Context:

The National Democratic Institute for International Affairs (NDI) is seeking candidates for the position of a Senior Program Officer (SPO) for a duration of one year, based on the availability of funding, starting on 15 July 2023. Position is based in Tunis.

The Elections program supports Tunisian civil society’s efforts to monitor electoral processes and issue recommendations that contribute to greater electoral integrity.

The SPO will coordinate the NDIs elections project with the Tunisian domestic observation CSOs.  

More specifically, under close supervision of the Senior Program Manager, the SPO will ensure the following ESSENTIAL DUTIES AND RESPONSIBILITIES  (Other duties may be assigned) :

 

  • Lead proper planning, implementation, and evaluation of USAID-funded elections program. 
  • Represent NDI in high-level meetings, briefings, and presentations
  • Prepare and deliver targeted electoral law trainings for partners; provide high-level briefings on technical aspects of the program for donors and other organizations
  • Oversee logistical arrangements for election day observations in coordination with the Program Assistant
  • Provide training sessions to partners according to their needs 
  • Monitor political and media news related to the program; share relevant information with the team. 
  • Coordinate with partners and staff/consultants the planning, Implementation, and execution of their communications strategy,
  • Evaluation of partners’ programs and activities;
  • Contribute to the planning, design, and evaluation of the pre-election and post elections assessment, 

 

  • Produce regular analyses of the election environment.

 

  • Responsible for coordinating orientation/briefing sessions and post-election debriefing.

 

  • Working on translation/interpretation tasks

 

  • Drafting and reviewing written reports

 

  • Monitor partners activities

 

  • Carry out any other potential tasks as needed.

 

Critères d’éligibilité :

 

QUALIFICATION REQUIREMENTS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required.  

 

EDUCATION and/or EXPERIENCE

Experience with organizing international election observer missions and/or domestic election missions. 

Substantial experience in political organizing and capacity building.  Demonstrated ability to work effectively with senior political leaders.    Previous work experience in cross-cultural settings outside of the person’s country of origin is desired.

Required education level :  4-year degree; masters degree, desirable 

Minimum experience requirements :  

  • 5 years experience with Tunisian civil society OR
  • 3 years experience working on USG- and/or EU-funded projects

 

LANGUAGE SKILLS

Excellent analytical, written and oral communications skills to effectively present information and respond to questions before public groups and prepare and edit written reports. 

Arabic/French fluency; English language proficiency

 

 

REASONING ABILITY

Capacity to work as a team leader, independently and as a member of a team; possess negotiating and interpersonal skills, strong political acumen and the ability to analyze political events and assess their relevance to the elections.

 

Understanding of the political, social and economic environment of the region, ability to analyze multiple issues and develop project-specific recommendations.  

 

Appreciation for the particular role of non-governmental organizations, and NDI’s unique comparative advantages in assisting democratic development internationally.

  • Ability to delegate to other members of the team. 

 

  • Ability to closely collaborate with other organizations.

 

  • Working knowledge of Google Workspace applications.

 

  • Working knowledge of grant funding, budget and accounting procedures.
