Context

Search for Common Ground

Since 1982, Search for Common Ground (Search), an international non-governmental organization, has been working to transform the way the world deals with conflict: away from adversarial confrontation, toward cooperative solutions. We work with partners on the ground to strengthen local capacity to deal with conflict. Operating within 36 countries, Search uses creative, multi-faceted approaches to help divided communities understand differences while working toward commonalities. Search has been working in Tunisia since 2011 and works to promote a culture of dialogue and social cohesion through a combination of youth leadership initiatives, dialogue facilitation, and conflict sensitivity media training. The Project

Search-Tunisia is implementing a 18 months project that leverages mass media to promote democratic consolidation and youth leadership. Search strongly believes that fostering youth engagement in the political sphere holds the potential to develop a lifelong engagement in the democratic process and sustain Tunisia’s democratic transition. Based on this belief, Search and its production partner Ma’an network will produce a reality television program to increase young women and men’s interest in constructively participating in politics, peacefully engaging with their national and local governments, and improving mutual understanding and trust, ultimately contributing to higher youth turnout in the 2019 elections in Tunisia.

The overall objective of the project is to reignite Tunisian youth participation in inclusive democratic processes.

The goal will be achieved through the following two specific objectives:

  • Increase Tunisian youth’s knowledge of and support for democratic political processes at the local and national level.
  • Promote a conducive environment for youth’s participation in formal politics.

Goal and Objectives of Study

The baseline study will be designed to produce benchmark data linked to the specific objectives and expected results of the project so that progress toward the achievement of these goals can be measured during the final evaluation. Search will ensure that the same structure is used for the final evaluation for comparison of baseline to final evaluation data.

More specifically, the baseline study aims to:

  • Analyze perceptions of and attitudes towards youth engagement and participation in democratic processes in the target areas;
  • Understand how the youth is engaging in politics and democratic processes and the role of media in shaping youth’s interest and understanding of democracy;
  • Assess the projects’ Objectives, Indicators and Theories of Change (TOC);
  • Draw recommendations for programming to ensure “Do No Harm” and conflict sensitivity are respected in the project;
  • Draw upon findings to form recommendations for “The media for social change” project and other media and peacebuilding programming on youth engagement in democratic processes.

Key Questions of the Study

The Baseline study will develop data collection tools to gather information on the following areas of perceptions, attitude and behaviors towards youth engagement and participation in democratic processes in the target areas and the indicators identified in the logical framework of the project.

The baseline study seeks to answer the following research questions:

OB 1 – Perceptions and attitudes towards youth

  • How does the Tunisian society at large (youth, adults, etc.) and key stakeholders (CSOs, medias, local authorities and political parties’ representatives) perceive youth participation in democratic processes?
  • Is there any gender-based difference in the way young female and young males engaged in politics are perceived by female and male categories of the society?
  • What are the attitudes towards youth political engagement of other youth, adults and other categories of the Tunisian society?

OB 2 – Youth’s level of engagement

  • How do young people engage in politics? What is their level of participation? What behaviors and actions do young people regard as political engagement?
  • To what degree young people feel that there are opportunities to participate meaningfully in political affairs and democratic processes?
  • According to young people, what could be done to make democratic processes more inviting to young people?
  • Which role does social media and other media play in shaping youth’s interest and understanding of democracy?

OB 3 – Baseline value and project logic

  • Which are the baseline values of the project’s indicators?
  • Is the theory of change relevant, well-articulated and appropriate to the context? How could it be improved and/or strengthened?

OB 4 – Do no Harm

  • What are the contextual and project-related risks that require monitoring?
  • What can the project do to assure it is conflict sensitive and respects “Do No Harm”principles?

OB 5 – Recommendations

  • How could Search leverage its intervention to reignite Tunisian youth participation in inclusive democratic processes and achieve enduring change in the Tunisia context?
  • What are the main recommendations to inform this current project and similar programming in Tunisia or elsewhere?

