Contract duration: 6 months, renewable

Background on ACTED and AMEU

ACTED is an independent non-governmental organization operating in Libya since 2012. ACTED works under multiple pillars in the whole of Libya. Under the supervision of the Area Coordinator, the position will be based in Sebha responsible for the AME operations in Sebha. ACTED’s Assessment, Monitoring, and Evaluation Unit (AMEU) is an independent unit dedicated to improving the relevance, quality and accountability of ACTED’s programmes by facilitating project cycle management and conducting research and assessments to inform and influence policy and practice. By actively promoting research, learning and the implementation of best practices, AMEU aims to promote commitment to quality within ACTED. The selected candidate will be responsible for the development and the implementation of appropriate and viable appraisal, monitoring and evaluation systems that are in line with the ACTED’s global AME procedures, and contributing to ensuring that ACTED’s projects and programs perform as planned.

Responsibilities

The Senior AME Officer responsibilities include:

Appraisal, Monitoring and Evaluation Systems Development

  • Contribute to the country AME strategy and AME workplan
  • Contribute to project AME frameworks
  • Contribute to an effective roll-out of M&E data collection and reporting;

AME Implementation and Management

  • Design appropriate data collection and analysis instruments including surveys, key informant interviews, and focus group discussions
  • Incorporate appropriate sampling methodologies in all AME activities
  • Closely oversee implementation and supervise data collection activities;
  • Measure and report on qualitative and quantitative indicators for all projects;
  • Analyze AME data and produce reports, factsheets with useful statistical analysis and presentation (charts, tables, histograms) as necessary in a timely manner;

Learning

  • Contribute to proactive dissemination and use of knowledge gained through AME activities;
  • Document and share the lessons learnt and best practices with different teams;
  • Regularly update the AME learning database

Beneficiary Complaints and Response Mechanism

  • Contribute to the Beneficiary CRM in line with ACTED standard beneficiary CRM procedures;
  • Oversee CRM complaints and reporting them on a monthly basis;
  • Ensure ACTED staff, partners, beneficiaries and others are aware of the CRM as an accountability mechanism;

Team supervision and Capacity Building

  • Ensure that staff under the direct responsibility understand and are able to perform their roles and responsibilities;
  • Coach, train, and mentor under the direct responsibility;

Other

  • Provide regular and timely updates on progress and challenges to supervisors and other team members;
  • Prepare quarterly AME area reports;
  • Perform any other related activities as assigned by AME Manager;

Critères d'éligibilité

  • Bachelor degree in economics, statistics, management, or other related subjects. Master degree preferred.
  • 3 years experience in the INGO sector necessary
  • 2 years experience in assessment, monitoring and evaluation
  • Experience in managing and coordinating junior staff and/or enumerators
  • Experience in data collection (surveys) particularly on Kobo Toolbox
  • Strong data analysis experience on Excel
  • Good knowledge of local context in the Libya, especially East
  • Ability to work on multiple tasks
  • Being a strong team player
  • Ability to exercise initiative, problem-solving and to maintain strictest confidentiality.
  • Ability to establish and maintain positive and cooperative relationships with colleagues, institutional partners and beneficiaries
  • Excellent computer skills, particularly Microsoft Office, required.
  • Arabic and English speaking and writing skills mandatory.
