SPARK develops higher education and entrepreneurship, so that young ambitious people are empowered to lead their post-conflict society into prosperity. SPARK is a dynamic and growing not-for-profit development organization with over 80 staff members that helps young entrepreneurs to start or grow their own businesses. SPARK helps displaced youth to access higher education in conflict areas. Moreover, SPARK assists post-secondary education institutions to reform their curricula to better meet the needs of the labour markets. Based in Amsterdam, SPARK has offices in among others Abidjan, Amman, Beirut, Belgrade, Bujumbura, Gaziantep, Erbil, Hargeisa, Juba, Kigali, Monrovia, Ramallah, Sanaa and Tunis.

 

Overall Purpose

SPARK is currently implementing a three-year programme entitled LEAD: Local Employment for Africa Development. The program supports SME’s through tailored coaching, training and access to finance and markets. As part of its intervention, Spark will provide support to Kairouan Business Center (Centre d’Affaires) by developing and implementing a targeted communication strategy aimed at improving the visibility and reach of the centre and improve its service delivery to better meet the needs and expectations of SMEs and young entrepreneurs.

 

Main Tasks and Responsibilities:

Under the supervision of the LEAD Tunisia Program Manager, the Consultant is expected to develop a detailed communication strategy and produce a communication plan to be adopted by the Centre d’ Affaires. The Consultant shall provide technical expertise to key staff at the centre in capacity building on knowledge management, particularly in the development and implementation of the communication strategy.

The consultant is expected to deliver the following:

  • Make a diagnostic of the situation by meeting with key staff, analysing the available documents and understanding the function of the centre and its purpose.
  • Develop and assist the implementation of a Communication Strategy to promote Kairouan business centre and contribute to the implementation of its main activities and improve the visibility of its services.
  • Develop a Communication Plan to support the implementation of the Communication Strategy. This plan should detail (among other things) the specific activities to be carried out, their costs, the timing of their implementation, and the main actors involved
  • Design appropriate communication tools and promotion materials (Website, social networks, leaflets, technical sheets, posters, etc.) to support the agreed communication activities
  • Design and implement an approach to ensure a rigorous follow-up and a relevant assessment of the implementation of the communication strategy by proposing measurable indicators
  • Train a member of the staff of the centre to monitor communication activities and carry on Community management and develop a training manual to ensure continuity of communication activities within the team of the centre

 

To fulfil his/her mission, the Consultant will work in close collaboration with the Manager of the Centre as well as the LEAD Programme Manager and more generally, all the stakeholders involved in its implementation.

 

Expected results/Outputs/ Deliverables

At the end of each task/responsibility, the consultant will prepare and submit a report on the development of communication activities to measure the results achieved compared to what has been planned.

In addition, he is required to provide the following deliverables:

 

  • Diagnostic of the current situation in terms of communication activities
  • A communication strategy
  • A communication plan
  • A report on the approach to follow in order to monitor and evaluate the implementation of the communication strategy (list of indicators)
  • A training manual for the centre to monitor communication activities and especially community management to ensure sustainability within the centre

Critères d'éligibilité

  • Hold at least a bachelor's degree in the field of communication or a similar field or other equivalent degree
  • Have 10 years of experience in the field of communication
  • Master the tools and software useful for communication
  • Have experience in the development of communication products, and know how to use certain equipment
  • Have participated in at least 3 strategic projects as project manager in the field of communication
  • Ability to collaborate with team members, and work under pressure;
  • Show creativity
  • Be willing to travel
