POSITION DESCRIPTION

Position Title: Small-Scale Renewable Energy Specialist 

Position Classification: Long-Term, Full-Time

Location: Tunis, Tunisia

Background: The Power Tunisia activity seeks to advance self-reliance in Tunisia by strengthening the country’s institutional capacity to manage, operate, and maintain a modern, diversified and financially sound electricity system. The activity has three core objectives: 

  • Objective 1: Strengthening the Tunisian Energy Sector’s Performance
  • Objective 2: Diversifying and Securing Energy Supply
  • Objective 3: Promoting Advanced Technology Pilots and Partnerships

Position Overview: Support the Renewable Energy Lead / Sr. Transaction Advisor in the successful planning and implementation for all renewable energy technologies (expected to be predominately small-scale household and small business rooftop solar activities) supported under the program. The Small-Scale RE Specialist plays a leading role in the design and delivery of Power Tunisia’s RE work specific to supporting adoption of RE technologies by owners of single-family homes and small apartment buildings in Tunisia. He/she will work within the Program and selected partners to raise awareness and engage public stakeholders on benefits and incentives for residential rooftop solar. He/she will work closely with microfinance institutions to design, establish, and rollout rooftop solar incentive programs. 

Detailed Responsibilities: The Employee shall perform the following general functions:

  • Lead in the identification of geographies and demographics where there is an increased potential demand for new and existing small-scale RE 
  • Working with IFIs, commercial banks, and RE developers to design a microfinance lending program to incentivize household clean energy lending
  • Liaise with microfinance institutions to design and deliver a national program resulting in the increased uptake of small-scale technologies
  • Lead in engaging Tunisian stakeholders in increasing awareness and understanding of Power Tunisia’s RE program, including supporting the development of promotional/awareness materials and playing a lead role in delivering virtual and in-person educational seminars, workshops, roundtables where potential residential building owners can learn about the program
  • Support co-investment for RE projects via social programs or portfolio-based approaches
  • Manage delivery of small-scale RE projects receiving support from Power Tunisia from inception to completion
  • Work with other project technical staff to develop and maintain investment project pipeline with microfinance institutions and aggregators, highlighting barriers to project development and opportunities for advancement
  • Develop and deliver trainings to public and private sector stakeholders (small businesses, households, etc.) on small-scale RE programs highlighting benefits and cost savings 
  • Partner with internal and external resources to gather data and understand of key RE metrics including but not limited to; customer count, program budget analysis, reported savings and program spending
  • Other duties as assigned

 

Supervisor and Reporting Responsibilities: For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report directly to, and be supervised by the position of Renewable Energy Lead / Sr. Transaction Advisor. The Employee’s Supervisor may change from time to time on an ad hoc or temporary basis depending on the needs of the Project.

Qualifications: 

  • Bachelor’s degree from an accredited college in engineering, finance, management or other relevant degree (Master’s preferred)
  • Experience working with the private sector, donor institutions, financial institutions, solar installers, and/or project developers
  • Minimum 7 years of professional experience working in the RE energy sector in design and delivery of solar PV support projects, the in sale of  PV projects to households and small business, and/or in engagement with microfinance institutions
  • Well-versed in how other inclusive, small-scale RE support programs have been designed throughout the MENA region and around the world
  • Knowledge of project and balance sheet finance as well as risk mitigation tools and experience support of supporting small-scale RE projects with households and small businesses
  • Significant experience in resolving a wide range of problems arising in delivering small-scale RE projects
  • Familiarity with Tunisian real estate, residential communities who can benefit from installed residential RE systems
  • Knowledge of Government of Tunisia laws, rules and procedures with respect to the development and delivery of small-scale RE projects
  • Previous experience designing and delivering outreach and training programs preferred
  • Experience in Tunisia required; experience in other MENA countries preferred
  • Prior experience on a donor-funded energy sector project delivery. USAID-funded project preferred
  • Fluent in French and Arabic required 
  • Fluent in English (both oral and written) preferred
