About Ma3an Project:

Ma3an is a seven-year (2018-2025) USAID-funded project (now in Year 5) with the goal to increase Tunisian youth civic engagement and economic empowerment to advance progress towards sustainable, inclusive development in Tunisia.  Ma3an’s objectives include: (1) Youth have improved access to skills, services, and opportunities for civic engagement and economic empowerment, and (2) Tunisian youth lead and meaningfully participate in activities to address youth and community priorities. In its remaining three years, Ma3an will capitalize on the strong foundation of youth leaders, safe spaces, and local partners in its 33 communities and will engage more youth and partners who can offer additional assets to ensure that a wide representation of Tunisia’s most underserved youth can benefit from skills, services, and opportunities they need to secure their livelihoods and contribute to their communities. This includes working with Tunisian youth-serving and youth-led organizations to implement promising youth economic empowerment models in Tunisia and to design and apply a youth-led social entrepreneurship program. Ma3an will also work with local partners to design and implement a youth-led youth economic empowerment (YEE) collaborative action planning process that will result in supporting priority solutions within target governorates to improve the economic enabling environment and access to services that empower and expand youth access to economic opportunities.

In order to reinforce our Program Department, we are looking for qualified candidates for qualified candidates for the position of Senior Program Officer for Tunis.

Position Responsibilities

  • Works closely with the program management and assisting with troubleshooting, updates work plans, and ensuring effective implementation of program activities
  • Collaborates with the program management team to assist in ensuring project needs and requirements are met.
  • Assists the project team with the coordination and management of grants, project materials, and information
  • Supporting coordination of logistics and facilitation of project workshops and events in communities in Tunis, Zaghouan, and Ben Arous
  • Communicating regularly and collaborating closely with the selected local partners on the implementation of project activities
  • Engaging and maintaining positive and strong relationships with community stakeholders
  • Monitoring the implementation of grantee activities, including conducting site visits
  • Maintaining accurate and complete files of grants documentation
  • Tracking performance against project timelines, budget, objectives, and deliverables
  • Reviewing and screening grant applications for eligibility criteria and supports the grants selection process
  • Supporting selected grantees in developing their full proposals and ensures that they submit complete supporting grant documentation; ensures submission of complete grant packages to Grants department.
  • Monitoring the implementation of grantee activities, including conducting site visits
  • Maintaining accurate and complete files of grants documentation
  • Coordinating the provision of technical assistance by relevant technical experts to grantees
  • Ensuring accurate grant close-out processes
  • Tracking performance against project timelines, budget, objectives, and deliverables
  • Assisting as needed with translating program documents (into/from English, French, and/or Arabic)
  • Communicates grants deliverables and requirements to all involved departments in an efficient manner.
  • Ensure proper documentation management and filing.
  • Communicating and coordinating as needed with other members of the project team
  • Providing inputs to, and ensuring, delivery of high-quality deliverables to clients.

 Other Responsibilities

  • Perform any other reasonable duties as assigned by the COP or his designee.
  • Respect and abide by all the internal regulations of FHI platform office

Critères d'éligibilité

  • Bachelor’s degree or its international equivalent in Business Administration, Finance, Accounting, International Administration, International Development, International Business, Management, Public Administration or a related field
  • Five to eight (5-8 years) of relevant professional experience on international development programs and/or work in the civil society sector of Tunisia and/or other countries
  • Experience managing relevant programs in the target communities, such as youth development and/or community engagement/mobilization programs in Ben Arous, Tunis and Zaghouan
  • Experience with design and management of civil society grants programs preferred
  • Familiarity with international development donors’, particularly USAID, programs, rules and regulations highly desired
  • Ability to work effectively with local partners and stakeholders
  • Ability to work effectively in a highly collaborative team
  • Strong analytical, communication, organizational, writing, and interpersonal skills
  • Fluency in French and/or Arabic; Excellent oral and written communication skills in English strongly preferred