Geographic Locations

Since the TV show and the social media platform will be broadcast across the country, the communities to be surveyed will be drawn randomly to ensure high level of representativeness. The approximate total number of the sample will be around 1500 individuals.

Methodology and Data Collection Tools

The baseline methodology will be defined by the consultancy company, based on SFCG requirements. The consultancy company shall determine the appropriate sample size in consultation with SFCG. These figures will take into consideration the target population and the project areas. (S)He will develop the sampling criteria, methodology and tools of the baseline in consultation with SFCG management and DM&E coordinator. The field research cannot be done without getting the formal approval on the methodology, sampling and the overall baseline design. SFCG request that the methodology must include the following approaches:

  • Inclusiveness: the methodology should ensure to include a wide range of viewpoints
  • Mixed-method approaches: both qualitative and quantitative methods need to be included in the methodology. A literature review, a perception survey among the community and Key Informant Interviews with community stakeholders and key people is a must.

To ensure a better understanding of the key issues that will be addressed in the project, the data will be disaggregated by age and sex, as well as by geographical location. Search’s Institutional Learning Team will approve the final methodology and tools before data collection begins, as well as provide feedback on the report.

Furthermore, as part of the data collection and analysis process, the consultant is required to respect the following Ethical Principles

  • Comprehensive and systematic inquiry: Consultant should make the most of the existing information and full range of stakeholders available at the time of the review. Consultant should conduct systematic, data-based inquiries. He or she should communicate his or her methods and approaches accurately and in sufficient detail to allow others to understand, interpret and critique his or her work. He or she should make clear the limitations of the review and its results.
  • Competence: Consultant should possess the abilities and skills and experience appropriate to undertake the tasks proposed and should practice within the limits of his or her professional training and competence.
  • Honesty and integrity: Consultant should be transparent with the contractor/constituent about: any conflict of interest, any change made in the negotiated project plan and the reasons why those changes were made, any risk that certain procedures or activities produce misleading review information.
  • Respect for people: Consultant respect the security, dignity and self-worth of respondents, program participants. Consultant has the responsibility to be sensitive to and respect differences amongst participants in culture, religion, gender, disability and age.

Deliverables

Search expects the following deliverables from the consultancy company:

  • A baseline plan (inception report) detailing a proposed methodology, sampling strategy, tools, calendar, and the literature review;
  • Training of enumerators;
  • Supervision and participation in data collection;
  • Oversight of the data coding process;
  • Submission of all databases to Search
  • Analysis of the data collected and production of a draft baseline report in English, for review by Search staff and partners;
  • A Final Report in English (40 pages max in length, excluding appendices) consisting of:
    • Table of contents
    • Abbreviations
    • Executive summary of methodology, limitations, key findings and recommendations
    • Background information (project specifics)
    • Methodology: Objectives, data collection and analysis and limitations of the study
    • Research findings, analysis, with associated data presented (should be structured around the main objectives and should cover all indicators)
    • Indicator table showing all baseline indicators
    • Appendices, which include detailed research instruments, list of interviewees and terms of references

Logistical Support

Search will share with the consultant all the available project documents and background materials, including the project proposal and logframe, M&E plan and all other relevant documents needed for the baseline. Search will also share recent research done with similar projects to help inform the literature review and facilitate complementary research.

Costs for all transportation should be included in the submitted proposals

Timeline

The total number of working days for the baseline survey will be 25 working days spread over the 30 days period from the date of signing the contract. The following timeline will be followed:

 

Critères d'éligibilité

  • Proficiency in English and Arabic (written and spoken);
  • More than 5 years of experience in project evaluation for similar media programs or the equivalent expertise, including innovative methods;
  • Experience working with international organizations;
  • Demonstrated qualitative and quantitative data collection skills;
  • Considerable experience and expertise in evaluating youth political engagement programming;
  • Prior experience in conducting baseline studies;
  • Prior experience in dealing with sensitive issues and contexts
