World Learning is a leading international non-profit organization focusing on education and workforce development. We are seeking an experienced Senior Workforce Development Advisor for USAID’s Tunisia Resilience and Community Empowerment (TRACE) program, focused on promoting social cohesion, reducing communities’ risk of instability and increasing resilience to violent extremism. The program aims to strengthen the voices of underrepresented groups and actively engage community members as participants and leaders in the full cycle of design, management, and evaluation of development activities.

Responsibilities

  • Design and lead activities targeting the development of the youth workforce of Tunisia;
  • Oversee activities that create links between Tunisia’s youth and private sector partners;
  • Create and promote activities that increase Corporate Social Responsibility practices in Tunisia;
  • Assist local government officials, businesses and CSOs in identifying opportunities to engage and support marginalized youth including activities such as youth-led initiatives, competitive grants for youth led activities, job matching and support for micro-enterprise to provide livelihoods, as well as sports, arts and community service activities;
  • Facilitate the development of mechanisms for coordination, collaboration, consensus and trust building among key local actors including the government, private businesses, civil society organizations, women, media, citizens, youth, and other stakeholders;
  • Provide technical advice and training to community stakeholders to develop strategic locally-led approaches to build consensus around and address vulnerabilities;
  • Advise the Chief of Party and other project staff on various technical fields related to the program and help design the strategy and approaches to achieve expected results;
  • Other duties as assigned.

Critères d'éligibilité

  • Master’s degree in business, economics, international development, or a related field
  • At least 7 years of experience in the creation of private sector linkages, coordinating internships and apprenticeships, job matching services, youth entrepreneurship promotion
  • Experience conducting labor market analyses, with a strong familiarity of both small and large scale formal and informal enterprises employing youth, as well as in identifying micro and small business opportunities
  • Experience working with private sector advisory boards to determine labor needs
  • History of collaborative engagement with local government and civil society
  • Experience promoting youth entrepreneurship, self-employment, or freelancing
  • Demonstrated understanding and technical capacity in the development, coordination, implementation of complex and diverse sets of interventions that can produce expected outcomes
  • Experience working with international organizations and donors in Tunisia
  • Professional level of verbal and written fluency in Arabic and French required
  • Fluency in English preferred but not required
  • Commitment to the principles of inclusive approaches to programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status
  • Strong understanding of issues faced by women and youth populations related to education, employment, human resource development, skills training, and job creation
