Project Background: 

The USAID Fiscal and Accounting System of Tunisia (FAST) Project supports the Government of  Tunisia (GoT) to improve public financial management. FAST focuses specifically on enhancing  and upgrading the government’s public financial management information system (PFMIS) to  increase the efficiency, transparency, and predictability of public finances. The project strengthens  the government’s capacity to carry out fiscal, budgetary, and revenue collection mandates and  advances electronic services to optimize regulations, procedures, and authorizations that reduce the  cost and time burden on businesses, facilitate investment and trade, and promote innovation.  Finally, FAST works to strengthen communication between policy makers and the public to build  a common understanding of the constraints to—and opportunities for—economic expansion. 

Purpose: 

The Developer will be a key member of the Software Development Team, working closely with  internal and external stakeholders to develop and implement a new or improved IT projects. 

Responsibilities and Key Tasks: 

  • Analyze information from IT systems diagnostics and preliminary design to recommend and plan the installation of new system modules/components.
  • Evaluate and design system architecture, propose enhancements when needed and implement the required architecture to achieve high performance and robust system security.
  • Design and manage databases for operational systems, reporting and business intelligence.
  •  Design and implement workflows and user interfaces (design layouts and interface controls) for end user applications.  
  • Develop IT systems modules, front- and back-end, using modern design principles web-based systems and best practices for configurable solutions.
  • Support the preparation of technical documentation and manuals to ensure sustainability of implemented systems.
  • Perform and document internal testing before transferring software for user acceptance testing.
  •  Design and use tools for performance testing to ensure satisfactory performance of software.
  •  Work closely with CIMF (Ministry of Finance IT Center)to coordinate unit and integration testing.
  •  Coordinate with engineering staff to evaluate software-hardware interfaces, develop specifications  and performance requirements, and develop and implement integration interfaces.
  • Provide technical expertise related to drafting and release of a request for proposals for module  development, as needed. 
  • Other tasks as required.

Qualifications:  

  • University degree (or equivalent) in Computer Science or related field of study.
  • At least 7 years of experience, including progressively responsible experience in software  development. Experience working indecently and/or mentoring colleagues preferred.
  •  Strong knowledge of the software development life cycle (SDLC) and methodologies (Agile, DevOps, etc.), any related certification will be an advantage.  
  • Must be a full-stack developer and understand concepts of software engineering.
  •  Strong experience in software development projects with any of the front and back-end  development tools and frameworks (Java, Angular, Springboot, JasperReports, HTML5,  CSS3, Oracle 11g , Oracle Application Developer Framework (ADF), and others).
  •  Strong knowledge and experience in web design standards and best practices, APIs/Web  services implementation. 
  • Ability to develop unit testing of code components or complete applications.
  •  Experience in the design and development of financial information systems will be an  advantage. 
  • Experience with USAID projects preferred. Experience with international donor-funded  projects also an advantage. 
  • Oral and written fluency in English. Fluency in Arabic and/or French preferred.
