Background

TADAEEM project is implementing USAID’s Tunisia Accountability, Decentralization and Effective Municipalities. This 4-year governance project aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. Deloitte, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team will work in 10 provinces, 30 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country.

Objectives

The Objective 2Lead for TADAEEM will focus primarily on achieving the three core results of this project component, including: 1) improving and sustaining delivery of services, 2) improving institutional capacity of local governments to effectively engage with and respond to citizens, and 3) improvecitizen perception of local government responsiveness.

Specific Tasks

The Objective 2 Lead will oversee and manage the following technical activities:

• Lead municipal service delivery improvements activities.
• Establish a performance framework for core municipal services.
• Strengthen service delivery systems and services.
• Analyze service delivery performance and accountability for results.
• Explore alternative service delivery approaches.
• Promote inter-municipal cooperation mechanisms
• Assist municipalities to mobilize revenue for local investment.
• Implement organizational performance systems.
• Strengthen CFAD and CPSCL regional offices to provide sustainable municipal support.
• Systematically collect information on municipal responsiveness.
• Continuously measure citizen sentiment.
• Manage Objective 2 staff
• Assist with recruiting for staff
• Develop deliverables as needed
• Develop strong working relationships with municipalities and relevant counterparts
• Coordinate with other donors on municipal activities
• Develop the project work plan for the objective and ensure implementation of its activities
• Assist with management and leadership activities

Reporting Requirements

The Objective 2 Lead will report to the Director of Governance, and Deputy Chief of Party and Chief of Party as needed.
