Responsible Behaviour Regional Advisor  

OCA MENA Regional Office in AMMAN/TUNIS  

Médecins Sans Frontières (MSF) / Artsen zonder Grenzen provides medical assistance to people  affected by conflict, epidemics, disasters, or exclusion from healthcare. We are an independent,  neutral, impartial humanitarian organisation and go where needed most. Our teams of doctors,  nurses, logisticians, and other frontline workers are often among the first on the scene to respond  

to the needs of people whose lives have been upended by a crisis. MSF offers assistance to people  based solely on need, irrespective of race, religion, gender, or political affiliation. The ‘MSF  Operational Centre’ Amsterdam’ (OCA) coordinates operations in the Field with six MSF partners,  MSF Canada, Germany, the Netherlands, South Asia, Sweden and the UK. At OCA, more than  10,000 staff work on 115 emergency projects in about 31 countries. At the headquarters, the staff  focus on supporting operations in the Field, recruitment and communication.

As of 1 July, we are looking for a:  

Responsible Behaviour Regional Advisor  

Amman based (MSF OCA MENA Regional office) – with approximately 70% of time spent in MSF-OCA  projects  

Position within the organisation  

The RBU Advisor reports to the Coordinator of the Responsible Behavior Unit (RBU) in Amsterdam.  The RBU is responsible to advise OCA HQ staff and field-based staff on all aspects of the prevention  of and response to violations of the MSF-OCA Code of Conduct. The RBU has staff in Amsterdam HQ 

and is now recruiting an additional colleague in Amman to be closer to the locations of our  operations.  

Objectives of the position  

This role is key to ensure that the MSF-OCA working environment is safe for staff, patients and  anyone who comes into contact with MSF-OCA activities through:  

 Engaging with senior leadership in the region (missions with similar contexts) to create  awareness of the Code of Conduct (CoC) and ensure that senior leaders give priority to  discussions about behavioural expectations and the requirement for a safe working  environment.  

 Engaging with senior leadership to set up integrity structures in the missions to encourage  respect for the CoC, including context appropriate reporting channels.  

 Building understanding and capacity with senior leadership in the missions to follow up on  all reports of CoC violations and ensure appropriate responses.  

 Mutualization of efforts of the above across missions with similar contexts within a region.  

Main responsibilities  

 Engages with senior mission management in missions in their region on the rollout of the  new OCA Code of Conduct and the drafting and/or revision of related policies and  procedures to strengthen OCA’s integrity framework in the region. This includes entering  into a dialogue about dilemmas that arise from contradictions between the CoC and national  laws and building a learning community.  

 Provides strategic direction to missions within the same region and with similar context on  how to contextualize the rollout of the CoC. This includes developing messages about  sensitive topics, engaging on choices of key dilemmas that need addressing and adapting  training methodology with a view to bringing about a culture change.  

 Engages with senior mission staff to get buy-in for deliverables and milestones of the CoC  rollout project and prepares these staff to further spread key messages and lead the culture  change (example in training of trainers).  

 Advises senior mission management on the establishment of Confidantes/behaviour focal  points in the missions and projects to strengthen the integrity structure.  

 Collaborates with senior mission management to set up context appropriate reporting  channels for staff and community members and to provide necessary resources and capacity  to manage these channels responsibly.  

 Engages with senior mission management to develop understanding for the importance of  adequate and timely responses to reports of CoC violations, and convinces of the  importance of including patients and communities in this discussion.  

 In high-risk cases, directly leads case management responses (investigations) for senior  mission management.  

 Persuades senior mission management to invest in appropriate measures to follow up CoC  violations. This may include general preventative or restorative practices in the mission.  

Candidate Profile  

You are a senior professional with relevant experience within MSF or a similar International  Organization/NGO. You bring:  

 Strong cross-cultural awareness  

 Understanding of intersectionality  

 Experience in strategic engagement with senior management in the field, including on  sensitive issues of behaviour 

 Behavioural flexibility  

 Strong networking and relationship building skills  

 Capacity to negotiate on complex topic  

 High-level planning and organizing skills  

 Creativity and sensitivity to the context when managing complex cases

   Experience managing administrative/criminal law cases in international setting

 Experience preparing risk assessments  

 Willingness to travel  

 Field experience  

 English and Arabic fluency is a must, both verbal and written; French fluency is an asset.

An employment contract from 1st July 2022, based on 40 hours per week.  

Beside an attractive salary, other benefits including relocation package for non-Jordanian, residents  is foreseen where applicable, and specific work conditions will be applied on the MSF Jordan policy.
