SUMMARY

The Project Officer will support the implementation and management of USIP’s Local Solutions to Environmental Crises Program in Tunisia. The PO will be responsible for program planning, implementation, and reporting. The PO will lead engagement with program partners and stakeholders. This position will report to the Program Manager and work closely with the Country Director and other Middle East North Africa staff.

 

This is a full-time Personal Services Contractor position based in Tunis, and open to Host Country Nationals and legal residents in Tunisia.

 

Responsibilities

Program Management Support:

  • In close coordination with the Program Manager, leads daily implementation of project activities in two of four project sites in line with established goals, objectives, and partnership agreements.
  • Tracks, updates, and supports development of strategic planning, implementation, program and budget trackers, as well as supporting daily operations of the project.
  • Monitors and evaluates project activities to meet program goals and objectives, adjust programming as needed, and oversees the implementation of the monitoring and evaluation plan.
  • Provides daily guidance and support to junior staff (project specialist and project assistant).
  • At the direction of the Program Manager, manages contracts and oversights of consultants, trainers, and thematic experts.
  • Develops thorough monthly, quarterly, and annual reporting for both internal and external project stakeholders in collaboration with Program Manager and MEL Officer.
  • Actively expands USIP’s network of civil society partners and build relationships and liaises with new partners, as needed.
  • Supports the Program Manager in building strategic partnerships and cultivating contacts with subject matter experts and organizations relevant to environmental governance and peacebuilding.
  • Works with the Country Director and Program Manager on program development efforts such as designing and drafting concepts and proposals.
  • Ensures all team members follow USIP policies and procedures: security, finance, administration, and operations.
  • Contributes to USIP’s understanding of related issues in Tunis, identify program opportunities, and conceptualize and design new Institute projects.
  • Supports the Country Director, Program Manager, and Regional Security Coordinator with local security updates; always maintains a high level of security awareness; and provides analysis of political developments in the country.

Budget and Contract Management Support:

  • Provide support with budget and contract management tracking and processing, including drafting contract documents and tracking status of all program contracts and payments.
  • Communicates with partners regarding compliance of USIP contractual policies and procedures including but not limited to monitoring of budgets, deliverables, and key program activities.

Communications and Outreach:

  • Develops and maintains stakeholder relationships critical to the successful implementation of the project’s activities.
  • Engages regularly with a variety of government partners at the national, regional, and local levels.
  • Produces and contributes to content for USIP’s website such as blogs, analysis, etc.
  • As needed, coordinates meetings with U.S. government partner agencies and key external stakeholders.
  • Supports efforts to represent the project and USIP in internal and external events and meetings, disseminates information about USIP projects, findings, and subject matter expertise.

Perform other duties as needed.

 

QUALIFICATIONS

  • Bachelor’s degree in international relations, law, government, political science, environment, or related field.
  • Six (6) or more years of relevant professional work experience.
  • Knowledge of Tunisia’s political dynamics is required, and gender, peacebuilding, mediation, and inclusive governance thematic expertise is preferred.
  • Prior experience working with civil society and government in Tunisia preferred.
  • Prior experience working with outcome-oriented community-based dialogue models preferred.
  • Demonstrated project design, implementation, monitoring, evaluation, and learning skills.
  • Experience managing programs in coordination with teams based abroad and in Tunis.
  • Strong time management skills with the ability to prioritize work and meet deadlines.
  • Demonstrated research, analytic, and writing skills. Able to write effectively in a variety of formats and for a variety of audiences in English.
  • Must have the ability to design and manage budgets.
  • Must have strong collaboration skills; must have the ability to coordinate the input and priorities of multiple players.
  • Must have excellent interpersonal skills.
  • Proficiency in English and Arabic, both written and oral, is required. French also an asset.

All USIP contract and employee positions are contingent upon the favorable completion of a suitability background investigation.
