EFE Background 

The Education For Employment Foundation (EFE) believes that when young people have jobs and the hope of building a future, they help lay the foundation for prosperous and secure societies. EFE has a network of local nonprofits operating across the Middle East and North Africa in the following countries: Egypt, Jordan, Morocco, Palestine, Saudi Arabia , Tunisia and Yemen. 

EFE’s mission is to provide economic opportunities for youth, enabling them to transform their lives through productive, independent livelihoods. Two elements distinguish EFE: 1) We are a network of locally-run non-profits led by a national board of directors (mainly from the private sector) and staff, and 2) We complete the circle beyond training to place graduates in jobs or connect them to entrepreneurship support, and then provide ongoing learning and civic engagement opportunities as part of EFE’s Alumni Network. 

Reporting to the EFE-Tunisie Finance Director, the Finance Officer will work primarily with the Tunisian team and will also collaborate with the European and U.S. teams (EFE-Global). 

Responsibilities: 

The Finance Officer will work closely with EFE Tunisie Tunis office and office in the south, carry out the following responsibilities: 

• Finance/ Accounting Operations: 

Manage invoices and payment services & review expenses related to the project and relevant office operations 

Maintain the project petty cash and ensure proper tracking, disbursement and clearance of petty cash advance. 

Maintain payments and receipts related to the project. 

Ensure bank reconciliations are set 

Ensure all the bills are paid properly and in a timely manner 

Ensure all transactions are tracked and duely recorded in the accounting system in a timely manner 

Maintain EFE-Tunisie’s expenses records and inventory and communicate necessary information to the Finance Director to ensure compliance with EFE Tunisie rules and regulations. 

Manage day to day work with EFE Tunisie Regional Office 

• Financial Reporting: 

Process Advance Requests, Monthly Invoices and expense reports, scanning and maintaining electronic supporting documentation 

Maintain monthly cash tracker and financial reporting submission and approval tracker 

Maintain all the supporting documentation in accordance to the donor compliance rules 

• Procurement and Administrative: 

Prepare and submit orders for purchase 

Oversee and manage the purchasing of office and training equipment and supplies in compliance with EFE-Tunisie’s procurement policies, 

Other tasks as relevant. 

Qualifications 

The Finance Officer must meet the following qualifications: 

• Bachelor’s degree in finance, accounting, business administration, or other relevant or equivalent field. 
• At least four to five (4-5) years of experience working with Finance and/or Accounting. 
• Excellent interpersonal skills, excellent communication skills (verbal and written), resourcefulness, ability to work with high level of detail, and flexibility. 
• Well-organized character, able to multi-task 
• Working knowledge of SAGE Accounting Software 
• Full professional proficiency in English, French and Arabic proficiency strongly preferred. 

Preferred Qualifications: 

• Prior experience working with NGOs, international development funders and Grant Management
