Project Background:

The USAID Fiscal and Accounting System of Tunisia (FAST) Project supports the Government of Tunisia (GoT) to improve public financial management. FAST focuses specifically on enhancing and upgrading the governments public financial management information system (PFMIS) to increase the efficiency, transparency, and predictability of public finances. The project strengthens the governments capacity to carry out fiscal, budgetary, and revenue collection mandates and advances electronic services to optimize regulations, procedures, and authorizations that reduce the cost and time burden on businesses, facilitate investment and trade, and promote innovation. Finally, FAST works to strengthen communication between policy makers and the public to build a common understanding of the constraints toand opportunities foreconomic expansion.

Purpose:

The Senior PFM Advisor Budgeting will work closely with the Objective 1 Lead to help support the GoT counterparts and other stakeholders to achieve Objective 1 goals. S/he will provide technical expertise on PFM issues, especially related to performance budgeting & resource planning.

Responsibilities and Key Tasks:

  • Support comprehensive PFMIS diagnostic, providing key background and context related to system functionality.
  • Provide key expertise related to Tunisias implementation of PFM reforms, especially related to multi-year budgeting, performance-based budgeting, and other important aspects of the GoTs budget preparation and allocation cycle.
  • Participate in the development of functional and operational business system requirementspecifications for PFMIS, responsive to needs of the GoT (RFP PFMIS requirements elaboration).
  • Provide business knowledge and expertise to the Ministry working groups in support of the development and implementation of PFMIS Budgeting module(s).
  • Participate in tests to ensure error-free operability of PFMIS modules, especially the Budgeting module.
  • Participate in the development of a PFMIS training plan for GoT staff and user manuals for end-users.
  • Assist in the rollout of the PFMIS solution to the GoT target sites, under FAST responsibility.
  • Other tasks and responsibilities as request by the Objective 1 Team Lead.

Qualifications:

  • At least 9 years of experience, including progressively responsible experience in Public Financial Management.
  • Bachelors degree (or equivalent) in related field of study.
  • Public sector experience in Public Financial Management with the Government of Tunisia preferred.
  • Oral and written fluency in English required. Experience in French and Arabic preferred.
