

heritage and historical sites to develop a more diversified and high-quality tourism sector that  contributes to broad-based economic growth. Through this activity, USAID seeks to contribute  to Tunisia’s growth and development to offset the negative economic impact of the coronavirus  crisis. Through four program objectives, Visit Tunisia activities will contribute to the following  high-level results: 

  1. Increase in the number of tourists; 
  2. Increase in the number of jobs in the tourism sector; 
  3. Increase in tourism revenue, and; 
  4. Increase in private sector-led investment and innovation in the tourism sector.

  2. POSITION DESCRIPTION 

The Strategic Investments Advisor (“The Advisor”) will assist the Chief of Party with investment and access to finance activities related to the tourism sector. On the operational level, the Advisor  will design, implement, and oversee strategic financial transaction activities that will lead to  increased investments into the tourism sector including investments in Tunisian corporations,  SMEs, start-up businesses, as well as PPPs. The Advisor will provide guidance on the execution  of strategic partnership activities to generate private and public investment in Tunisia. To this  end, the Advisor will work closely with domestic and international investors to achieve these  objectives. On the strategic level, the Advisor will design the strategies that allow the tourism  sector to become more competitive, and hence create more jobs. The designed strategies must  take into account the macro environment the firms are operating in with a focus on high-potential  projects with inclusive employment potential. The Advisor will focus their efforts on projects  and regions that are aligned with GoT priorities, poised to leverage Tunisia’s cultural and natural resources as a competitive advantage, and whose upgrading strategies present an opportunity to  increase tourism contribution to GDP.  

  1. DETAILED RESPONSIBILITIES 

This position requires strong inter-personal, communication and business skills to complete the  tasks associated with its broad responsibilities, including the illustrative responsibilities below: 

  • Develop a pipeline of Tunisian corporations, SMEs, and start-up businesses with high potential to close an investment or PPP transaction during the life of the Visit Tunisia’s project; 
  • Coordinate with both the public and private sectors to design, structure and close PPP  transactions; 
  • Conduct initial investment readiness assessments of Tunisian businesses to determine  potential project interventions to facilitate investment or joint-venture transactions; Provide transaction advisory services to a pipeline of identified Tunisian corporations,  SMEs, and start-up businesses to address capital raising issues identified during investment  readiness assessment activities; 
  • Support investment facilitation activities including identifying potential investors,  developing initial investor engagement strategies, outreaching to potential investors, and  organizing potential investor roadshows and/or forums. 
  1. QUALIFICATIONS 
  • Minimum of 10 years of experience in investment banking and/or private equity  including management experience; 15 years of experience preferred 
  • Experience in fund raising and closing financial transactions; 
  • Experience working in, or collaborating with both the private and public sectors; Excellent writing and oral presentation skills; 
  • Skilled at relationship management, with strong interpersonal and negotiating skills; Experience with USAID projects is desirable; 
  • Fluent English. Arabic and/or French is desirable.  
  1. REPORTING:  

The Strategic Investments Advisor will report to the Chief of Party. 

  1. LEVEL OF EFFORT AND PERIOD OF PERFORMANCE 

The duration of this short-term assignment will be up to 100 days to take place on/about May 1,  2022 – April 30, 2023.  

  1. LOCATION OF THE ASSIGNMENT  

This assignment will be performed in Tunisia.
