Position: Senior Business Analyst, LTTA 

Period of Performance: One year with the possibility of extension (To start ASAP).

Level of Effort: LTTA 

Background: 

FAST project is aiming to enhance and upgrade the Government of Tunisia’s  integrated public financial management information system (PFMIS) to  increase the efficiency, transparency, and predictability of public finances, and  strengthen the Government’s capacity to carry out fiscal, budgetary, and  revenue collection mandates (Objective1). The project is working closely with  the ministry of finance and other counterparts to improve the business  enabling environment particularly by improving business registration and  introducing e-services solutions for taxpayers (Objective2). This will optimize  business processes, reduce the cost and time of doing business and improve tax revenue. Finally, FAST will identify and assess the existing GoT platforms  and forums to expand opportunities for public-private dialogue. FAST will  work to strengthen communications between policymakers and the public to  build a common understanding of the constraints to—and opportunities for— economic expansion (Objective3). 

Purpose 

The senior business analyst will support FAST objective 2 team to ‘Advance  reforms in business climate’ focusing on e-services design, development, and  testing. He will participate in prerequisites & requirements preparation, their  implementation process and ensure deliverables quality. 

Responsibilities and Key Tasks 

The senior business analyst will work closely with FAST objective 2 team  lead to achieve the key responsibilities described below:  

  • To support in the design and implementation of the planned software  development projects. 
  • Participate in business process reengineering as well as drafting  specifications for software development. 
  • Support vendors in integrating the requirements during the software  design, development, and testing processes. 
  • Conduct regular analysis of results and outcomes of the vendors  activities including monitoring and software testing. 
  • Establish test environments to thorough learn and validate delivered  software. 
  • Participate in preparing high-quality of software technical  documentation, reports or presentations in a timely manner. Participate in reviewing and improving contractual technical  deliverables and their validation. 
  • Provide inputs for activities planning budget estimation, procurement  and overall project management 
  • Perform quality control assessments, including the review of source code  and use of automated test tools.  
  • Design dashboards and data structures for business intelligence and  decision support.  
  • Trouble shoot software prepared by vendors to support implementation of  fixes and solutions.  
  • Perform ad hoc development tasks as needed. 
  • Ensure additional tasks as assigned by the Chief of Party/ team lead. 

Preferred Qualifications: 

  • Advanced university degree (Engineer/Master’s degree) in  information technologies or related field with a professional  experience over 8 years 
  • Software development Knowledge and experience including IT  architecture is preferred. 
  • Experience in IT project management and testing is required, any  related certification will be an advantage  
  • Experience in writing business and/or technical specifications is  preferred 
  • Good analytical skills and experience in dealing with complex  business processes. 
  • Demonstrated experience in the design, implementation and testing  of accounting and/or financial information systems is preferred  Strong technical reporting and communication skills 
  • Oral and written Fluency in English and French is required. 

Reporting:  

The selected candidate will report to the FAST Objective 2 Team Lead who  is reporting to FAST CoP.
