Project Description:

Tunisia Jobs, Opportunities, and Business Success (JOBS) is a five-year activity to support smalland medium-sized enterprises (SMEs) to create sustainable employment for Tunisians throughout the country. The project delivers targeted firm-level assistance to businesses to accelerate growth and create jobs. Additionally, JOBS improves the employability and skills of Tunisian job-seekers based on demand-driven enhancements of Tunisia’s vocational training system.

Position Objective:

The objective of the Security Manager (SM) position is to develop security protocols for Tunisia JOBS project in Tunisia and keep project teams informed with up-to-date local information that affects security procedures and day-to-day operations. S/he will be responsible for building and enhancing strategic relationships with the Tunisian security sector, including developing relationships with local security professionals, NGO/IP security managers, and security forces. The SM must be exceptionally familiar with Tunisian security dynamics and operating environment. S/he must also be able work with and coordinate with various stakeholders in country and in the Chemonics Home Office, while demonstrating sound judgment and a high level of discretion.

Reporting:

The SM will report directly to the JOBS field leadership as well as appropriate security staff in the home-office. S/he will maintain daily or as needed communications with the JOBS COP and Finance and Operations Team Leader (or their respective designees) and if necessary, other Chemonics operations S/he will provide regular briefings to in-country staff and will also conduct check-ins with the home-office.

Primary Duties and Responsibilities:

Security networking, information collection, and assessments

  • Establish relationships with targeted local law enforcement, civil authorities and development organizations to obtain the most current information in locations with project operations and that have the potential to impact Tunisia JOBS staff or activities.
  • Liaise with local security forces, beneficiaries and members of our team and establish a network of contacts who can provide information on a regular basis.
  • In coordination with the projects’ senior leadership, continue rigorous liaising and networking with appropriate international security sources, other donors, and their projects.
  • Conduct and maintain dynamic risk assessments and information collection/networks of the project’s main areas of operation.
  • Develop a broad and comprehensive information collection capability and risk matrix and share with project leadership for the purposes of identifying potential program risk elements and mitigation strategies.

Office safety & security policies and procedures

  • Establish written standard operating procedures (SOP) for project offices (including Tunis office and all satellite offices) in coordination with project leadership on topics including but not limited to, access control, asset control, journey management, visitor procedures, and usage of safety equipment, IT infrastructure security, and electrical systems to ensure optimal safe handling and training.
  • Coordinate with project leadership and operations teams to ensure the enforcement of all SOPs.
  • Conduct routine checks of access control procedures/equipment, alarm & video monitoring system, smoke/CO2 detectors, fire extinguishers, first aid kits, AEDs, and satellite phones

Site security oversight

  • Provide security guidance for office and residence selections
  • Conduct site security risk assessments for selected project offices and international staff residences to identify gaps and required upgrades.
  • Advise project leadership of essential upgrades and/or repairs of security equipment and coordinate with operations/procurement teams to ensure the prioritization, selection, implementation of all enhancements.
  • In coordination with operations/procurement assist & advise with safety & security enhancements, installations and repairs by vendors/technicians to ensure security equipment and systems are installed to a high standard, and that procurement/inventory compliance meets Chemonics/USG standards.

Journey management

  • Establish and maintain protocols to include NO-GO & GO areas for project-related movements around Tunisia.
  • Coordinate with operations teams and project leadership to review and approve movement requests.
  • Provide guidance with threat information and recommendation on travel prior to any field trips to high risk locations, to include providing area specific emergency contact information (local hospitals, police stations, etc.).
  • Review and approve all staff travel around Tunisia, providing travel recommendations and instructions as appropriate.
  • Update (and train if required) all travelling staff on Discreet Operations Principles (DOP) which must always be diligently applied.

Reporting

  • Compile and disseminate timely and accurate security updates, recommendations for changes in posture or activities, and other relevant information to senior management teams and/or staff in-person or via e-mail, phone, or SMS.
  • Transmit security alerts for emerging situations and report all security-related incidents involving Chemonics staff and Tunisia JOBS program activities
  • Provide reports as requested to senior management teams that capture major events and any impact on staff or program delivery.
  • Maintain regular contact with local police as to criminal/security conditions in the general area of the office(s) and make recommendations to program leadership.

Incident/emergency preparedness and coordination

  • Assist with program leadership with crisis and incident management preparations and response in Tunisia.
  • In coordination with project leadership, update the project Emergency Action Plan (EAP)
  • Coordinate emergency building evacuation drills (fire and earthquake)
  • If required, coordinate IMT drills (tabletop or field rehearsals) to ensure that key personnel have a firm understanding of what do in the event of an incident, emergency, or crisis, based on the project office EAP.
  • Complete incident reports and submit to the HO SMU and PMU, and collect post-incident data and present after-action reports to project leadership as necessary.

Security briefings and training

  • Deliver verbal safety and security briefings to Chemonics staff traveling to Tunisia and continuously update briefing packets.
  • Train staff on SOPs and issue notice to all staff if SOPs are updated.
  • Coordinate first-aid & AED training for relevant staff if required.
  • Present monthly security updates to project staff at staff meetings to cover including, but not limited to, Tunisia security atmospherics, communication and office security protocols, SOP refreshers, and personal safety and travel precautions.

Duration of Assignment: Long-Term (1 year extendable), Full-Time (5 days per week). The SM is expected to be on-call to respond to safety and security incidents except when on annual leave.

Critères d'éligibilité

  • Tunisian citizen/resident required;
  • Bachelor’s degree or equivalent demonstrated experience (industrial/commercial security or military) required;
  • Demonstrated ability to generate and leverage network connections in high threat countries to promote an accurate understanding of risk and strengthen knowledge of country context;
  • Well-connected with local Tunisian authorities, and possessing a high ability to build strategic relationships and expand network;
  • Proven expertise in Tunisian security issues, including current threat environment, security policy, key actors, risk assessment, and best practices;
  • Three or more years’ experience in management and oversight of security platforms that were implemented in high-threat countries and utilized low-profile techniques;
  • Experience providing security oversight to an international donor program desirable;
  • Ability to report to and coordinate with multiple stakeholders, both internal and external;
  • Experience in training civilians on safety and security measures;
  • Excellent written and oral communication and interpersonal skills;
  • Fluency in English and Arabic is required. French proficiency preferred.
