Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:
Under the direct supervision of the Public Information (PI) Officer, and overall supervision of the Senior Programme Development and Donor Relations Officer, the incumbent is responsible for providing support when it comes to public information and communication related assignments:
Core Functions / Responsibilities:
1. Assist Public Information Officer to coordinate and monitor the PI workflow in accordance with the Organization’s regulations, instructions, procedures and practices and in light of operational activities in the Mission;
2. Administer, update and maintain the Mission’s website in coordination with PI Officer and Online Communications Unit (OCU);
3. Ensure that all publications, reports and products are produced in line with IOM Branding guidelines;

4. Assist in setting-up effective administrative procedures and internal follow-ups (with Finance, Procurement, etc to proceed PRFs)
5. Develop creative and innovative ideas for print and social media products;
6. Design and layout of Mission’s reports, communication material and other information products;
7. Guide, train and supervise the visibility work of Implementing Partners in Libya according to IOM Branding Guidelines, in coordination with PI Officer and/or Programmes;
8. Produce photos, charts and other graphic design elements;
9. Create animations for social media and web;
10. Provide Arabic translation for social media posts when needed;
11. Prepare Media Monitoring Report to be disseminated internally in the Mission;
12. Monitor social media channels, and flag any issues of concern to the PI officer, including negative mentions and misreporting about IOM activities;
13. Ensure donor visibility for all products (online and field-based) in line with donor guidelines;
14. Assist in liaising with field staff in Arabic and provide adhoc translation/interpretation;
15. Perform any other duties as may be assigned by the supervisor

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered.
In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.

Critères d'éligibilité

  • Education • Bachelor’s degree in media and communications, information management, graphic design or related field with three years of relevant professional experience.
  • Experience:
  • Previous experience of working on media and communications related to Libya.
  • Fluency in written and verbal English and Arabic.
  • IOM functional competencies: effective communicator with a wide range of actors and partners, successful cross-cultural facilitator and active learner.
  • Experience in managing social media platforms, video recording, interview techniques and drafting articles would be an asset.
  • Previous experience of international organizations
  • Experience in working in an international environment and in liaising with a variety of partners at all levels of the hierarchy.
  • Ability to meet deadlines and work under pressure.
  • Good level of computer literacy.
  • Personal commitment, efficiency, flexibility, drives for results.
  • Excellent communication and negotiation skills.
  • Ability to present clear and concise information.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Languages Fluency in English and Arabic is required.
