POSITION DESCRIPTION

Position Title: Regional Manager (Sfax Territory)

Position Classification: Fixed Term – (Full Time), Tunisian, and CCN, and will be based in Sfax, Tunisia.

Background: The USAID Power Tunisia Program (Power Tunisia) seeks to advance Tunisia’s energy security and resilience by providing technical assistance and facilitating investment funding for the deployment of clean energy technologies resulting in the Program’s three core objectives:

  • Increased clean energy generation capacity
  • Reduced energy demand and consumption
  • Lower CO2 emissions

Position Overview: Support Power Tunisia Senior Leadership in the successful planning, management, and implementation for all aspects of the USAID Power Tunisia Program’s technical design, delivery and administration in their designated service territory. The Regional Manager (Sfax Territory) will act as the central coordinating person for all project activities in the Sfax region, including stakeholder engagement and management, communications, technical activities, grants tracking, etc. The Sfax-based Regional Manager will be responsible for managing activities in his/her territory, which will predominately be the city of Sfax as well as opportunities that present themselves in the surrounding area.

Detailed Responsibilities: The Employee shall perform the following general functions:

  • Fully understand Power Tunisia’s objectives, strategies, and planned activities in Tunisia and specifically in the region the Manager serves to enable fluent and effective deliver of the program and reach programmatic coals.
  • Working closely with Power Tunisia leadership to identify and engage local stakeholders, and coordinate Power Tunisia activities being planned, designed, and or delivered int the region, with a particular focus on engaging the private sector stakeholders including industrial, commercial and household energy consumers; financial institutions; project developers; NGOs, CSOs, academic institutions and associations that provide relevant training and support to clean energy projects. 
  • Drawing on professional experience and networks within the region and building on broader Power Tunisia intervention throughout Tunisia, continually identify and cultivate opportunities for Power Tunisia to engage and advance its objectives in the region. This includes identification of key counterpart organizations and potential intervention “champions” within them.
  • Serve as the Power Tunisia point of contact in the region to US Government and other donor/cooperating partner organizations, promptly and effectively conveying communications and information requests to Power Tunisia Leadership in Tunis.
  • Assist in intervention evaluations and codification of lessons learned on intervention so as to apply to new intervention in the region as well projects throughout the country.
  • Working closely with Power Tunisia technical component leaders and their teams, intervention leaders, subject matter experts and other Regional Managers, actively support Power Tunisia intervention planning, implementation, and management. This includes, but may not be limited to, identification and design of interventions to be included in Activity work plans, preparation of detailed intervention Scopes of Work (SOWs), briefing papers, training summary reports, trip reports and other documents for technical advisors, Tunisian officials and/or US Government stakeholders.
  • Collect and contribute to analysis and reporting of Monitoring and Evaluation (M&E) data and other status/progress reports.
  • In coordination with the Power Tunisia Environmental Officer, ensure all interventions delivered in the region are in compliance with the Power Tunisia’s environmental requirements and guidelines.
  • In coordination with the Power Tunisia Grants Manager, ensure all grants delivered in the region are in compliance with the Power Tunisia’s Grants Manual and guidelines.
  • Ensure proper support for trainings delivered in the region, including administrative and logistical support, building participation of local counterparts, and facilitation at training events.
  • As needed and at the direction of Power Tunisia leadership, serve as a technical advisor in other Power Tunisia geographies, based on professional qualifications, experience, and availability to complete tasks detailed in intervention Scopes of Work.
  • Other duties as assigned.

 

Supervisor and Reporting Responsibilities: For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report directly to, and be supervised by the position of Deputy Chief or Party (DCOP). The Employee’s Supervisor may change from time to time on an ad hoc or temporary basis depending on the needs of the Project.

Qualifications: 

  • Bachelor’s degree in a relevant field (engineering, business, economics, policy); master’s degree preferred.
  • Minimum of 5 years professional experience working in the private sector in the region (policy, regulatory experience is advantageous); clean energy sector experience preferred.
  • Demonstrated understanding of, experience in, and relationships across different private businesses and business associations in the Sfax region.
  • Strong interpersonal skills and ability to work as a member of a team.
  • Detail-oriented and ability to work independently.
  • Excellent communications skills in both English and French (both written and oral).
  • Demonstrated ability to collaborate with others, driving results across multiple work streams.
  • Strong individual initiative, including the ability to take ownership of work and work product, motivate others to produce strong work product and solve problems.
  • Experience in Tunisia or another MENA developing country economies.
  • Prior experience on USAID or donor-funded projects preferred.
  • Fluent in French and/or Arabic required.
  • Fluent in English (both oral and written) preferred.
