Job purpose

The Project Officer will work under direct supervision of the Program Coordinator (PC) and in close relation with other Program team members and partners. This position is expected to provide support to the team to plan and implement the project activities successfully. S/he will be responsible for developing and updating project knowledge management systems and assisting in reporting and influencing work.

Job Purpose – Key Responsibilities and Accountabilities

  • Program Oversight and Implementation – 75%
    • Actively network with relevant stakeholders and peer organizations, working groups to develop and implement joint initiatives and advocacy events at local or/and national level(s).
    • With the PC support, ensure the implementation of Oxfam’ and donor’s (where relevant) operational policies, procedures and guidelines in all aspects of programs’ work.
    • Responsible, with the PC, for the oversight and development of partnerships to maximize the strengths the different partners bring to the partnership within the Project.
    • Responsible for the implementation and progress of the Tunisia related program activities, including partner organizations’ activities.
    • With the PC, manage the program risks by constantly monitoring risks, and updating the risk mitigation plan.
    • Work closely with the program team to prepare and revise the Oxfam and partners’ annual implementation plans, budgets, contracts, and reporting.
    • Mentor and monitor the progress and quality implementation of the program, proactively identifying problems, opportunities and exceptions, and propose solutions to be discussed and agreed with the Program Coordinator and other relevant colleagues.
    • Maintain direct regular contact and conduct field visits to partners and activities to provide support to the partners and ensure quality implementation and achievement of outcomes and targets.
    • Monitor program spending, review financial reports prepared by partners, together with the ‘Finance Officer’ and other colleagues.
    • Share, regularly, program updates and progress with the PC (including in writing if requested).
    • Coordinate the production of the narrative and financial reports, and contribute to their development and conclusion, in accordance with the donor requirements. Ensure internal and external reporting is done as per the agreed timeline and requirements.
    • Facilitate and support all internal and external audits together with the Finance Officer and other relevant colleagues.
    • In coordination with the Program Coordinator, keep the Oxfam country and relevant Affiliate’ teams and relevant stakeholders informed about the project progress and ensure the knowledge exchange and synergies with other Oxfam in country projects or at the regional level.
  • Capacity Building, Monitoring, Learning & Knowledge Management (20%)
    • As and where needed, assess partners’ capacity development needs and contribute to planning and organizing adequate capacity building activities for them, including but not limited to: grants and financial management, MEAL support, participatory analysis and planning, data collection tool development, and others.
    • Take lead in organizing and facilitating relevant meetings, events, and workshops for exchange and learning amongst the partners and other peers as well as in helping the partners’ connect and build new relations with other relevant stakeholders.
    • Assist the program staff and partners in extracting critical lessons learned as well as identifying and highlighting achievements of the program’ objectives and outcomes.
    • Contribute to writing project learning documents, case studies, blogs, video clips and take part in policy advocacy for good practices, lessons, processes of the project; as and when needed.
    • Organize learning events, facilitate reflective learning processes by stakeholders around program indicators and outcomes, and assist with delivery of Oxfam reporting tools for each project.
    • Work closely with the MEAL and Gender Officer and colleagues to further develop, implement and improve the MEAL work and provide all the support needed to the partners to develop, implement and manage their own MEAL frameworks.
  • Others (2-5%)
    • Actively engage in all relevant strategic meetings and workshops to contribute to the development and implementation of Oxfam strategy and programs.
    • Identify areas for program development and lead on crafting program and project proposals based on this together with the relevant team members and/or contribute to new proposals and projects design, writing and fundraising processes.
    • Provide support, where and as requested and possible, to other on-going programs and activities as well as in the development of new projects and proposals.
    • Contribute to all country related annual planning, reporting and budgeting.
    • Contribute to staff recruitments as and when relevant and needed.
    • Actively engage in and attend all staff meetings and workshops.
    • Play an active role in maintaining healthy, safe and smooth working environment.

Critères d'éligibilité

  • Minimum of 5 years of relevant job responsibilities and work experience; preferably with similar type of organization (national and/or international NGOs).
  • Solid understanding of and experience in working in Tunisia, and other countries in the region.
  • University degree in related fields (examples: social sciences, political sciences, development, women’s studies), or an equivalent sufficient experience and alternative type of education.
  • Good understanding of Tunisia and the NA region context; social, economic and political.
  • Sufficient knowledge of the civil society in Tunisia and North Africa and familiarity with innovative approaches to address related challenges.
  • Practical knowledge and experience of program management cycle starting with the project design and fundraising, to implementation, monitoring and evaluation, and finally to the smooth closure of a program.
  • Good experience in report writing, sufficient understanding and experience in budgeting and managing the project expenditures including those of the partners, with the support of finance related colleagues.
  • Proven experience in building and maintaining quality partnerships with local and national organizations.
  • Good experience in monitoring and mentoring partners projects’ implementation.
  • Good critical thinking and analytical, writing and reporting skills.
  • Very good command of Arabic, English and French.
  • Excellent intercultural communication
  • Sound experience in capacity building and good facilitation skills
  • Good understanding and experience and knowledge in monitoring and evaluation.
  • Experience in advocacy and influencing project and activities is a plus.
  • Excellent computer skills.
  • Readiness and ability to travel to different countries around the region and beyond.
  • Ability to work independently and with a team.
  • Excellent and efficient time management.
  • Good knowledge of Oxfam work. (Desirable)
  • Remote management of activities and partners. (Desirable)
  • Extensive experience in M&E. (Desirable)
