Green Finance Networking, Partnerships and Ecosystem Development

Position : Senior Technical Expert (Consultant)

Type of Assignment : Individual Consultancy

  1. Background

Education For Employment Tunisia (EFE Tunisia) is implementing the project “Inclusive Green Finance to Support Green Entrepreneurship in Tunisia” in partnership with SPARK under the EU-funded Green Forward Programme and the Danish Chamber of Commerce (DCC) through the DAPP Youth Inclusive Entrepreneurship Programme (YIEP), with technical collaboration from MedWaves.

The project aims to strengthen Tunisia’s green entrepreneurship ecosystem by improving the capacities of Business Support Organizations (BSOs), particularly Microfinance Institutions (MFIs), to facilitate access to inclusive green finance while strengthening collaboration between financial institutions, policymakers, investors, entrepreneurship support organizations and green SMEs.

One of the flagship activities of the project is the organization of a National Green Finance Networking and Matchmaking Event, bringing together approximately 100 key stakeholders from the green finance ecosystem.

 

  1. Objective of the Assignment

The overall objective of this consultancy is to design, organize, facilitate, and document the National Green Finance Networking and Matchmaking Event, as well as support the launch of the National Working Group on Green Finance.

Under the supervision of EFE-Tunisie, the consultant will provide both technical and logistical coordination to ensure the successful planning and implementation of these activities. The consultant will be responsible for delivering a high-impact, results-oriented event that goes beyond a traditional conference by fostering meaningful networking, facilitating strategic partnerships, stimulating policy dialogue, and creating concrete collaboration opportunities among key actors of Tunisia’s green finance and green entrepreneurship ecosystem.

  1. Scope of Work

The consultant will work closely with EFE Tunisia, the Project Coordinator, SPARK, DCC and MedWaves.

 

The assignment will include the following components.

  1. Ecosystem Mapping and Stakeholder Engagement

The consultant will:

  • Review existing ecosystem analyses and mapping studies.
  • Identify and prioritize relevant ecosystem actors.
  • Update the national stakeholder database.
  • Develop a stakeholder engagement strategy.
  • Conduct targeted consultations where needed.
  • Recommend keynote speakers and panelists.

  1. Technical Design of the Networking Event

The consultant will design the complete technical architecture of the event including the event concept with event objectives, expected outcomes, agenda, feasible discussion formats (keynote sessions, panel discussions, interactive sessions, networking methodology, matchmaking methodology, and facilitation approach)

The consultant will also define participant profiles, identify priority discussion themes, prepare moderator guidelines and develop session notes

  1. Matchmaking Design

The consultant will design and implement a structured matchmaking methodology.

Matchmaking activities may include participant profiling, partnership interest questionnaire, participant list, matching methodology, bilateral meeting scheduling, facilitation tools and MoU templates

  • Matchmaking Matrix

  1. National Working Group on Green Finance

The consultant will design and facilitate the launch of the National Working Group.

Responsibilities may include drafting Terms of Reference, facilitating stakeholder consultation, defining governance arrangements, proposing working modalities and identifying priority thematic working groups

  • Governance Framework : Membership Framework, Secretariat arrangements Decision-making procedures

  1. Networking Event Facilitation

The consultant will facilitate technical sessions and support keynote speakers. 

He/she will identify moderators for panel discussions among key stakeholders., facilitate matchmaking meetings and guide partnership discussions. He/she will support MoU signature sessions. He/she will facilitate the launch of the National Working Group

  1. Documentation and Knowledge Products

Following the event, the consultant will prepare:

  • comprehensive event report
  • participant analysis
  • partnership analysis
  • lessons learned
  • recommendations
  • policy recommendations
  • roadmap for Phase II

The main deliverables will be submitted to EFE and SPARK for review before finalization

 

  1. Expected Results

The consultant will contribute to achieving the following project targets:

  • One national Green Finance Networking Event successfully organized.
  • Around 100 participants representing financial institutions, BSOs, investors, SMEs, public institutions and development partners.
  • At least 10 partnership agreements or MoUs facilitated.
  • Launch of the National Working Group on Green Finance.
  • Production of policy recommendations for strengthening inclusive green finance in Tunisia.
  1. Duration and Level of Effort

The assignment will be implemented over a period of three (3) months, with an estimated level of effort of 30 working days. The consultant will provide technical support throughout the planning, preparation, implementation, and post-event follow-up phases.

The National Green Finance Networking and Matchmaking Event is tentatively scheduled to take place during the first two weeks of October 2026. The consultant shall ensure that all preparatory activities, stakeholder engagement, event implementation, and post-event deliverables are completed in accordance with the agreed work plan and timeline.

Throughout the assignment, the consultant is expected to maintain regular availability, ensure close coordination with the EFE-Tunisie team, and participate in coordination meetings and consultations as required to ensure the timely delivery of all expected outputs.

All direct costs related to the organization of the networking event(s), including venue rental, catering, audiovisual equipment, communication materials, participant logistics, and other event-related expenses, will be covered directly by EFE-Tunisie. Consequently, the consultant’s financial proposal should include only professional fees and any assignment-related expenses that are not directly procured or covered by EFE-Tunisie, in accordance with the agreed budget and contractual terms.

 

  1. Required Qualifications

The consultant should possess:

  • Master’s degree in Finance, Economics, Entrepreneurship, Sustainable Development, Environmental Management, Public Policy or related field.
  • At least 10 years of relevant professional experience.
  • Demonstrated expertise in:
    • Green Finance
    • Sustainable Finance
    • Entrepreneurship Ecosystem Development
    • SME Development
    • Private Sector Development
  • Proven experience organizing high-level networking and investment events.
  • Strong network within Tunisia’s entrepreneurship and financial ecosystem.
  • Experience engaging public institutions, financial institutions, investors and international organizations.
  • Excellent facilitation and moderation skills.
  • Excellent report writing skills.
  • Fluency in English and French (Arabic is an asset).

About DAPP YIEP Program

The Danish Arab Partnership Program (DAPP) was established in 2003 by the Danish Ministry of Foreign Affairs (Danida). The current phase of the DAPP (2022-2027) focuses on employment and human rights in the MENA region, with a primary focus on youth. The activities focus on Morocco, Tunisia, Egypt, and Jordan, and address some of the root causes of youth migration to Europe. The objective of the Youth Employment and Entrepreneurship Programme (YEE) is to increase youth employment through entrepreneurship and enterprise development. To achieve this goal, YEE is implementing the Youth Inclusion and Employment Project (YIEP), which has as its main outcome that young women and men have increased employability and engage in entrepreneurship.
