Oxfam Novib “Country” is looking for a “Project Officer”

Duty station: Tunisia

CONTEXT

Description of Protect, Systems for Enabling Environment 

The “EU system for an enabling environment for civil society – Flexible Support Mechanism” project (SEE) is a Euro 21 million program for six years founded by the European Commission in the framework of the EU System for an Enabling Environment (SEE) for Civil Society. It aims at improving civil society partners’ capacity and ability to detect and respond to situations of a deteriorating enabling environment, as well as strengthening positive developments. 

The Program will establish a Flexible Support Mechanism with Financial Support to Third Parties to respond to the need for flexible and timely financial support for civil society in situations changing enabling environment. Different typologies of funding will be available to Civil Society Actors (CSAs) in the 86 EU SEE countries across four regions worldwide (MENA, Sub-Saharan Africa, Americas and The Caribbean, Southern Neighbourhood). The project includes a Linking and Learning component as a key component of the action for building solidarity and a continued source of learning to support civil society actors’ efforts in jointly defend civic space and strengthen the enabling environment, the action’s L&L strategy will be co-developed with CSAs. 

 

OBJECTIVE OF THE POSITION

Oversight and responsibility for the Program Administration and Support, specializing in a supportive role in program administration, compliance and result measurement, and supports the project manager in operationally managing the project. Is the contact point for all supporting and administrative matters.  

 

The Project Officer is a member of the Program Management Unit (PMU) of the SEE program. The Project Officer is supportive to the PMU team at large.

KEY RESPONSIBILITIES

  1. Prepares, in the framework of the project cycle, documentation and correspondence (such as approvals, contracts, letters of transfer, reminders), or co-ordinates this process with the PMU members, grantee partners concerned. 
  2. The logistical organisation and co-ordination of events and various consultation fora (e.g. Steering Committee, stakeholder meetings, workshops, and conferences).
  3. Prepares programs/team meetings, records the action points and minutes, and monitors their follow-up. 
  4. Make pre-assessments of progress reports of partners on compliance issues. 
  5. Supports MEAL result measurement. 
  6. Prepares and supports the implementation of the internal communication strategy of the project and support the external communication. 
  7. Supports discussion on contract issues with partners including legal counsel. Is responsible for the administrative project registration; keeps a tab on agreements on each project and signals deviations to the project leader, and supports procurement for the project.
  8. Arranges the processing, registration and filing of the documentation and correspondence of the projects, in line with the applicable procedures and with the aid of automated systems. 
  9. Arranges the administrative handling of consultancy contracts and monitors the terms and approval of the payments. 
  10. Monitors administrative compliance of large procurement by project partners where needed/ requested.

 

WHO ARE WE LOOKING FOR?

  • A relevant academic education level of working and thinking.  
  • You have a relevant work experience of 5 years.  
  • You have relevant experience in the field of Civil Society building.  
  • Well organised, independent, decisive and energetic; 
  • Able to perform quality tasks independently.  
  • Affinity with project and financial administration.  
  • Excellent communication skills in English both oral and in writing; other languages like French, and/or Arabic are desirable. 
  • Good social interaction skills.
  • You have a valid permit to reside and work in Tunisia. Even if you work remotely.
