Position: Senior Monitoring & Evaluation Officer

Location: Tunis, Tunisia

The LEAD 2 program is a 4-year Dutch Ministry of Foreign Affairs-funded program (2020/2023) that aims to improve and enhance economic prospects and opportunities for youth in Tunisia and Somaliland by supporting SMEs to grow, alongside supporting an enabling business environment and developing entrepreneurship and employability measure.

SPARK is currently looking to fill the position of Senior Monitoring & Evaluation Officer North Africa. The purpose of this position is to facilitate the monitoring and evaluation of the organisation’s interventions in Tunisia and Somalia, as well as to facilitate local partners’ organisations reporting to SPARK.

The Senior Monitoring & Evaluation Officer will report to the Regional Programme Director for the North Africa region and coordinate closely with the M&E unit at SPARK HQ

Moreover, SPARK assists post-secondary education institutions to reform their curricula to better meet the needs of the labour markets. Based in Amsterdam, SPARK has offices in among others Abidjan, Amman, Beirut, Belgrade, Bujumbura, Gaziantep, Erbil, Hargeisa, Juba, Kigali, Mitrovica, Monrovia, Ramallah, Sanaa and Tunis.

Tasks and Responsibilities

  • Develop tools and processes for the management of performance indicators’ data within the SPARK North Africa hub;
  • Provide training and troubleshooting on these tools and processes to SPARK North Africa programme staff and local partner organisations;
  • Closely follow up with local partner organisations for ensuring quality in their reporting to SPARK;
  • Support in the collection, verification, analysis and reporting of performance indicators’ data from SPARK North Africa hub;
  • Facilitate donor reporting processes, including IATI reporting;
  • Making sure that within the North Africa hub the SPARK policies and processes are kept (both on central M&E data gathering as well with regards to donor requirements). Part of this is contributing to the process of continues improvement and streamlining of these processes;
  • Design, coordinate and report upon on beneficiary satisfaction surveys or other assessments done for the SPARK North Africa hub;
  • Working closely with the local consultants on all M&E tasks;
  • Provide support in SPARK’s programme evaluations and research studies conducted within the SPARK North Africa hub;
  • Facilitate and provide input to SPARK’s internal learning and internal communication processes.

SPARK offers  

  • A contract for 40 hours a week for 12 months, with the possibility for extension;
  • A gross monthly salary between TND 2200 and TND 2600 depending on professional experience, based on a fulltime appointment of 40 hours;

Critères d'éligibilité

  • Advanced university degree in international development, economics, statistics, or any relevant to the position field;
  • At minimum 5 years of professional experience in monitoring and evaluation within the development sector;
  • Sound understanding of statistics and data management;
  • Proficiency in English, including in writing skills;
  • Advanced skills in Excel;
  • Experience with Management Information Systems and/or Salesforce will be considered an advantage;
  • Strong communication and presentation skills;
  • Attention to details is a must;
  • Positive and proactive attitude.
