Search in Tunisia

Search’s mission in Tunisia is to promote the culture of dialogue and diversity through the involvement of all parts of society while building their capacities. SFCG works in Tunisia to help members of Tunisian society to address conflicts and differences constructively through cooperation and dialogue. SFCG-Tunisia works across multiple channels, mainly with youth, CSOs, media actors, security forces, and local authorities to build the capacity of individuals and institutions to address challenges including differences and acting on common points. Through this approach and partnerships, SFCG-Tunisia has four main strategic objectives:

  • Promoting Peace Education;
  • Fostering non-violent social dialogue;
  • Enhancing participatory and inclusive governance; and

We are searching for…

Search is currently recruiting for the position of three (3) Regional ME&L Officers (based Tunis, El Kef, Sidi Bouzid) for USAID Tunisia Resilience and Community Empowerment (TRACE) program, which Search is implementing in partnership with FHI360. the TRACE program will increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of:

  • strengthened community resilience,
  • mitigated community vulnerabilities, and
  • improved capacity of Tunisian partners to sustain and replicate the model. TRACE will spur 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEM and Mashrou3i), TRACE will consolidate democratic progress while fostering social cohesion in target areas.

Your contribution

The three (3) Regional ME&L Officers will serve as a member of the TRACE Sub-Office teams directly managed by the TRACE Regional Program Manager and will have a technical reporting line to the TRACE M&E Specialist, The Regional ME&L Officers will contribute to tracking outputs by documenting all Ma3an activities implemented on the project database. They will also be responsible for coordinating with Ma3an ME&L team all evaluation and learning activities. They will help TRACE’s M&E Specialist create tracking tools as needed based on the TRACE ME&L plan. They will support regional monitoring and evaluation related tasks through implementing monitoring system for collecting/tracking regular progress updates and inform to management through formal reporting aspects.

The roles and responsibilities include but are not limited to:

Implementing M&E system:

● Replace by: Track project’s output and outcome level results, respectively on a regular andperiodic basis, in close coordination with the ME&L team;
● Attend all Ma3an activities in the region to capture and document outputs in the ME&L Database, conduct baseline and end line surveys as required by ME&L plan.
● Support the Vulnerability Scan and Conflict Sensitivity Advisor in coordination, analysis and report writing for the periodic vulnerability scans, liaising and supporting with local CSO partners as necessary.
● Ensuring that data collected are in line with TRACE standards.
● Ensure that TRACE M&E data is stored on the project database according to standards outlined in ME&L plan.
● Support the TRACE ME&L Team in developing monitoring frameworks, system and tools during the ME&L Plan co-design process.
● Contribute to research and regional program planning as an active member of the ME&L team.

Reporting and documentation

  • Responsible for the data entry and management of all Regional activities on the project database
  • Produce all required ME&L reports in line with the organizational policies and program specific requirements and submit to Search DM&E Coordinator and TRACE M&E Specialist.
  • As required by TRACE ME&L plan, contribute to collecting success story, documenting best practice, lesson learned; and update and manage those information in project’s reports and other knowledge products.
  • Ensure that regional program teams and implementing partners have the necessary capacity and resources to produce timely and high-quality reports that are responsive to donors’ requirements.
  • Assist the regional project team to prepare periodic project reports through providing ME&L
    related information

Coordination

  • Regular meetings with TRACE ME&L team, Sub-office team and other TRACE staff for sharing the progress, challenges, and relevant experiences from the field.
  • Develop positive working relationships and coordinate/collaborate with partner organizations in the target areas.

As job descriptions cannot be exhaustive, the position holder may be required to undertake other duties that are broadly in line with the above key duties.

Duration:

initial 12-month contract (CDD), extendable for up to 5 years, with start date before end of November, 2018.

Critères d'éligibilité

  • BS/BA or its international equivalent in Social Development, Development, Economics, Statistics or other relevant field; Master's Degree preferred.
  • A minimum of 3 years’ professional experience in M&E and learning functions on donor-funded programs related to community development, youth engagement, local governance, or civil society strengthening projects;
  • Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable;
  • Familiarity with peacebuilding, social inclusion and conflict mitigation approaches; ●
  • Strong understanding of the political and social context in Tunisia;
  • Fluent in written and oral Arabic, and very good working knowledge of English or French.
  • Strong knowledge and experience of applying various monitoring tools, including logical framework, theory of change and result indicators
  • Understanding of data privacy standards;
  • Experience of quantitative and qualitative data collection and analysis.
  • Excellent data management, oral and written communication and organizational skills
  • Knowledge of data analysis software and basic computer skills are required. Good interpersonal, communications, and facilitation skills.
  • Ability to maintain professionalism, creativity, and enthusiasm while working in a fast-paced, often challenging environment with minimal supervision.
  • Ability to work through stringent deadlines with attention to detail, and coordinate and compile information from various sources.
  • Strong ability to multi-task and work independently;
  • Flexibility and capacity to adapt to evolving contexts.
  • Team spirit and ability to collaborate with colleagues in an open and constructive way.
