GENERAL INFORMATION 

The Embassy of the Kingdom of the Netherlands in Tunis (“the embassy”) is implementing its multi-annual  strategic plan (MLS) aligned with intensified Dutch cooperation in Tunisia on five priority themes: Security,  Migration, Rule of Law, Employment and Human Rights.  

The embassy is currently recruiting a local Senior Policy Officer Rule of Law (PO).  

The PO will work closely with the expatriate policy officer Rule of Law in order to help shape policy and  programming on Rule of Law in Tunisia.  

Tasks of the PO include – but are not limited to: following, analysing, and reporting on relevant political,  judicial and social developments in Tunisia; drafting speeches and providing input for meetings of the  expatriate staff; attending and reporting on relevant conferences, workshops, seminars and meetings; organizing embassy meetings, events and incoming missions; contributing to press reviews; contributing to  the social media accounts of the embassy, etc.  

In this context legal expertise, experience on programme management and building and maintaining a solid  network of contacts in the political and judicial actors and within civil society is recommended. 

The PO will also be involved in the implementation and administration of Dutch program funds that focus  on SDG 16, access to justice, justice sector reform, decentralisation and social protection. The PO is  expected to actively contribute to analysis, evaluation and formulation of NL strategy on Rule of Law in  Tunisia. In 2022 the focus of the RoL team will be the evaluation and review of existing portfolio (MLS 2018- 2022), building on the lessons learned and formulating new priorities for the new MLS (2023-2026). In  addition, the PO will be responsible for programme management (identification of proposal and partners,  assessment, appraisal and interim administrative tasks, M&E and reporting) and implementation of larger  scale, multi annual programmes. Tasks of the PO include: travel within Tunisia for monitoring projects; organise and attend meetings to present the policy and strategy of the Netherlands; represent the embassy at events related to the projects, such as Steering Committee meetings; carrying out the required administrative  tasks related to the projects’ report; approval and closing procedures (drafting internal approval documents,  contracts, amendments, etc.). The PO should be comfortable to participate in meetings and written  communication with colleagues at HQ in The Hague in English. 

The PO is expected to be flexible and comfortable with working on other policy and program, such as on the  nexus migration-security-rule of law.  

  

JOB REQUIREMENTS 

  • University degree in a relevant field 
  • Minimum 5 years of relevant working experience in the field of policy and project implementation (experience in an international environment in the justice sector is an advantage) 
  • Knowledge of the political, judicial and social context and developments in Tunisia and the ability to  translate them to the RoL priorities of the Embassy 
  • Proficient in spoken and written French, Arabic, and English 
  • Good analytical and writing skills 
  • Strong networking skills 
  • Pro-active, pragmatic and result driven attitude 
  • Flexibility and willingness to carry out tasks ranging from administrative to analytical
  • Team player with the ability to work independently when necessary 

WORKING ENVIRONMENT 

The embassy of the Kingdom of the Netherlands in Tunis represents the interests of the Netherlands in  Tunisia. The embassy is situated in Cité el Mahrajane, close to the centre of Tunis. Due to an increased focus  of the Dutch foreign policy on Tunisia, the Embassy has substantially expanded in the course of 2019 with  nine new staff members. The embassy applies the “One Team” approach. This means an atmosphere of trust,  transparency and cooperation amongst all staff members. Each staff member, local and expatriate, is valued  for taking on responsibility, initiative and a willingness to show flexibility in order to guarantee a high quality of  output of our work. The embassy works closely together with colleagues of the ministry of Foreign Affairs in  the Netherlands. 

CANDIDATE PROFILE 

The successful candidate is an energetic, social, proactive person with good organisational skills and political  insight and antenna. She/he must demonstrate sufficient initiative and a flexible attitude given the broad  spectrum of tasks. He/she must be able to cope with stressful situations and be able to work independently.  Work experience in an international environment in the justice field and project management is recommended. ________________________________________________________________________
