ACTED opened its offices in Tunisia in 2011, initially to manage the response to the Libyan crisis, and then rapidly expanded in Tunisia through the creation of partnerships with local organizations. ACTED has first built a local presence through its partner in Tunisia, We Love Sousse. Together, ACTED and WLS have developed projects that value and strengthen the capacity of young people to become actors of change. ACTED has been providing technical support to WLS since 2019 in order to strengthen the resilience of vulnerable youth and women to violent extremism 

In the framework of these projects, ACTED encourages the various stakeholders, whether they are citizen groups, civil society organisations, private sector actors and public authorities to work together effectively to co-construct solutions. 

Context of the position and key challenges 

The humanitarian area access officer must ensure the safety, security, and integrity of ACTED staff, assets, premises, and programs in country, in particular by constantly monitoring and anticipating safety and security risks, by designing and enforcing context-specific risk mitigation rules and procedures, by closely monitoring movements, by ensuring MOSS compliance. He/ She must ensure to build and maintain ACTED acceptance in the areas of intervention, by developing a strong network, communicate effectively with local stakeholders and promote ACTED’s value as well as promote compliance with the Humanitarian Principles.  

 

Key roles and responsibilities  

  • Provides strong and relevant context and risk analysis.  
  • Ensures compliance with ACTED guidelines and protocols.  
  • Develops and maintains a solid network, notably in actively participating in coordination meetings with other humanitarian actors (INGOs, local CSOs, UN, etc.) 
  • Works on daily security management: premises assessment, monitoring of movements and activities, overseeing of communication, implementation, and monitoring of rules and mitigation measures.  
  • Ensures good relationships with local stakeholders.  
  • Ensures ACTED acceptance in the areas of intervention. 
  • Provides or organizes training and briefing.  

 

Required qualifications and technical expertise 

  • Strong knowledge of the Libyan context.  
  • Strong analytical skills.  
  • Good communication skills.  
  • Technically proficient with Excel and Word.  
  • Proficient in English (Reading, writing and speaking) and in Arabic (Reading, writing and speaking). 
  • Mapping skills are an advantage. 

 

Conditions 

Job Title: Senior Security Officer   

Duty Station: Tunis, Tunisia 

Under the Supervision of: Country Director 

Working Hours: Full- Time Position -40h per week 

Type of contract: Fixed Term Contract, 6 months (Renewable). 

Estimated Start date: As Soon As Possible 

Salary: Salary defined by the ACTED salary grid based on level of education, expertise and level of experience.
